The Head of the Department of the ACSA in the Mangystau region explained the new Law on Civil Service to the staff of the Department of Civil Service in the Mangystau region

The Department of State Revenue for the Mangystau region held a meeting with Toktamys Kadoshovich Zhumagulov, Head of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs for the Mangystau region.
As part of the explanatory work on the implementation of key public administration reforms, Toktamys Kadoshovich told the staff in detail about the new Law of the Republic of Kazakhstan "On the Civil Service of the Republic of Kazakhstan" No. 290-VIII SAM dated May 19, 2026, which entered into force on July 1, 2026.
The head of the ACSA Department stressed that the new Law is aimed at the comprehensive modernization of the civil service system, the introduction of the principles of meritocracy, customer orientation and digitalization of processes. Among the main innovations:
- Transition to a standard 40-hour, five—day working week (36 hours for people with disabilities in groups I and II) with guaranteed overtime pay;
- Wage indexation at least once every three years;
- The possibility of horizontal career growth within one position;
- Strengthening social guarantees: housing payments and compensation for rotation and relocation, additional vacation days depending on length of service, one-time payments to veterans of public service with experience of 25 years or more;
- Complete digitalization of personnel selection and evaluation procedures;
- Institute of mentoring for young professionals and strengthening the role of ethics commissioners;
- A ban on denying citizens the exercise of their rights on formal grounds.
Special attention was paid to the new Constitution of the Republic of Kazakhstan. Toktamys Kadoshovich Zhumagulov explained the key constitutional amendments and their impact on the activities of government agencies and employees, emphasizing the importance of observing the principles of a "Listening State" and increasing citizens' trust in government.
Employees of the State Revenue Department actively participated in the discussion, asking questions about the practical application of the new standards: career development, social guarantees, digitalization of HR processes and interaction with citizens. All questions were answered in detail and comprehensively.
"The new Law creates modern conditions for the professional development of civil servants, increases the attractiveness of the civil service and strengthens its focus on the needs of the population. Explanatory work in the teams is an important step in the successful implementation of reforms," Toktamys Kadoshovich said.
"The new Law on Public Service is an important step forward for the entire public administration system. It significantly increases the social security of employees, creates real opportunities for professional growth and makes the service more modern and attractive. We are confident that these changes will allow us to more effectively fulfill the tasks of ensuring the revenue side of the budget and providing high—quality public services to residents of the Mangystau region," said Arman Nurlanovich Akhmetkaliev, head of the Department of State Revenue for the Mangystau region.
The meeting was held in a constructive atmosphere and became part of a systematic effort to clarify legislation in the field of public service in the Mangystau region.
