Today, at a Government meeting chaired by Prime Minister Olzhas Bektenov, the implementation of the instructions issued by the Head of State in connection with the entry into force of the new Constitution was reviewed. Akim of the Kyzylorda Region Murat Yergeshbayev participated in the meeting via videoconference. Following the meeting, key priorities were identified on these and other issues, and reports were presented by the heads of the relevant sectors. “The principles enshrined in the new Constitution provide fresh momentum for the work of all branches of government. The primary criterion of public administration must be conscientious service to the people and strict adherence to the rule of law. This new stage of political development places great responsibility upon us. Our task is to transform the principles of the new Constitution into an effective state policy that delivers tangible results in the everyday lives of our citizens. Comprehensive efforts must be undertaken in the region in accordance with the requirements of the new political reforms,” said Murat Nalkhozhayevich. As is known, yesterday the Head of State, at the joint session of the Chambers of Parliament, outlined the objectives for a new stage of political and economic reforms and large-scale transformations. During the meeting, the heads of all relevant sectors reported on the key areas of work aimed at implementing these tasks. Head of the Regional Department of Construction, Architecture and Urban Planning Yerlan Turaliyev noted that the President’s instruction to transform Kazakhstan into a major construction hub will have a positive impact on the further development of the region’s construction sector. This will undoubtedly contribute to the construction of new facilities required by the population, an increase in manufacturing enterprises and industrial production, and the overall growth of the regional economy. It should be noted that KZT 24.3 billion was allocated from the state budget for construction projects in 2022, while in 2025 this amount increased to KZT 138.3 billion, representing a sixfold increase in financing. During this period, a total of 272 social facilities and 1,016 residential buildings were commissioned. By the end of the current year, the completion of 3,685 apartments will provide housing for approximately 15,000 residents. Head of the Regional Department of Education Askarbek Yeszhanov emphasized that, in implementing the priorities set by the Head of State, the Government, and the regional Akimat, special attention is being given to improving the quality of education at all levels—from preschool and general secondary education to technical and vocational education. The main objectives include aligning students’ academic achievements with international standards, reducing disparities in the quality of education between rural and urban schools, and developing functional literacy alongside subject-specific knowledge. During the current academic year, 29 students from the region became prize winners at international Olympiads, while 143 students achieved top results in national Olympiads and scientific project competitions. Based on the results of the National Olympiad in General Education Subjects in the Social Sciences and Humanities category, the regional team received the “Best Olympiad Team” award. It is worth noting that the Kyzylorda Region consistently ranks among the top three regions in the country in this area. The Head of the Department also highlighted ongoing efforts to accelerate digital transformation, adapt the technical and vocational education system to the needs of the labor market, and strengthen educational and character-building activities through updated approaches. Head of the Regional Department of Entrepreneurship and Industry Moldir Tauipbayeva reported that over the past four years, nearly KZT 2.4 trillion in investments have been attracted to the regional economy.The total value of 72 implemented industrial projects exceeds KZT 400 billion. As a result, the share of the manufacturing industry in the region’s industrial output has increased to 38%, while the region’s dependence on the extractive sector has decreased by 12.4% compared to 2022. Over the next three years, 48 investment projects worth KZT 1.9 trillion will be implemented, creating more than 10,000 new jobs. At present, 14 major projects are underway, including four projects currently under construction and two for which foundation works have been completed. Construction of an additional eight projects will commence by the end of the year, while 21 more projects with a total value of KZT 100 billion are planned. All heads of regional departments who delivered reports at the meeting presented a detailed analysis of the key performance indicators and development plans for the upcoming period in their respective sectors. The meeting also reviewed preparations for the upcoming heating season. The Akim of the region emphasized that this issue remains under the constant supervision of the Head of State and the Government and assigned specific tasks to the responsible institutions. The Kyzylorda Electric Distribution Networks company was instructed to conduct a comprehensive assessment of the technical condition of the region’s power grids, strengthen material and technical preparedness, and enhance emergency prevention measures. It was also tasked with ensuring the stable and uninterrupted operation of backup power plants at all heat supply facilities. Coal reserves must be secured in advance for the forthcoming heating season. In this regard, city and district akims were instructed to organize coordinated work with supply operators and Kazakhstan Temir Zholy to ensure the timely provision of solid fuel to the population. In addition, city and district akims were instructed to maintain continuous oversight of the condition of social facilities, residential buildings, roads, and road signs commissioned in recent years, as well as the sanitary condition of district centers, and to conduct systematic monitoring. A total of KZT 5.5 billion is planned to be allocated for preparations for the upcoming heating season, including KZT 3.6 billion from the republican budget, KZT 1.5 billion from the regional budget, and KZT 350 million from the own funds of the Combined Heat and Power Plant (CHP). The planned works include completion of the modernization of 8.7 km of heating networks, major overhauls of Gas Turbine Units No. 1 and No. 2, repairs of 1.3 km of heating pipelines, one boiler house, one turbine, ten autonomous boiler houses, as well as key and auxiliary equipment. In accordance with the instruction of the Head of State, the Turkish company Aksa Energy has constructed a new combined heat and power plant. The facility has already been commissioned and is currently generating electricity in line with its design capacity. It will be fully operational by the upcoming heating season, ensuring residents receive reliable, uninterrupted heating and electricity. The region requires 80,000 tonnes of coal for the heating season. Of this amount, 68.3 thousand tonnes are designated for household consumption, while 11.7 thousand tonnes are allocated to social facilities. Coal stockpiles are being accumulated in accordance with the approved schedule. The depreciation rate of the region’s electricity networks and electrical infrastructure currently stands at 60.8%. This year, KZT 10.5 billion has been allocated for their reconstruction. Upon completion of the planned works, the depreciation level of the networks is expected to decrease to 59%. Overall, preparations for the upcoming heating season remain under continuous supervision.
