Today, the Central Communications Service under the President of the Republic of Kazakhstan held a press conference on the development of processing of agricultural products.
Nazgul Khatepova, Director of the Department of Agri-food Markets and Processing of Agricultural Products of the Ministry of Agriculture of the Republic of Kazakhstan, noted that thanks to state support measures in this direction, stable annual growth is noted.
By the end of 2023, there is an increase in food production. The volume of production increased by 2.1% and reached 3.1 trillion tenge. Exports of agricultural products amounted to 5.3 billion US dollars, while the share of processed products in total exports increased to 43%, reaching 2.2 billion US dollars.
"The inflow of investments into the industry is growing. In 2023, the volume of investments in fixed assets of food production amounted to 156 billion tenge, which is 11% more than in the previous year. 48 investment projects worth 118.8 billion tenge have been implemented in the field of agricultural processing. These achievements are due to effective state support measures, including investment subsidies, subsidies for raw materials, tax incentives," Nazgul Khatepova stressed, highlighting three main areas of development.
Thus, 350 enterprises producing flour, cereals, pasta and other products are engaged in grain processing. Flour production (3.2 million tons) exceeds domestic consumption and occupies one of the leading positions in the world in terms of export supplies (1.9 million tons). The production of pasta, flour confectionery, starch products, gluten, biofuels, etc. is developing. Investment subsidies (up to 50%), credit and tax benefits, as well as reimbursement of transportation costs for exports are provided to stimulate the development of the industry. In the period 2024-2026, it is planned to implement 13 grain processing projects. Work is actively underway to expand the export of grain processing products to China.
80 enterprises are engaged in the processing of oilseeds. In 2023, they produced 672 thousand tons of oil, which significantly exceeds domestic consumption (368 thousand tons). This year, production is projected to increase to 750 thousand tons.
Sugar production is carried out by 4 operating factories, which provided 44% of the needs of the domestic market in 2023 (507 thousand tons), while 13% of sugar is produced from domestic raw materials. To support the industry, state support measures have been strengthened, including increased subsidies, tax incentives, and the construction of two new plants in Shu, Zhambyl region and Pavlodar is being considered.
The issues of processing livestock products, including milk, meat, hides and wool, were discussed.
In 2023, 2.1 million tons of milk were processed, dairy products were produced for a total amount of 584.8 billion tenge. 180 enterprises with a capacity of 2.7 million tons of milk per year are engaged in processing, the total load is about 77%. To further import substitution and increase capacity utilization, a project of preferential lending for the construction of MTF is being implemented.
There are 210 meat processing enterprises with a capacity (excluding poultry meat) of 400 thousand tons per year and a load of 54%. The market for chilled meat is provided by 101%, sausage products – by 60%, and canned meat – by 28%.
9 enterprises are engaged in the processing of hides, 13 in wool. It is planned to develop the production of gelatin and feed additives from hides, as well as the opening of enterprises for the processing of coarse and semi-coarse wool. One project for the production of gelatin with a capacity of 7 thousand tons has been implemented in Almaty, two projects for the production of feed additives have been implemented in the North Kazakhstan region and the Almaty region.
For 9 months of 2024, food production amounted to 2.4 trillion tenge (an increase of 0.8% compared to the same period in 2023). There is an increase in the production of a number of dairy products, sugar and vegetable oil.
The Government has approved a comprehensive plan for the development of agricultural processing for 2024-2028, aimed at increasing food production by 1.4 times by 2028 and bringing the share of agricultural processing to 70%.
Active work on the development of the processing industry of agricultural products and ensuring food security of the country continues.
