Kazakhstan–China Investment Forum Held in Almaty: East Kazakhstan to Implement Projects Worth KZT 145.8 Billion

On September 25, the Kazakhstan–China Investment Forum was held in Almaty, with the participation of the Akim of East Kazakhstan Region, Nuryымbet Saktaganov.

The forum brought together representatives of government agencies, regions, development institutions and business communities of Kazakhstan and China. The agenda included industrial cooperation, deep processing, transport and logistics, energy, automotive manufacturing, digital technologies and the implementation of new investment projects.

Following the forum, documents were signed between East Kazakhstan Region and Chinese partners on the implementation of two major investment projects with a total value of KZT 145.8 billion.

Automotive Manufacturing Complex

The first project provides for the establishment of the joint venture East Motors Corporation and the development of a manufacturing complex for passenger cars, specialized equipment and modern engines.

The volume of capital investment will amount to at least KZT 110 billion. The planned production capacity is up to 80,000 vehicles and units of equipment per year.

The production is expected to be developed in stages, progressing from large-unit assembly to technological operations including welding, body processing and painting, as well as final assembly. The level of local content is planned to be gradually increased to 50% or higher.

At the initial stage, up to 150 jobs are expected to be created. Once the facility reaches its designed capacity, the number of permanent jobs is expected to reach up to 500. The project will also support the development of component manufacturing and cooperation with local enterprises.

Waste Processing Complex

The second project, implemented jointly with Beijing Tizhi Trading Co., Ltd., provides for the development of a complex for the processing of municipal solid and sludge waste.

The investment volume is KZT 35.8 billion, with a designed capacity of 500–700 tonnes of waste per day.

The complex will focus on reducing the volume of waste sent to landfills and further utilizing waste for production purposes. The project plans to generate at least 59 million kWh of electricity annually, as well as produce organic fertilizers for landscaping.

The project is therefore aimed at combining environmental, energy and economic benefits.

Expanding Investment Cooperation

For East Kazakhstan Region, attracting major investments is an important tool for developing new industries, expanding industrial cooperation and creating jobs.

The region continues to work with domestic and foreign investors on projects in industry, logistics, processing and tourism.

The Kazakhstan–China Investment Forum also provided an opportunity to discuss further prospects for expanding cooperation between the business communities of the two countries.

For East Kazakhstan, the agreements reached at the forum provide a basis for further industrial cooperation with Chinese companies and the attraction of new investments into the regional economy.
