Accuracy and completeness of the completion of Box 31 of the goods declaration (GD)

The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan is conducting additional explanatory work with participants in foreign economic activity (FEA) on the proper and complete completion of Box 31 of the Goods Declaration (GD).
Box 31 of the Goods Declaration, “Packages and description of goods – Marks and numbers – Container numbers – Number and distinctive features”, is intended to provide detailed information enabling the identification of the declared goods and the comparison of the information stated in the declaration with the goods actually being moved.
What should be taken into account when completing this box?
When declaring goods, a participant in foreign economic activity must ensure that the description of the goods is complete, accurate and unambiguous.
Depending on the nature of the goods and the specifics of their movement, Box 31 shall contain the information necessary for their identification, including: the name of the goods; information on the model, brand, article number and other distinctive characteristics; composition, material of manufacture and main technical characteristics, where relevant for identification of the goods; information on the manufacturer and trademark, where applicable; quantity of goods and unit of measurement; information on packaging, packages and their markings; container numbers where the goods are transported in containers; and other information provided for by customs legislation and necessary for identifying the goods.
Important: the description of the goods must be specific and informative.
The use of general descriptions that do not allow the characteristics and type of the goods to be determined unambiguously may result in the need to clarify the information and in additional control measures.
For example, instead of general descriptions such as “equipment”, “spare parts”, “plastic products” or “electronics”, the specific name and characteristics of the goods enabling their identification should be provided.
Why is this important?
The information contained in Box 31 is used by customs authorities when conducting customs control, including for: identifying the goods; verifying the conformity of the declared information with the documents submitted; comparing the information contained in the declaration with the goods actually being moved; determining the applicable customs tariff and non-tariff regulation measures; verifying compliance with established prohibitions and restrictions; applying the risk management system; and conducting subsequent customs control.
Thus, the more accurate and complete the description of the goods, the lower the likelihood of additional questions arising during customs clearance.
Participants in foreign economic activity are advised, prior to submitting the Goods Declaration, to verify that the information contained in Box 31 corresponds to the information provided in the commercial, transport and other documents accompanying the foreign economic transaction.
The State Revenue Committee calls on participants in foreign economic activity to approach the completion of Goods Declarations responsibly. A complete and accurate description of goods contributes to more effective customs control, reduces the number of additional requests and lowers the risk of delays in the performance of customs operations.
At the same time, please be advised that administrative liability is provided for violations of the procedure for completing the Goods Declaration.
