During the visit, the deputies got acquainted with the current menu, regulatory documents, talked with members of the screening commissions, employees of school canteens, the administration and students. As a result of the monitoring, it was noted that it was necessary to include more parents in marriage commissions, increase the regularity of nutrition quality checks and update regulatory documents – all these criteria were recommended by the deputies to reflect the city's education department in a single work plan. On November 11, 2025, the KTMR held a hearing of the annual report of the KazStandard RSE on the implementation of Budget Program No. 061 "Services in Technical Regulation and Metrology," the activities "Creation and Maintenance of State Standards of Units of Measurement of the Republic of Kazakhstan" and "Conducting an Expertise Review of Draft Standardization and Metrological Expertise Documents" for the period January–November 2025.The Institute's management presented detailed reports on the implementation of key objectives to ensure the uniformity of measurements. Following the hearing, the Committee noted the high level of achievement of planned indicators, as well as significant successes in international cooperation.Key Achievements and IndicatorsAchievement of KPIs for International Recognition (Exceeding the Plan): One of the main successes noted by the KTMR was the fulfillment of the key indicator of the MTI RK Development Plan for 2023–2027, concerning internationally recognized measurement capabilities (IRMC). The growth rate of internationally recognized measurement standards in Kazakhstan was recorded at 4.3% compared to the 2023 figure, demonstrating Kazakhstan's strengthening position in the global metrology community. Kazakhstan ranks 45th out of 112 countries participating in the CIPM MRA Agreement on the Mutual Recognition of National Measurement Standards and Calibration and Measurement Certificates.Strengthening regional leadership: Kazakhstan has achieved significant success within the Interstate Council for Standardization, Metrology and Certification (ISC) of the CIS. Following the 67th ISC meeting, the Republic of Kazakhstan was elected as a co-chair of the Council for 2026–2027, underscoring its growing role and contribution to CIS integration processes.To meet the needs of domestic industry:The uninterrupted operation of five standards maintenance centers (Astana and four branches) has been ensured;2,738 metrological procedures were performed (1,438 calibrations and 1,300 verifications of measuring instruments);2,270 units of various standard samples (SRMs) were produced, including verification gas mixtures and metal SRMs.International activity: KazStandard actively participated in international comparisons, including successfully conducting measurements on four topics within COOMET and EURAMET. The Institute also confirmed its participation in three new comparisons for 2025–2026, including its role as coordinator for COOMET pilot comparison 898/KZ/24 "Calibration of Industrial Resistance Thermometers in Thermostats." A cooperation agreement was signed with the Slovak Institute of Metrology. 5. As part of the "Review of Draft Standardization Documents and Metrological Review" activity, KazStandard conducted a metrological review of 13 Lists of Measurements Relevant to State Regulation, 8 draft regulatory legal acts, 1 draft standard for EAEU TR 034, and 11 draft standardization documents developed in accordance with the 2025 Standardization Plan.The work included:Analysis of approved lists of measurements for each regulated industry;Assessment of their compliance with current national needs and international requirements, including OIML, BIPM, and COOMET recommendations;Comparison of national lists with similar documents from other countries;Determination of key measured parameters affecting safety and identification of measuring instruments that monitor them;Comparison of measuring instruments registered in the State Measurement Inspection Register of the Republic of Kazakhstan with those actually used in industries.The results of the review will form the basis for updating the measurement lists to identify key measuring instruments and improve the regulatory framework.The meeting discussed current issues related to the need to continually update the reference base and ensure compliance with international requirements. In the East Kazakhstan Region, the acceptance of applications for microloans under the state program "Aуыл Аманаты" has resumed. This was reported by the regional Chamber of Entrepreneurs.In 2023–2025, the program has already financed 400 projects in the region for a total of 4 billion 35.1 million tenge, creating 597 jobs. In 2025 alone, 115 new projects totaling 1.5 billion tenge were approved, 38 of which are being implemented through agricultural production cooperatives (APCs). Processing of agricultural products accounts for 12.4%.Key conditions of microcrediting under the Aуыл Аманаты program:Loan term: up to 5 years for non-agricultural projects and up to 7 years for agricultural production and processing.Interest rate: no more than 2.5% per annum.Maximum amount: up to 2,500 MCI (or up to 8,000 MCI for processing and cooperatives).Grace period on principal debt: up to 12 months.Mandatory collateral.Borrower age: from 21 to 63 at the time of loan completion.Funds may be used only via non-cash transactions.The targeted use of funds must be documented within 90 days after receiving the microloan (for long-term projects — within 12 months).Microloans are provided for the development of livestock breeding, crop production, poultry farming, processing, tourism, as well as for the purchase of new agricultural machinery and equipment.Financing is not allowed for projects related to wholesale or retail trade, the purchase of passenger cars, the construction of residential buildings for rent, or the purchase of livestock from close relatives.Participants of the program may include unemployed citizens, individuals engaged in activities without formal registration as an entrepreneur, individual entrepreneurs and farm households, agricultural cooperatives, and their members.Source : https://www.gov.kz/memleket/entities/vko-katon-karagay-ulken-naryn/press/news/details/1105330?lang=kk

On November 13, 2025, the Department of State Revenues for the East Kazakhstan Region held an Open Doors Day as part of the «Adal azamat» educational program, dedicated to the Day of the National Currency of the Republic of Kazakhstan – the Tenge.The event was attended by students of grades 8 - 11 and teachers from Secondary School No. 39 named after Ybyray Altynsarin.During the event, participants received brief informational sessions on the following topics:Basics of taxation for individuals;Universal declaration;Financial literacy;Personal bankruptcy;Customs administration.The main goal of the event was to enhance the financial and legal awareness of young people, foster their interest in public service, and deepen their understanding of the role of state revenue authorities in ensuring the country’s economic stability.At the end of the meeting, students took part in a guided tour of the Department’s museum, where they learned about the history and activities of the agency and its contribution to Kazakhstan’s development. Банк развития Казахстана (дочерняя организация Холдинга «Байтерек») планирует участвовать в финансировании 14 из 17 прорывных проектов Казахстана.Доля участия Банка может составить до 2,6 трлн тенге в рамках инициатив, которые формируют основу будущих металлургических и агропромышленных кластеров, повышающих долю высокотехнологичной переработки внутри страны на общую сумму инвестиций 6,9 трлн тенге.Банк одобрил реализацию первой очереди металлургического кластера в Павлодарской области, в рамках которого в Экибастузе ТОО «Mineral Product International» будет построен ферросплавный завод мощностью 80 000 тонн в год. Его запуск увеличит внутреннюю переработку и экспортный потенциал Казахстана, создаст 527 постоянных и более 1000 временных рабочих мест.Третий этап экспертизы проходит проект комплексной модернизации АО «Qarmet» в Карагандинской области, включающий строительство новых коксовых батарей №8-9 (2,45 млн тонн кокса в год) и трубопровода природного газа. Проект позволит обеспечить внутреннюю металлургию собственным коксом, сократить импорт и повысить надежность производственных мощностей.На втором этапе сбора документов находится проект завода по производству горячебрикетированного железа (ГБЖ) АО «QazIron» (ERG) в Костанайской области с проектной мощностью 2 млн тонн в год. Он обеспечит выпуск премиального сырья для бездоменной, «зеленой» металлургии, востребованного на мировых рынках, и даст работу около 3000 специалистам.Первый этап сбора документов для финансирования сейчас проходит проект медеплавильного завода ТОО «KAZ Minerals Smelting» в области Абай мощностью 300 тыс. тонн меди в год. Предприятие создаст тысячи постоянных рабочих мест и позволит перейти к промышленному производству готовых медных сплавов с высоким экспортным потенциалом.В Астане уже началось строительство интегрированного агропромышленного комплекса по глубокой переработке пшеницы и гороха ТОО «Kazak Protein» за счет собственных средств заемщика. В БРК этот проект находится на третьем этапе экспертизы. Предприятие будет выпускать живой пшеничный глютен и модифицированные пшеничные крахмалы. В будущем, совместно с проектом Qostanai Grain Industry в Костанайской области, предприятия станут основой глубокой переработки зерна и замещения импортных, стратегически важных для страны ингредиентов, параллельно расширяя линейку казахстанских экспортных продуктов глубокого передела с высокой добавленной стоимостью.Все проекты отвечают строгим критериям отбора: стоимость – не менее 100 млрд тенге, средний и высокий уровень передела продукции, стратегическая значимость, ориентированность на экспорт и импортозамещение.Справочно:Правительством определён перечень из 17 крупных проектов общей стоимостью около 16 трлн тенге с созданием более 28 тыс. рабочих мест. Эти проекты охватывают направления чёрной и цветной металлургии, нефте-, газо- и углехимии, химической промышленности, автомобильного кластера, туризма и пищевой промышленности.На сегодня реализованы два проекта: завод по производству автомобилей KIA и мультибрендовый завод Chery, Haval и Changan. Honoring Sacred Sites within the “Respect for Veterans” Project 14.11.2025
As part of the district’s traditional “Respect for Veterans” project, local veterans visited the sacred mausoleums of Korkyt Ata and Maral Baba to pay their respects. During the trip, nearly 30 veterans performed sacrificial offerings and recited prayers at both holy sites for the well-being and unity of the nation.At the Korkyt Ata Memorial Complex, the Chairman of the District Maslikhat, Ädil Koshalakov, delivered a speech emphasizing the importance of such meaningful events in promoting the nation’s history. The veterans also toured the museum and its historical artifacts, showing reverence for the heritage of their ancestors.At the Maral Baba mausoleum, Chairman of the District Veterans’ Council Askar Merekov and veteran educator Dameli Zhalgasbayeva noted that such activities continue a tradition that serves as an example for future generations.It is worth noting that this project is regularly carried out with the support of the district akim and is funded by the local budget.
