In the second half of 2026, new rules for goods purchased on foreign marketplaces such as Temu, AliExpress, iHerb, and others will come into effect in EAEU countries.

      As a reminder, this pilot project began in 2023, and Kazpost JSC, DHL International Kazakhstan LLP, and other retail suppliers participated in the experiment. To date, no difficulties have been identified with receiving parcels by individuals.

     If the value of your purchase does not exceed 200 euros, then nothing changes:

• you do not need to pay duties and taxes;
• your parcel will be delivered as usual;
• you will not need to contact customs authorities yourself;
• e-commerce operators will process the declaration for the buyer.

     Goods purchased by individuals on foreign marketplaces will be classified in a separate category – "e-commerce goods."

     A new type of customs declaration, the "declaration for e-commerce goods," is being introduced for them. It allows for the declaration of up to 999 goods belonging to different individuals. E-commerce operators, a new customs institution, will submit this declaration to customs authorities on behalf of buyers.

     At the same time, the weight threshold (31 kg) is being abolished. The duty-free limit remains at €200.

     The changes affected high-value purchases. For example, if the value of an item exceeds 200 euros, a customs duty of 5% of the item's value and a VAT of 16% will be charged.

     Calculation examples:

     250 euros – duty of 12.5 euros (approximately 7,000 tenge) + VAT;

     500 euros – duty of 25 euros (approximately 14,000 tenge) + VAT.

     For comparison, such goods are currently subject to a single tax of 15% (including VAT) on the amount in excess of the duty-free threshold.

     The new rules are aimed at regulating online commerce and combating the import of commercial goods under the guise of purchases for personal use.

     These changes do not affect goods already located within the EAEU and sold through local online platforms, including Wildberries, Ozon, and Kaspi.kz.

     Therefore, for most customers ordering personal items under 200 euros, the purchasing and parcel delivery process will remain the same.
