Today, at a Government meeting chaired by Prime Minister Olzhas Bektenov, the implementation of the Head of State's instructions issued during the entry into force of the new Constitution was reviewed. Murat Ergeshbayev, Akim of the region, participated via videoconference.
Following the meeting, guidelines were set for these and other issues, and reports were heard from the heads of responsible spheres.
"The principles defined in the new Constitution give new impetus to the work of all branches of government. The primary criterion of public administration must be conscientious service to the people and strict compliance with the law.
This new political stage places great responsibility on us. Our task is to transform the principles of the new Constitution into effective public policy that yields tangible results in the daily lives of the population. It is necessary to carry out comprehensive work in accordance with the requirements of the new political reforms in the region",- said Murat Nalkhozhaevich.
As is known, yesterday, at a joint session of the chambers of Parliament, the Head of State set the objectives for a new stage of political and economic reforms and large-scale transformations. At the meeting, heads of all sectors reported on the main areas of work to achieve these objectives.
Erlan Turaliev, Head of the Regional Department of Construction, Architecture, and Urban Development, noted that the Head of State's order to transform Kazakhstan into a major construction site will have a positive impact on the further development of the region's construction industry. This will undoubtedly influence the construction of new facilities needed by the population, the increase in the number of industries and enterprises, and economic development.
As a reminder, 24.3 billion tenge has been allocated from the state budget for construction in 2022 and 138.3 billion tenge in 2025, a sixfold increase in funding. A total of 272 social facilities and 1,016 residential buildings have been commissioned during these years.
The 3,685 apartments, which will be completed by the end of this year, will solve the housing problems of approximately 15,000 residents. Askarbek Eszhanov, head of the regional education department, noted that in implementing the directions defined by the Head of State, the Government, and the regional akimat, priority is given to improving quality at all levels, from preschool to general secondary, technical, and vocational education.
The main objective is to align academic achievements with international standards, reduce the gap in educational quality between rural and urban schools, and develop functional literacy alongside subject-specific knowledge.
This academic year, 29 schoolchildren in the region won prizes in international Olympiads, and 143 students won national Olympiads and scientific project competitions. Following the national Olympiad in general education subjects in the social and humanities, the regional team was nominated for the "Best Olympic Team." It is worth noting that the Kyzylorda region is annually among the top three in the republic.
The head of the department also highlighted efforts to accelerate digital transformation, adapt the technical and vocational education system to the needs of the labor market, and strengthen educational work with new content. Moldir Tauipbaeva, Head of the Regional Department of Entrepreneurship and Industry, noted that over the past four years, approximately 2.4 trillion tenge in investments have been attracted to the region's economy. The value of 72 completed industrial projects exceeds 400 billion tenge. This has increased the share of manufacturing in the industrial structure to 38% and reduced the region's dependence on raw materials by 12.4% compared to 2022.
Over the next three years, 48 investment projects worth 1.9 trillion tenge will be implemented, creating over 10,000 new jobs. Currently, 14 major projects are under construction, four of which are under construction, and the foundation has been laid for two.
Construction on eight more projects will begin by the end of the year, with 21 projects worth 100 billion tenge planned. All department heads, who presented reports in the Majilis, thoroughly analyzed the key indicators and plans for the upcoming period in the industries they oversee. The meeting addressed preparations for the upcoming heating season. The regional akim noted that this work is under the constant supervision of the Head of State and the Government and set specific tasks for the responsible agencies.
Kyzylorda Electric Power Company was instructed to conduct a comprehensive study of the technical condition of the electrical grid, strengthen its logistical readiness, and improve emergency prevention measures. The task was set to ensure the stable and uninterrupted operation of backup power plants across all heat sources.
Coal reserves must be prepared in advance for the upcoming heating season. In this regard, city and district akims were instructed to organize coordinated work with operators, coordinating the work.
Kazakhstan Temir Zholy and provide the population with solid fuel.
Furthermore, city and district akims must constantly monitor the condition of social facilities, residential buildings, roads, and road signs commissioned in the coming years, as well as the sanitary conditions of district centers, and conduct systematic monitoring.
5.5 billion tenge is planned to be allocated for preparation for the upcoming heating season, including 3.6 billion tenge from the republican budget, 1.5 billion tenge from the regional budget, and 350 million tenge from the CHPP's own funds. Completion of the project includes the modernization of 8.7 km of heating networks, the overhaul of gas turbine units No. 1 and 2, the repair of 1.3 km of heating networks, one boiler house, one turbine, and 10 autonomous boiler houses, as well as the main and auxiliary units. In accordance with the President's directive, the Turkish company Aksa Energy has built a new combined heat and power plant. The center is already operational and producing the electricity planned for the project. It will be fully operational during the upcoming heating season, providing residents with uninterrupted, high-quality heating and electricity.
The region requires 80,000 tons of coal during the heating season. Of this, 68,300 tons are for residential use, and 11,700 tons are for social facilities. The coal fund is being formed according to schedule. The depreciation rate of electrical networks and installations in the region is 60.8%, and 10.5 billion tenge is planned for reconstruction this year.
After these works, the depreciated network will be reduced by 59%. Overall, preparations for the upcoming heating season are being constantly monitored.
