Cash-only payment: are such requirements of sellers legitimate?

The Department of State Revenue for the Mangystau region informs: there are cases when individual entrepreneurs refuse to accept non-cash payments and demand payment exclusively in cash for goods sold or services rendered.

It is illegal to refuse to accept non-cash payments. According to Article 25 of the Law of the Republic of Kazakhstan "On Payments and Payment Systems" (as amended in 2026), payments can be made in various ways: by bank card, QR payment or cash. Entrepreneurs are required to accept all the listed forms of payment equally.

Administrative liability is provided for refusal to accept payments using payment cards under article 194 of the Code of Administrative Offences of the Republic of Kazakhstan.:

- at the first violation — a warning;

- in case of repeated violation, a fine of 40 MCI (173,000 tenge) for small businesses (60 MCI for medium—sized businesses, 100 MCI for large ones).

When selling goods or providing services, entrepreneurs are also required to issue a fiscal receipt to the buyer. Refusal to provide a fiscal receipt entails administrative liability.

 

Where to contact if you refuse to accept a non-cash payment?

 

Report such facts to the state revenue authorities. Submit an application through the eOtinish service (be sure to attach supporting documents: photos, videos, receipts, witness statements, etc.) or contact the territorial department of state Revenue on purpose.

Compliance with legal requirements protects consumer rights and promotes the development of cashless payments in the country. The Department of State Revenue of the Mangystau region urges entrepreneurs to strictly comply with the law and reminds them that convenient and secure cashless payments are a requirement of time and the buyer's right.
