Russia introduces a delay in security payments for EAEU importers

Starting from June 1, 2026, Russia will introduce a system of product anticipation confirmation (SPOT), which allows importers from Armenia, Kazakhstan, and Kyrgyzstan to avoid making a security deposit for one month. For businesses from Belarus, the transition period for paying this fee will extend until October 1, 2026, as specified in a government decree.
The office of Deputy Prime Minister Dmitry Grigorenko noted that the decision to postpone the payment was made to ensure that the implementation of the new procedure was as convenient as possible for importers. Since April of this year, the system has been tested with the participation of business associations, which have submitted more than 6,500 documents on upcoming deliveries. Based on the data received, the platform has been improved by introducing automatic loading of information from accounting systems and developing an API exchange.
