Agreement Reached with Japan’s Justice Minister to Expand Legal Framework

Tokyo, May 29, 2026 – Ambassador of the Republic of Kazakhstan to Japan Yerlan Baudarbek-Kozhatayev held a meeting with the Minister of Justice of Japan, Hiroshi Hiraguchi.
During the conversation, the parties discussed the preparations for the first-ever meeting of Ministers of justice in the "Central Asia + Japan" format, which is scheduled to take place in Tokyo later this year. This high-level event is expected to serve as an important platform for exchanging legal expertise, discussing legislative reforms, and establishing a legal framework to support investment projects.
The Japanese Minister emphasized the significance of the Memorandum of Cooperation signed in December 2025 between the Ministries of Justice of Kazakhstan and Japan, aimed at strengthening bilateral interaction in the fields of justice and law enforcement practice.
Minister Hiraguchi also assured the Ambassador that the Ministry of Justice of Japan, in cooperation with the Ministry of Foreign Affairs of Japan, will consider the possibility of concluding a number of bilateral agreements with Kazakhstan in the legal sphere.
On his part, Ambassador Baudarbek-Kozhatayev informed the Japanese side on the ongoing political and legal reforms in Kazakhstan, including the provisions of the new Constitution, measures to digitalize public services, and initiatives aimed at strengthening mechanisms for the protection of human rights and freedoms.
