By order of the akim of Almaty region, Askar Tasbulatovich Toychubekov was appointed to the position of Head of the Department of Mobilization, Territorial and Civil Defense of Almaty region from February 4, 2025.
Askar Tasbulatovich was born in 1975, has a higher education, and in 1999 graduated from the Almaty Technical Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan with a degree in "fire safety". He began his career in 1995 as an engineer of the Tekeli kaly State Fire Supervision Department of the State Fire Service of the Almaty Region Internal Affairs Department.
Over the years, he held various positions in the fire and rescue service of Almaty region, as well as in the Department of Emergency Situations. From November 18, 2020 to November 26, 2024, he served as Head of the Department of Emergency Situations of Almaty region.
