Entities that failed to meet the requirements for the modernization of trading markets have been held administratively liable

Due to the fact that modernization work had not commenced at the "Alğa" trade market in the city of Qonaev, an unscheduled inspection was conducted based on an official letter from the Akimat of Qonaev.

Based on the results of the inspection, the local Department of Trade and Consumer Protection identified violations among 7 trade entities on the territory of the trade market. These entities were issued orders to eliminate the identified violations by December 31, 2026.

Disagreeing with the administrative measures taken, "Market Giant" LLP filed a complaint with the Specialized Court for Administrative Offenses of the city of Qonaev. Following the court proceedings, which lasted one month, the partnership's statement of claim was dismissed, and the Department's ruling was upheld.

At the same time, in accordance with the legislation, the partnership has the right to appeal the court's decision through the appellate procedure.

According to the Bureau of National Statistics, 60 trade markets are registered in the Almaty region. Currently, modernization work is being carried out on 9 of them.

According to the Bureau of National Statistics, 588 trade markets are registered across the republic. Of these, 366 are universal trade markets.

Currently, 189 trade markets have undergone modernization, with work planned to be completed on another 67 facilities by the end of 2026. The remaining 110 trade markets comply with the requirements of current legislation.

Modernization work on trade markets is being carried out in stages. By 2021, 84 markets had been modernized, in 2021 — 4, in 2022 — 33, in 2023 — 19, in 2024 — 16, and in 2025 — 33 trade markets.

In accordance with the Roadmap approved by the Deputy Prime Minister of the Republic of Kazakhstan – Minister of National Economy Serik Zhumangarin, modernization of 100 trade markets was planned for 2025.

However, due to the incompletion of construction and organizational work at individual facilities, the project implementation timelines were revised. The completion of market modernization is set for the end of 2026.

In this regard, updated Roadmaps have been approved in the regions, and control over the implementation of projects has been strengthened by local executive bodies and relevant state bodies.

To date, modernization work has been fully completed on 33 trade markets, with work actively underway on another 58 facilities.

Completion of all work is planned by the end of 2026.

The modernization of trade markets is aimed at renewing trade infrastructure, introducing modern trade standards, increasing sanitary and fire safety requirements, expanding cashless payments, and creating safe and comfortable conditions for entrepreneurs and consumers.
