Kazakhstan Presents Its Experience in Digital Transformation and Artificial Intelligence Development at the Council of Europe

Strasbourg, 10 June 2026 – A briefing entitled “Digital Kazakhstan” was held at the headquarters of the Council of Europe, highlighting Kazakhstan’s achievements in digital governance, artificial intelligence development, and digital infrastructure.

The event brought together Vice-Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan Mr. Doszhan Mussaliyev, Director for Security, Integrity and Rule of Law of the Council of Europe Ms. Hanne Juncker, as well as representatives of Council of Europe member states, international organizations, the expert community, and the diplomatic corps.

The Consul General Ms. Anel Bakytbekkyzy mentioned, that digitalization has become one of the defining drivers of economic growth, public sector efficiency and social development worldwide. At the same time, it raises important questions related to governance, security, transparency and the protection of fundamental rights.

During the briefing, the Kazakh side presented the key outcomes of the country’s efforts to modernize public administration through digital technologies, advance e-government services, and promote the adoption of artificial intelligence solutions.

It was noted that Kazakhstan has been consistently pursuing a strategy aimed at building a modern digital ecosystem designed to enhance the efficiency of public institutions, improve the quality of public services, and increase citizens’ well-being.

Particular attention was given to the development of the national artificial intelligence ecosystem. Kazakhstan is establishing its own computing infrastructure, including the Alem.Cloud and Al-Farabium supercomputing clusters, while also developing domestic large language models such as KazLLM, Sherkala, and AlemLLM. In parallel, efforts are underway to create a comprehensive legal framework for AI that ensures safety, transparency and the protection of citizens’ rights.

Kazakhstan has made digital development a strategic national priority. This year 2026 has been declared in Kazakhstan by the President Tokayev “The Year of Artificial Intelligence and Digitalization”, reflecting our commitment to building a modern, citizen-oriented digital ecosystem.

Over recent years, Kazakhstan has progressed from the digitalization of individual public services to the establishment of an integrated digital ecosystem focused on improving quality of life, enhancing the effectiveness of public administration, and fostering an innovation-driven economy.

The presentation also showcased Kazakhstan’s key digital solutions, including the Smart Data Ukimet platform, the Digital Family Map proactive social assistance system, the eGov Mobile application, the eGov Business platform and the AI-powered assistant AlemGPT.
