Stages of Repair Work under the State Program
“Concept for the Development of Housing and коммунal Infrastructure for 2023–2029”

Stage 1. Obtaining Residents’ Consent for Major Repairs of an Apartment Building

What happens: During residents’ meetings, decisions are considered and approved regarding the implementation of major repairs within the framework of the Concept for the Development of Housing and Communal Infrastructure for 2023–2029.

Details: The scope of repair works is determined, and a House Council is elected from among the residents.

Stage 2. Development and Approval of Design and Cost Estimate Documentation (DCED)

The design and cost estimate documentation is prepared under one of the following options:

1. Funded by the local budget: the preparation period is 5–6 months.
2. Funded by the Operator with subsequent reimbursement: the preparation period is only 2 months.

Stage 3. Selection of a Contractor for Repair Works

Who selects: The contractor is selected by the House Council.

Requirements: Only companies with a rating of Category 3 or higher are eligible for consideration.

Stage 4. Implementation of Repair Works

Start of works: After signing the contracts and approving the work schedule, contractors begin repair activities.

Stage 5. Acceptance of Completed Repairs and Commissioning of the Facility

The acceptance commission includes:

• House Council;
• Head of the ОСИ (Owners’ Association);
• Contracting organization;
• Author’s and technical supervision representatives;
• Operator.

Stage 6. Payment for the Completed Major Repairs

Who pays: Owners of apartments and non-residential premises.

Terms: The repayment period ranges from 7 to 15 years.
