Zhetisu     village             management   (hereinafter referred to as the Board), in accordance with the Order of the Acting Minister of Agriculture of the Republic of Kazakhstan dated April 13, 2023 "On approval of the Rules for determining regional operators for the distribution of petroleum products for agricultural work, as well as the Rules for the formation and distribution of volumes of petroleum products for agricultural producers during the period of spring field work" (hereinafter referred to as the Rules) No. 137, accepts applications for participation in the determination of regional operators for the supply of diesel fuel for agricultural producers for harvesting work from 15-00 on February 03, 2025 to 15-00 on February 07, 2025 (within 5 working days).

       In accordance with the Rules, a potential operator and producer of agricultural products who has decided to independently purchase diesel fuel from a resource holder shall submit the following documents:

       1) an application for participation in the determination of regional operators for the supply of diesel fuel in accordance with the form in accordance with Appendix 1 to these Rules (hereinafter referred to as the application);

      2) a price offer indicating the total amount of the surcharge for services for the purchase, delivery, storage and delivery of diesel fuel for agricultural producers;

      3) copies of documents confirming the presence of experience in selling petroleum products in the domestic market of the Republic of Kazakhstan for at least two years;

      4) a certificate from the bank on the availability of cash or credit funds in the account of the potential operator to purchase the required volume of diesel fuel;

      5) a certificate (if any) from the bank where the potential operator is served, signed by an authorized person and stamped with a seal, stating that the potential operator has no overdue debts to the bank for all types of obligations for more than three months preceding the date of issuance of the certificate (if the potential operator is a client of several second-tier banks, such a certificate shall be submitted from each of such banks, issued no later than one month preceding the date of application);

      6) a document certifying the absence of tax debts issued no later than five calendar days before the date of application;

    7) a certificate of registered rights (encumbrances) to the oil product base or reservoir or a copy of the lease agreement for the oil product base or reservoir;

    8) documents submitted on the oil product base or reservoir (possessed by the potential operator on the right of ownership or on other legal grounds):

       Information on the condition and technical equipment of the oil product base:

       copy of the technical passport of the oil product or tank base;

      availability of scales for a tank truck or a vehicle (gasoline carrier) with an automatic refueling system;

  9) a letter of agreement on the release of diesel fuel on weekends and holidays during the spring sowing period;

      10) a copy of a document confirming the ownership or other legal basis of a tank truck (gasoline tanker) for the delivery of diesel fuel to agricultural machinery manufacturers;

      11) a layout of oil depots.

      12) confirmation of the use of the "Virtual Warehouse" module of the electronic invoice information system for the transportation of diesel fuel in accordance with the accompanying consignment note for goods.

       After the application is completed, a meeting of the commission will be held to determine regional operators for the supply of diesel fuel to agricultural producers for harvesting work.
