The Ministry of Digital Development and Communications and telecom operators discussed the possibility of using AI in the telecom sector

The speakers discussed the issues of regulating the telecommunications sector, connecting to 5G, and innovative technologies.
The Ministry is implementing several initiatives to improve the country's telecommunications. One of them is the national project "Affordable Internet".
The national project provides for providing settlements and highways with broadband Internet and improving their quality, in particular, developing wired and wireless infrastructure, increasing transit potential, and creating a regional data hub. Up to 3,010 villages will be covered with TOBZ, the "last mile" will be built in 1,120 villages, 487 AMS will be built along highways, and public access points will be installed in 504 AEMs using satellite technologies.
Artificial intelligence (AI) and modern data processing centers (DPCs) will play a key role in the strategic development of Kazakhstan's telecommunications infrastructure.
"The use of AI technologies is capable of automating everyday tasks, including industrial processes, risk assessment in the healthcare sector, emergency forecasting, and early detection of cyber threats. Large providers such as Kazakhtelecom JSC and Transtelecom JSC occupy a significant share of the data center market, providing reliable infrastructure for data storage and processing.
The integration of AI and the development of modern DPCs will contribute to increasing the efficiency of Kazakhstan's telecommunications infrastructure, ensuring process automation, improving the quality of service provision, and strengthening the country's digital sovereignty," said the Chairman of the Telecommunications Committee of the Central Information and Communications Ministry of the Republic of Kazakhstan Damir Seysembekov noted.
Kazakhtelecom JSC continues to work on connecting fixed wireless Internet in rural areas using advanced technologies.
"We have started deploying FWA in rural areas, first connecting villages in the Almaty region, now more than 200 homes have been connected to Internet services. FWA is 2 times cheaper than FTTH. Of course, FWA will not completely replace FTTH, but in areas with low population density this is a real working alternative. There are shortcomings from the regulator before FWA is introduced into the NFA. We raised this issue at the strategic session on the development of the new Law of the Republic of Kazakhstan on Telecommunications, but there is no solution yet. We are working in this direction, because without regulatory support it will be more difficult to scale it," said Nurlan Meirmanov, General Director for Strategy and External Asset Management of Kazakhtelecom JSC.
As you know, last December, a large language model - KAZ-LLM - was launched in our country. One of the partners in the creation of the project was the digital operator Beeline Kazakhstan.
"Our history with AI began 5 years ago, and today it is one of the important priorities of our development. We implement it in our products to improve the client experience. We train our employees to increase their efficiency. In some cases, this figure increases to 25-30%. AI is a very important social tool. Last year, we participated in the development of a large language model in the Kazakh language, KazLLM. Most of such models are primarily designed for international languages. It is important for us that Kazakhstanis have such opportunities, interacting with artificial intelligence in their native language. Indeed, today a remote villager with access to the Internet and mastering artificial intelligence can quickly compete with an experienced expert in a big city," said Yevgeny Nastradin, CEO of KaR-Tel LLP.
In turn, Mobile Telecom-Service LLP is actively implementing AI for its users today.
"We are already implementing AI and 5G-based technologies at Tele2/Altel. In particular, Smart Network, which optimizes network construction based on real demand; AI-personalization, which increases the value of offers for customers; B2B/B2G solutions using geoanalytics and predictive models to effectively optimize business processes, etc. "I am confident that in the near future we will experience a revolution in advanced digital transformation, which will be led by AI and 5G," said Alexander Babichev, Chairman of the Board of Mobile Telecom-Service LLP (mobile operator Tele2/Altel).
"Kcell" continues to actively develop telecom infrastructure in Kazakhstan. According to Chairman of the Board Askar Zhambakin, there are 21 cities on the 5G coverage map and more than 1,500 base stations are operating. 2024 was the company's "year of active construction" and the company intends to maintain this momentum.
"The pace of network construction has doubled, which allowed us to accelerate the connection of not only strategically important, but also socially important objects. "Kcell" is the first and so far the only operator to provide mobile communication and Internet in the metro: nine stations are connected to the network. We were also the first operator to introduce 5G to industry. At the forum, we presented the capabilities of private 5G combined with artificial intelligence: in the ERG coal department, 5G controls unmanned equipment, and high data rates and minimal delays allow you to automate key production processes. "To scale such solutions to a wide range of equipment and facilities, a 5th generation mobile network capable of providing stable connectivity and high-speed data transmission in real time at all levels, from large industrial enterprises to urban infrastructure facilities, is needed," said Askar Zhambakin, Chairman of the Board of Kcell JSC.
The panel session showed that telecommunications play a crucial role in laying the foundation for the artificial intelligence industry. For the successful implementation of AI in various industries, advanced telecommunications technologies such as 5G must be combined with the development of cloud and computing services. As the speakers noted, it is this synergistic approach that opens up a new path for digital transformation and solving global problems.
