Kazakhstan Launches Major Migration Reform to Attract Global Talent and Investment

Kazakhstan has announced a comprehensive migration reform aimed at attracting highly skilled professionals, investors, and entrepreneurs. The decree was signed by President Kassym-Jomart Tokayev.

The reform marks a shift from a quota-based system to a flexible, incentive-driven model designed to enhance Kazakhstan’s competitiveness as a regional hub for talent, investment, and innovation.

Key measures include the introduction of a streamlined visa framework with clear categories: Business Visa, Skilled Worker Visa, and Temporary Worker Visa for project-based employment. A flagship initiative of the reform is the “Altyn Visa” (Golden Visa) program, offering a pathway to long-term residency.

Altyn Visa holders will benefit from tax exemptions, equal access to public and financial services, and accelerated residency procedures.

Digitalisation is a core component of the reform. A unified platform, QazETA, will be launched, featuring an e-Residency module that allows foreign nationals to apply remotely, invest, and access services through a one-stop-shop system.

To improve living standards for international residents, designated zones in Astana and Almaty will provide mandatory English-language services across healthcare, education, and public services.

The reform also supports innovation. The Almaty AI Hub will be launched to foster artificial intelligence development and attract global tech talent.

Further enhancements include improved conditions within the Astana International Financial Centre, such as reducing the minimum stay requirement for tax residency from 90 to 30 days.

The Government has been tasked with implementing the reform by December 31, 2026.

This initiative reflects Kazakhstan’s strategic vision to position itself as a global gateway for talent, capital, and innovation across Eurasia.
