Digital bailiff presented at the Digital Almaty 2025 forum

The Digital Almaty International Technology Forum, held in Almaty, was attended by more than 15,000 participants from 30 countries.
The forum discussed key topics of digital transformation, such as artificial intelligence, digital economy and cybersecurity. As part of the event, the Vice Minister of Justice of the Republic of Kazakhstan Bekbolat Moldabekov presented an innovative project - a digital bailiff, which significantly improves the process of collecting fines.
In his speech, Bekbolat Moldabekov noted that previously, citizens of Kazakhstan had to pay an additional commission of 25% of the fine amount to private bailiffs. To address this issue, the Ministry of Justice introduced a digital bailiff - a robot that automates the process of collecting fines without human intervention.
Key advantages of the digital solution:
Accuracy: By blocking only one account and the amount of the fine, it eliminates unnecessary accounting costs.
Optimization: Using Big Data analysis, it was shown that sending notifications after paying wages significantly increases the speed of payment.
Savings: The robot is used to collect fines up to 20 MCI. This will allow citizens to save 5 billion tenge per year.
Real efficiency: In the first 4 months of the project, savings of 550 million tenge were achieved.
