Vienna, 8 June 2026 – During the 35^th session of the United Nations Commission on Crime Prevention and Criminal Justice (CCPCJ), Kazakhstan, jointly with Belarus, secured the consensus adoption of the resolution entitled “Countering Trafficking in Persons for the Purpose of Compelled Criminal Activity”. The resolution represents a significant contribution to strengthening international efforts aimed at combating contemporary forms of human exploitation.

The resolution addresses one of the fastest-growing and most dangerous forms of trafficking in persons, whereby victims are coerced into committing criminal offences for the benefit of organized criminal groups. Such offences include online fraud, illicit drug trafficking, theft, financial crimes, and other forms of unlawful activity.

The document calls for enhanced international cooperation, improved mechanisms for the prevention, detection, and suppression of such crimes, strengthened measures for the protection, assistance, and rehabilitation of victims of trafficking in persons, as well as increased effectiveness in the criminal prosecution of those who organize and profit from these criminal schemes.

The drafting process involved extensive intergovernmental consultations and substantive negotiations on a number of sensitive and principled issues. Despite the complexity of the negotiations, the resolution was ultimately adopted by consensus, reflecting the broad recognition by UN Member States of the urgency of this issue and the need for collective action in response to emerging challenges in the field of trafficking in persons.

This achievement was made possible through the active and constructive engagement of Kazakhstan and Belarus throughout all stages of the drafting process. Enjoying a high level of trust and credibility among UN Member States, Kazakhstan played a key coordinating role in the negotiations, facilitating the development of balanced language and the achievement of consensus among delegations. Belarus, in turn, made a substantial expert contribution to the substantive development of the resolution. The joint efforts of the two countries resulted in a document that responds to the needs of the international community and is aimed at further strengthening the international legal framework and practical mechanisms of the Commission.

The adoption of the resolution reaffirms Kazakhstan’s commitment to strengthening multilateral cooperation within the United Nations and underscores its consistent role in advancing international initiatives aimed at combating transnational organized crime, protecting human rights, and enhancing global security.
