The Ministry of Emergency Situations in digital format: new opportunities for emergency prevention
14.12.2024 08:15:26 3549 The Ministry of Emergency Situations continues to work on the introduction of digital and innovative technologies to increase efficiency in the emergency prevention and response system. An important step in this direction was the introduction of a modernized situation room for the operational headquarters of the Command Center, which became a key element for coordinating all actions to prevent and eliminate emergencies. Digital services with tools for forecasting, modeling and analyzing possible man-made and natural disasters, as well as assessing their consequences, are concentrated here.
The basis of the digital services of the Ministry of Emergency Situations is the GIS Emergency Geographic Information System, which includes subsystems for monitoring and forecasting various emergencies, such as fires, technological accidents, meteorological disasters and oil spills. The system also uses digital safety data sheets of regions and interactive maps displaying an atlas of natural and man-made emergencies on the territory of the Republic of Kazakhstan, including historical data.
An important component of the system is the monitoring of the mudflow situation. For this purpose, during the mudflow period, PTZ cameras are used on the Turgen Lakes and the Talgar River dam, as well as an automated monitoring system for moraine lakes using sensors and automated UAVs.
In the field of fire safety, video surveillance systems have been introduced, such as Sergek cameras, as well as cameras for detecting fires in forestry. At the moment, the GLPR systems "Ertis Ormany", "Burabai", "Semey Ormany", RGPP "Medeo" and other facilities throughout the country are connected.
To respond to earthquakes, access to the GeoRAPTOR system is configured, which uses physical sensors in Almaty and surrounding areas to monitor seismic activity.
To promptly alert the population, the Ministry of Emergency Situations is actively developing a domestic hardware and software package that will allow you to control siren-speech installations throughout the country. Work is underway to create a mobile application that will allow you to determine the user's location, provide instructions on how to act in emergency situations, as well as provide feedback for people with disabilities.
An important step in modernization is the construction of a unified radio network for operational interaction of the Ministry of Emergency Situations with other government agencies such as the Ministry of Internal Affairs, NG, KUIS, as well as with forestry and Qarmet organizations.
In addition, as part of digitalization, work continues on the digitization of safety data sheets. The subsystem "Digital Safety Data Sheet" has already been presented, as well as an "Interactive map", which will greatly facilitate the work of territorial divisions on updating data and their use in daily activities.
Currently, more than 20 thousand personal files of EMERCOM employees have been digitized, which is the basis for further automation of personnel work. The information system also provides automated reporting, which helps to improve the efficiency of work with personnel, reduce bureaucracy and reduce the burden on the personnel service.
The Ministry of Emergency Situations continues to work on the integration of digital technologies, which will significantly increase the efficiency, effectiveness and accuracy of emergency actions, as well as improve the interaction of all involved structures and bodies.
