As part of a prosecutor's inspection conducted in the Abai region, the Department of the Committee for Technical Regulation and Metrology identified violations of the requirements of the legislation of the Republic of Kazakhstan in the field of ensuring measurement uniformity.

Based on the inspection results, the District Operational Unit (DOU) was held administratively liable under Article 419, Part 1, Clause 2 of the Code of the Republic of Kazakhstan on Administrative Offenses. The amount of the administrative fine was 994,750 tenge.

The District Operational Unit is an organization responsible for the operation, technical maintenance, and current repair of military infrastructure facilities, including buildings and structures of military townships that are on the balance sheet of authorized state bodies. The activities of the DOU are aimed at ensuring the uninterrupted functioning of heat, water, and power supply systems, maintaining utility networks and equipment, monitoring technical parameters, accounting for consumed resources, and maintaining the proper technical condition of military facilities.

In performing these functions, the DOU uses various measuring instruments, including heat, water, and electricity meters, as well as measuring devices for pressure, temperature, flow, and other parameters. The accuracy of these instruments directly affects the correctness of calculations, the reliability of military infrastructure facilities, and their operational safety.

The inspection revealed that the DOU's activities involved the use of measuring instruments that had not undergone mandatory state verification, which constitutes a violation of the requirements of the legislation of the Republic of Kazakhstan in the field of technical regulation and metrology. The use of unverified measuring instruments can lead to inaccurate resource accounting, distortion of actual indicators, and the emergence of risks to the sustainable functioning of military facilities.

The Department of the Committee for Technical Regulation and Metrology notes that compliance with the requirements for verification of measuring instruments is an integral part of the operational activities of organizations servicing military infrastructure facilities. Ensuring measurement uniformity in this area is of particular importance, as it is directly related to the reliability of engineering systems, accounting discipline, and the protection of state interests.
