In 2025, Investment Agreements (hereinafter referred to as the "IAs") were concluded for the construction of waste-to-energy (WtE) plants in the cities of Astana, Almaty, and Shymkent. Under these agreements, a feed-in tariff for electricity generated by the WtE facilities has been established at KZT 55 per kWh in the above-mentioned cities.

The primary objective of introducing the waste-to-energy mechanism is to increase the share of waste recycling, reduce the volume of waste disposed of at landfills, enhance the investment attractiveness of the waste management sector, and ultimately minimize the adverse environmental impact of waste.

Today, waste-to-energy projects have been successfully implemented in many countries, including those in Europe, the Republic of Korea, the People's Republic of China, Japan, and others.

The projects being implemented in Kazakhstan are designed to comply with the requirements of the European Union Industrial Emissions Directive (IED), thereby ensuring that emissions of air pollutants are minimized and meet stringent environmental standards.

In this regard, the Government is currently considering the conclusion of direct Investment Agreements with potential investors in regional administrative centers under terms similar to those applied in Astana, Almaty, and Shymkent.

The Akimat (Regional Administration) of Kostanay Region expresses its readiness to cooperate with interested investors and to provide comprehensive support in reviewing and developing investment initiatives, provided there is a genuine intention and commitment to implement waste-to-energy projects within the territory of Kostanay Region.
