As part of the National Project for modernization of the energy and utility sector, phased implementation of the AMR/ASKUE system is planned. The project includes modernization of 359,733 electricity metering points, representing 75.8% of the total.

Outdated meters will be replaced with modern multi-tariff smart meters of the “Orman” and “Dala” types using PLC and RF communication channels.

In 2026, 8,753 smart meters with ASKUE functionality are planned for installation under the investment program. Of these, 7,403 will be installed in Ust-Kamenogorsk.

In addition, the SK-11 software and hardware complex is being introduced to improve operational and dispatch management of power grids.

A key part of digital transformation is the implementation of digital twins, including digital models of 35–220 kV power networks and data exchange systems for telemechanical monitoring.
