Chamber of Accounts of Kyrgyzstan Marks Its 30th Anniversary: Kazakhstani State Auditors Visited Bishkek
07.11.2026 06:10:35 286A delegation of the Supreme Audit Chamber of Kazakhstan visited Bishkek with a working trip to participate in official events marking the 30th anniversary of the Chamber of Accounts of Kyrgyzstan.
An international roundtable was held on the topic “The Role and Place of the Supreme Audit Institution in the System of Public Administration: Independence as the Foundation of Effectiveness and Trust.”
In addition to representatives of the Supreme Audit Chamber of Kazakhstan, the event was also attended by representatives of the supreme audit institutions of Azerbaijan, Belarus, Georgia, Kyrgyzstan, Türkiye, and a number of other countries. The dialogue was also joined by representatives of the INTOSAI Development Initiative (IDI).
After welcoming Almazbek Akmatov, Chairman of the Chamber of Accounts of Kyrgyzstan, and other participants of the event, Amangeldy Issenov, a Member of the Supreme Audit Chamber, congratulated his Kyrgyz colleagues on the anniversary of their professional activity. He noted that the agency makes a significant contribution to the republic’s development and helps strengthen financial discipline and ensure the effective management of public resources.
“Today, the Chamber of Accounts of the Kyrgyz Republic is rightfully recognized as an authoritative state audit institution, respected both inside the country and within the international auditing community,” he said.
In particular, Amangeldy Issenov highlighted the agency’s efforts to strengthen the professional and legal foundations of state audit and to implement international standards and INTOSAI principles. According to him, an important step in this direction was the adoption in 2023 of the Constitutional Law “On the Chamber of Accounts of the Kyrgyz Republic,” which strengthened the legal guarantees of its independence.
As Amangeldy Issenov noted, cooperation between the Supreme Audit Chamber of Kazakhstan and the Accounts Chamber of Kyrgyzstan has traditionally been based on mutual trust, respect, and support.
He emphasized that the collaboration between the two agencies has a long history and is successfully developing both bilaterally and within the framework of INTOSAI, ASOSAI, TURKSAI, and other international platforms.
“The memorandum on our cooperation was signed back in 2008 and updated on September 16 of this year in Astana. We view this not simply as an update to the document, but as the beginning of a new phase in our partnership,” concluded the Member of the Supreme Audit Chamber of Kazakhstan.
Within the framework of the roundtable, representatives of the Supreme Audit Chamber (SAC) shared Kazakhstan’s experience in ensuring the independence of the supreme audit institution with their colleagues. They noted that, as part of the 2022 constitutional reform, the Chamber’s status was elevated and its powers were broadened. Today, the Supreme Audit Chamber conducts performance audits of public administration and local budgets, and starting from 2025, it also audits extra- budget funds.
The Chamber’s independence was confirmed by a peer review completed this year, which involved professional auditors from Lithuania, Portugal, and Türkiye. Based on the results of the PEFA assessment conducted by the World Bank and the Asian Development Bank in 2025, Kazakhstan received a B+ rating for the “External Audit” component.
Future priorities for Kazakhstan in the field of state auditing are set forth in the Strategy of the Development of the Supreme Audit Chamber for 2026–2030: further development of the Supreme Audit Chamber taking into account INTOSAI international standards and best international practices in external auditing; further strengthening its independence; improving audit quality; and full digitalization incorporating elements of artificial intelligence.
