New selection: civil service becomes more accessible

In accordance with the Civil Service Development Concept of the Republic of Kazakhstan for 2024–2029, one of the key areas for improving the state apparatus is enhancing the efficiency, timeliness, and transparency of HR processes. The concept includes measures to reduce recruitment timelines, simplify competitive procedures, digitalize processes, and create conditions for attracting qualified specialists to the civil service.

As part of these objectives, a new selection procedure for Corps B administrative government positions was introduced in Kazakhstan on April 1, 2026. The reform aims to improve HR processes, reduce the timeframe for competitive procedures, and create more convenient conditions for citizens wishing to enter the civil service.

This approach significantly simplifies citizen participation in competitive selection and creates conditions for the formation of a stable pool of candidates ready to quickly apply for vacant civil service positions.

The initial results of the new mechanism's implementation already demonstrate its relevance and effectiveness. In April of this year, 79 vacancies for administrative government positions were announced in the Kostanay region, accounting for 25% of the total number of available positions.

The largest number of vacancies were in the E-R-4 categories (26 vacancies (33%)) and E-G-3 (19 vacancies (25%)), demonstrating the demand for executive-level specialists and the active implementation of competitive procedures for staffing government agencies.

A total of 99 candidates participated in the competitive procedures. Of these, 31 were new to government service, 42 were former government employees, and 26 were current government employees. This confirms the high interest in government service from both new applicants and specialists with public sector experience.

High activity in posting competitive advertisements was observed in the Zhitikarinsky, Karabalyksky, Mendykarinsky, Fyodorovsky, and Sarykolsky districts, demonstrating the consistent efforts of government agencies to attract personnel and fill vacant positions.

The introduction of the new selection procedure is an important stage in the implementation of the Civil Service Development Concept of the Republic of Kazakhstan for 2024–2029 and is aimed at developing a professional, open, and customer-oriented government apparatus.

The new selection process already allows for faster filling of vacant positions, expanding the pool of potential candidates, and ensuring equal access for citizens to civil service. This creates a solid foundation for the further development of a modern and effective public administration system.
