Military units of the Ministry of Emergency Situations: mobility, efficiency and emergency preparedness

The military units of the Ministry of Emergency Situations of Kazakhstan are an integral part of the system for ensuring public safety and effective emergency response.
The Ministry of Emergency Situations has four military units of civil defense: military unit 28237 – the village of Uzynagash in the Almaty region, military unit 52859 — the city of Karaganda, military unit 68303 — the city of Semey, military unit 20982 — the city of Aktobe.
Each of these parts is named after Kazakhstani heroes: Bauyrzhan Momyshuly, Martbek Mamraev, Kasym Kaisenov and Yeset batyr Kokiuli.
"In 2024, military units actively participated in a variety of activities aimed at preventing, eliminating emergencies and rescuing victims. Since the beginning of the year, they have carried out 171 missions, ensuring the participation of more than 1.5 thousand military personnel and 97 units of special and engineering equipment," said Colonel Alexey Sovetov, Deputy Chairman of the Committee on Civil Defense and Military Units of the Ministry of Emergency Situations.
At the beginning of the year, during the winter period, military units of the Ministry of Emergency Situations were involved in the evacuation of people and equipment to safe areas. More than 1,000 citizens were evacuated from dangerous areas, and 413 pieces of equipment were freed from snowdrifts and other obstacles.
During the floods, when the country faced the threat of floods, the military rescue units of the Ministry of Emergency Situations showed high efficiency and efficiency. During this period, 2,227 people were evacuated, and extensive measures were taken to protect settlements and infrastructure from flooding. In particular, 488,668 sandbags were harvested to strengthen coastlines, 295,616 m3 of water were pumped out of flooded areas, 2,876 objects were disinfected, which helped prevent the spread of infections.
The military units carried out the loading and delivery of humanitarian supplies to the affected areas.
Military rescue formations took part in major international exercises such as Kazspas-2025, RCSHU ZHER, KYS, and KOKTEM. During these exercises, real tasks were worked out to rescue people, eliminate the consequences of emergencies, as well as interact with international partners in crisis situations.
This year, 623 conscripted military personnel from 16 regions of the country were drafted into the ranks of the Ministry of Emergency Situations, which contributed to strengthening the staffing and increasing combat readiness.
Work is currently underway on the construction of new military camps for military units 20982 and 68303 in Aktobe and Abai regions, as well as the renovation of military camps for the remaining units.
To increase mobility and responsiveness in responding to emergencies, the second rescue battalions of military units have been relocated to the cities of Almaty, Uralsk, Ust-Kamenogorsk and Kostanay. This decision made it possible to significantly reduce the time for the transfer of forces and equipment to the emergency zone.
In order to increase security in emergency situations and participate in anti-terrorist operations in military units, special-purpose units "Aybat" were created, designed to protect humanitarian supplies, control facilities and ensure the safety of the Ministry of Emergency Situations in emergency zones.
The military rescue units of the Ministry of Emergency Situations continue their work to ensure safety, prompt response to emergencies and protect citizens from any threats.
Strengthening mobility, efficiency and collaboration with other structures remains a priority for further improvement of the Ministry of Emergency Situations.
