A hybrid seminar was held on the topic: "Behavioral Approaches in Tax Administration"

Pursuant to the directive of the Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (hereinafter referred to as the "Committee") and in response to a request from the "National Analytical Center" Corporate Fund—a think tank based at Nazarbayev University specializing in applied research and strategic analysis—the Committee’s Training and Methodology Center and Public Services Department held a hybrid (in-person and online) seminar on August 27, 2026, at the State Revenue Committee premises, titled "Behavioral Approaches in Tax Administration."
The goal of the event is to introduce participants to the fundamentals of behavioral science and practical tools for applying it to the development and implementation of public policy—specifically, in this instance, to achieve effective tax administration—and to demonstrate how behavioral approaches help better understand human behavior and create public solutions that are more effective, simple, and citizen-oriented.
Representatives from the central office of the State Revenue Committee and the National Analytical Center attended the seminar as participants.
There were 36 participants in total.
The lecturers were representatived by the National Analytical Center—a think tank based at Nazarbayev University that specializes in applied research and strategic analysis.
- Saltanat Amangeldiyevna Dzhanenova (online) – Director of the Center for Behavioral Public Policy for Central Asia; topics: "Application of behavioral science in public policy," "NAC pilot project to support individual entrepreneurs," and "Challenges in implementing behavioral approaches";
- Saule Serikovna Gazizova – Director of the Center for Surveys; topic:
"International practices regarding behavioral approaches in tax administration";
- Aigerim Turlybekovna Donbayeva, Lead Economist – topic:
"International practices regarding behavioral approaches in tax administration";
- Roza Tleukhan, Senior Research Analyst at the Center for Behavioral Public Policy for Central Asia – topic: "Group work."
Holding such seminars fosters the development of employees' professional competencies and encourages the adoption of global best practices in tax administration.
