Today, the scientific-practical conference "Administrative Justice – the Key to Dialogue between the State and Society" was held, dedicated to the 5th anniversary of the establishment of administrative courts in the Republic of Kazakhstan. It was attended by the regional Akim Murat Ergeshbayev, Chairman of the Regional Court Adilkhad Shygambayev, heads of law enforcement agencies, veterans of the judicial system, lawyers, employees of state bodies, scientists and specialists in the field of law.
The head of the region noted that the Administrative Procedural Code adopted five years ago formed new standards for protecting the rights and legitimate interests of citizens.
The Head of State said: "Judicial practice in administrative cases has become a test determining the quality of the state apparatus's work. Its results have shown an increase in trust in the court. The role of administrative justice is strengthening."
This has changed the work culture of state bodies and increased the requirements for the quality and legality of decisions made.
Citizens' trust in the court is one of the most important indicators of a rule-of-law state. In this regard, the judicial community of our region worthily fulfills important tasks aimed at strengthening the rule of law, protecting the rights and legitimate interests of citizens, and ensuring public stability.
Your professionalism and responsibility play an important role in strengthening the rule of law in our country. I am confident that our joint work to implement the course of our President to create a Just and Strong Kazakhstan will continue in the future",- said Murat Nalkhozhaevich. At the meeting, the regional prosecutor Rizabek Ozharov, the chairman of the specialized inter-district administrative court of the Kyzylorda region Gulzhan Myrzatayeva, and the director of the Institute of Economics and Law of the Korkyt Ata Kyzylorda University, PhD Aynur Issayeva, spoke.
The effectiveness of the institution of administrative justice in the region has manifested in concrete results. Over the past five years, about 6 thousand administrative claims have been filed with the regional courts, with appropriate decisions made on more than 5 thousand of them.
One of the important initiatives that raised the interaction between the state and society to a new level was the unified platform "e-Otinish". This system allows for the open and efficient consideration of citizens' appeals, promptly solving current problems, and has become an important tool for implementing the concept of "A State that Listens to the People's Voice".
Since 2021, over 220 thousand appeals have been received by state bodies in the region. This indicates the formation of a new culture of interaction between citizens and state institutions, as well as an increase in the openness and accessibility of state bodies' activities.
