In East Kazakhstan Region, the Coordinating Council has developed new approaches to the prevention of offenses among young people

Under the chairmanship of the prosecutor of the region Timur Suleimenov, with the participation of the head of the region Nurymbetov Saktaganov, a meeting of the Coordinating Council for Ensuring Law and Order and Combating Crime was held at the site of the regional akimat, the main topic of which was the prevention of offenses, including among minors, as well as the implementation of state youth policy in the region.
The meeting was attended by members of the Korsovet, the chairman of the East Kazakhstan Regional Court, heads of regional departments, rectors of leading universities, as well as by videoconference - akims of cities and districts, prosecutors and police authorities.
Opening the meeting, the participants noted that the Head of State identified public safety and the principle of "Law and Order" as key priorities of state policy. In this regard, special attention is paid to the implementation of the new Law "On the Prevention of Offenses", which significantly expanded the powers of local executive bodies and assigned responsibility for the state of law and order in the regions to akimats.
Despite the measures taken, the criminogenic situation of last year required a revision of approaches to preventive work. Of particular concern was the increase in juvenile delinquency by 48% and crimes against children by 40%.
In order to respond systematically, at the initiative of the prosecutor's office, the Akimat of the region developed and approved a Youth Policy Strategy for East Kazakhstan region, focused on early prevention, taking into account the real needs of the youth environment.
As part of its implementation, large-scale projects have been launched in the region, such as the winter sports festival WinterSportFest, the League of Yard Clubs, the Strength in Unity project, the republican anti-drug graffiti festival Territory of the Law, and international best practices are being introduced.
The transition to systematic work has made it possible to reduce the level of juvenile delinquency by almost two times this year, which is confirmed by a digital sociological study by the prosecutor's office among 30,000 young people in the region.
Digital projects of the prosecutor's office aimed at identifying the risks of suicidal behavior of minors and countering the spread of drugs through the Internet and messengers were presented at the meeting.
The participants also discussed the problems of youth unemployment, staff shortages in specialized services, the lack of interdepartmental support for children at risk, and the need to develop a unified algorithm for responding to negative signals among young people.
Following the meeting, a set of additional measures was developed aimed at strengthening interdepartmental cooperation, increasing the effectiveness of preventive work and further improving the system for protecting the rights and safety of minors.
