Kazakhstan is taking cybersecurity to a new level: using AI in data protection and threat prevention

A panel session "A New Level of Protection: AI in Managing Cyber Threats and Security Systems" was held as part of the Digital Almaty-2025 International Forum. Leading experts discussed the possibilities of using artificial intelligence (AI) in the field of information security, new legislative initiatives, and international cooperation in the field of data protection.
The session was moderated by Farid Nahli, Program Coordinator of the CIS Regional Office of the International Telecommunication Union (ITU).
Representatives of government agencies, business, and the expert community delivered keynote speeches. Ruslan Abdykalikov, Chairman of the Information Security Committee of the Ministry of Digital Development, presented systematic approaches to protecting personal data, measures to prevent the spread of data, and Kazakhstan's strategy in international cyberspace.
"In recent years, we have introduced a number of important initiatives, such as a data access control service, a Bug bounty platform, and the integration of more than 220 state systems with an information protection platform. Artificial intelligence plays an important role in identifying vulnerabilities, preventing cyberattacks, and protecting citizens," - said Ruslan Abdykalikov in his speech.
Today, Kazakhstan has achieved significant progress in cybersecurity, taking 3rd place in the Tier 2 rating of the International Telecommunication Union (ITU). In the coming years, the country is set to enter the Tier 1 (Role-modeling) group, which will establish leadership positions in the field of digital security.
Among the main initiatives, Ruslan Abdykalikov mentioned the launch of a malicious code research center and a cyber polygon for training specialists, the expansion of the "Cyber Shield-2" program, the introduction of the "STOP-CREDIT" function in eGov, and accession to international conventions on personal data protection.
As part of Digital Almaty-2025, a panel session of the UIC Digitalization Working Group was held on the topic "Intellectual (Intellectual) Economy: Cloud Technologies and AI as Drivers of Investment and Innovation in Central Asia."
Deputy Chairman of the Information Security Committee Umitzhan Arykbekova reported that the Ministry is developing a digital code and a law on artificial intelligence that will reflect the methods of cybersecurity and personal data protection. The regulator of the JSC (information security) adheres to the principle that “AI complements man”, and its developers and owners must constantly monitor the risks.
Today, 51 domestic companies in Kazakhstan provide operational information security services. The development of this market is ensured by a policy of cooperation with the technological sector without excessive regulation. At the same time, the state sets requirements for the protection of personal data, national interests and security.
The session has become an important platform for discussing modern challenges and solutions in the field of cybersecurity. Representatives of the state, business and international organizations agreed that using an integrated approach to AI, its application will help ensure reliable protection of the digital space of Kazakhstan.
