A press conference dedicated to the implementation of the Law of the Republic of Kazakhstan "On Amnesty in connection with the adoption of the new Constitution of the Republic of Kazakhstan" was held in the Regional Communications Service of Pavlodar region. The speakers of the event were Asem Dyusembekova, Head of the Legal Department of the Department of State Revenue for the Pavlodar region, and Tolegen Shaimardanov, Head of the Department of Explanatory Work and the Contact Center. The speakers explained in detail the procedure for the exemption of citizens and entrepreneurs from administrative penalties by the state revenue authorities.
The amnesty covers individuals, individual entrepreneurs, as well as individuals engaged in private practice – notaries, lawyers, private bailiffs and mediators. Fines that have not been executed as of July 1, 2026, are subject to write-off for procedural violations, such as late tax reporting, violations in the use of cash registers, deviations from registration deadlines, and most customs procedures.
The main feature of the amnesty is its automatic nature: taxpayers do not need to personally contact the state revenue authorities or submit any applications, since the termination of proceedings and interaction with bailiffs are carried out by the state revenue authorities without a personal request from taxpayers.
At the same time, the speakers stressed that the amnesty does not cover fines imposed in court, as well as penalties for intentional tax evasion, concealment of taxable objects and underestimation of amounts in reporting. All procedural measures to write off the fines will be fully completed by the end of 2026.
