84 liters of contraband alcohol seized in Beineu from a passenger on the Dushanbe–Volgograd train

The Department of State Revenue for the Mangystau region reports on the suppression of an attempt to illegally import a large batch of alcoholic beverages.
On April 20, 2026, employees of the Beineu customs post, together with the border service of the National Security Committee of the Republic of Kazakhstan, identified and seized 84 liters of undeclared alcoholic beverages (168 bottles) during customs control of the Dushanbe–Volgograd passenger train No. 329 at Beineu station.
The goods were among the personal belongings of a passenger, a citizen of Uzbekistan, Yu. (born in 1994). The woman tried to move alcohol across the customs border of the Eurasian Economic Union without mandatory declaration and payment of customs duties, hiding it in her luggage.
Based on the results of the review of the case materials, the Beineu District Court of the Mangystau region on April 24, 2026 attracted citizen Yu. to administrative responsibility under Article 545 of the Code of the Republic of Kazakhstan on Administrative Offences. She was fined 64,875 tenge (15 monthly calculation indices) with confiscation of the seized goods.
The Department of State Revenue for the Mangystau region recalls that the illegal movement of excisable goods, including alcoholic beverages, across the customs border entails administrative liability with confiscation of goods and the imposition of significant fines if these actions do not contain signs of a criminal offense.
How much alcohol can be imported legally? According to the rules of the Eurasian Economic Union, one individual over the age of 18 has the right to import for personal use:
- up to 3 liters of alcoholic beverages and beer — duty-free;
- from 3 to 5 liters — with payment of customs duty (10 euros for each liter over 3 liters);
- over 5 liters is prohibited.
Compliance with customs regulations is the duty of every citizen crossing the border of the Republic of Kazakhstan. Customs officers in the region continue to work hard to protect the economic interests of the state, prevent smuggling and ensure strict compliance with legislation by all participants in foreign economic activity.
