The Role of Schools in Fostering Constitutional Culture Discussed in the Karaganda Region

Ahead of the new academic year, the August Conference of Education Workers of the Karaganda Region, titled “Norms and Values of the New People’s Constitution: Human Capital Development as the Strategic Foundation of the Education System,” addressed issues related to human capital development and the fostering of legal culture among the younger generation.

The event was attended by Akim of the Karaganda Region Yermaganbet Bulekpayev, First Vice Minister of Education Shynar Akparova, heads of educational institutions, representatives of government bodies, and members of the expert community.

Addressing educators, Judge of the Constitutional Court Aizhan Zhatkanbayeva noted that the Constitution should not only be a subject of study but also an integral part of a child’s everyday legal culture.

“The child is recognized as one of the highest constitutional values, whose rights and interests are protected by the entire state. The state must make decisions based on the best interests of the child,” she emphasized.

According to her, fostering constitutional culture is not a task limited to specialized lessons. Every teacher can help ensure that students not only understand their rights and responsibilities but also respect the dignity and freedom of others.

Particular attention was paid to the “Law and Order” principle, the development of critical thinking and digital culture, as well as issues of safety and personal data protection.

“The Constitution provides us with a fairly clear image of a citizen – a modern person who knows their rights and responsibilities, knows how to exercise their freedom while respecting the freedom of others, and takes responsibility for the consequences of their decisions,” Aizhan Zhatkanbayeva noted.
