A comprehensive civil protection exercise was held in the Samar region of the East Kazakhstan region on the topic: "Actions of government bodies in the event of a threat and occurrence of natural and man-made emergencies."

The exercise was conducted in accordance with the Exercise and Training Plan in the East Kazakhstan region. The main purpose of the event was to check the readiness of government bodies, civil protection forces and emergency services to act promptly in case of an emergency.

Representatives of the akimat of Samar district, rural districts, the Department of Emergency Situations, police, medical service, veterinary, branch of "Kazakhtelecom" JSC, regional electric networks (RES), sanitary and epidemiological service (SES), as well as other organizations and services involved in the civil protection system took part in the exercise.

During the exercise, the participants worked out the order of interaction in case of a threat of an emergency. Special attention was paid to timely notification of the management staff and the public, the collection and deployment of a Commission for the prevention and elimination of emergency situations, assessment of the situation and the adoption of necessary management decisions.

At the practical stage, rescue units of the Emergency Department of the East Kazakhstan region, together with local services, worked out search and rescue operations. Algorithms for evacuating the population from a conditional disaster zone and providing first aid to victims were also demonstrated.

During the training, special attention was paid to the interaction between the services. In the event of a real emergency, the effectiveness of the response largely depends on how clearly and harmoniously all the structures involved work — from local executive authorities and rescuers to medical, municipal, energy, communications and veterinary services.

The participants of the exercise tested in practice the readiness of the forces and means of the area to act in an emergency situation, as well as the procedure for transmitting information and coordination between responsible units.

Conducting such trainings allows us to identify possible shortcomings in a timely manner, improve interaction algorithms and increase the level of preparedness of services to eliminate the consequences of natural and man-made emergencies.

"The main purpose of the comprehensive exercise is to check the readiness of government bodies and civil protection forces to act in case of emergencies, as well as to work out the interaction of all involved services. Today we have seen how well the akimat, rural districts, rescue units, police, medical and veterinary services, power engineers, communications specialists and other organizations are working. Such exercises make it possible to test response algorithms in practice, identify possible shortcomings and eliminate them in a timely manner. In general, the tasks were completed, the participants demonstrated their readiness to act in case of an emergency," said Yerik Yerkinbekuly, Senior Officer of the Civil Defense Department of the Emergency Situations Department of the East Kazakhstan region.

As a result of the comprehensive exercise, the tasks set were worked out, the actions of the participants were evaluated, and the practical experience gained will be used to further improve the civil protection system in the Samar region.
