All apartment buildings of the country will be compiled into a single register with addresses, floors, number of apartments and non — residential premises, the state of the House, elevators and metering devices. The work is carried out within the framework of the implementation of the law" on housing relations "and the national project" modernization of the energy and municipal sectors", as well as the planning of state programs for major repairs and technical inspection.

The inventory includes all buildings that meet the definition of an apartment building under Article 2 of the law" on housing relations": a detached building consisting of the common property of a condominium object and two or more apartments or non-residential premises. The calculation includes houses, including two-and four-apartment buildings in rural settlements and houses whose form of management has not yet been determined, regardless of the floor, number of owners, the presence of a registered condominium object and the chosen form of management.

Each house has a single key in the registry — the address registration code (MTK). According to this code, data from other sources are "attached"to the house: technical characteristics of the building, quantitative and qualitative indicators, data on the premises, data on the form of control and the state of elevators, data on connection to networks and metering devices.

The procedure for providing information is established by the rules for the formation, processing, centralized collection and storage of information in the field of Housing relations and housing and communal services. They determined the circle of organizations that are obliged to provide data: local executive bodies, subjects of natural monopolies, associations of property owners, Cooperatives of property owners, other management entities.

Personal data of owners-surnames, personal identification numbers, title documents and information about arrears-are not collected during the inventory.

What the Register gives: real lists of houses for major repairs and replacement of elevators, understanding the real level of equipment of houses with metering devices, calculating the need of regions for network modernization based on real data, not averaged estimates. The correctness of the calculation in utility payment receipts increases the procedure for maintaining and working with executive documentation between KSK and MIB, management companies

Data collection is organized by akimats of regions through housing inspections of districts and cities of regional significance. Notifications and forms of work are sent to associations of property owners, representatives of houses under direct joint management, subjects of management and suppliers of utilities.
