In accordance with the resolution of the Akimat of the Mangystau region dated October 1, 2024 No. 199, the staffing of administrative and auxiliary employees of the offices of the akims of the region, city and district and their independent executive bodies was re-approved.

In this regard, some structural divisions of the regional apparatus were reorganized, functional areas were redistributed. The Department of Public Legal Work was renamed the Unified Legal Service; the Department of Monitoring and Analysis of the implementation of protocol tasks was transformed into the Department of Socio-economic Development and Analysis. Accordingly, the functions of these sections have been expanded and duplicate functions have been eliminated.

According to the Law "On the Civil Service of the Republic of Kazakhstan", all state administrative staff were offered positions equal to their previous positions. Those who refused the proposed position received compensation in the amount of four average monthly salaries (in the range of 1.3-1.7 million tenge), provided they had at least three years of work experience in the civil service and left the civil service (it is worth noting that there were no those who left without compensation).

In September of this year, the head of the Department of Territorial Development and Organizational Works N.Tangbayev was voluntarily relieved of his post in connection with his move to Astana. The head of the HR department, G. Suleymankyzy, was dismissed from her position on her own initiative.

Since July 1, 2024, the local executive bodies of the Mangystau region have been included in the list of state bodies that carry out selection and competitions for the occupation of the administrative state position of corps "B" in the integrated information system. According to the new selection procedure, the state body that announced the competition cannot preview candidates, and the candidate who received higher scores at the stages of the competition (legislative testing, assessment of personal qualities, assessment of the ability to work with text and digital information) has a very high chance of being appointed to the position. Please note that there are no residents of Zhanaozen among the 19 candidates appointed in accordance with the new selection.
In addition, it is planned to carry out work on filling vacant positions with young people who are part of the regional personnel reserve. Those who joined the reserve, among whom there are no residents of Zhanaozen, were offered 11 positions. Currently, 1 of them has been appointed to a position, and the paperwork process for 2 reservists is underway.
