By Decision No. 35 of the Council of the Eurasian Economic Commission dated February 24, 2026, restrictions were imposed on electric vehicles imported into the territory of the Eurasian Economic Union with exemption from customs duties and taxes in the period from March 28, 2022 to December 31, 2025 (classified by the code 8703 80 000 2 HS of the EAEU, imported with exemption from payment customs duties and taxes).

According to the new requirements, such electric vehicles cannot be transferred to the possession, use or disposal of citizens of the Russian Federation and (or) persons permanently residing in the Russian Federation.

The restriction is valid for three years from the date of release of the vehicle into free circulation or until the payment of customs duties and taxes in full.

If, before the expiration of the three-year period, the owner plans to sell the car, transfer it for use, issue a power of attorney, lease or otherwise transfer the rights to it to the specified persons, it is necessary to pay customs duties and taxes in advance in accordance with the procedure established by law.

Please take these requirements into account when selling, transferring, issuing a power of attorney, renting and making other transactions with such vehicles.
