The norms on the unity of the state, the integrity, indivisibility and inviolability of the territory of Kazakhstan remain unchanged - Constitutional Commission It is proposed to introduce a provision into the Constitution of the Republic of Kazakhstan that would provide for the introduction of a special legal regime in the financial sector for certain territories or the possibility of creating so-called "cities of rapid development." This was announced by Deputy Chairman of the Constitutional Court Bakhyt Nurmukhanov at the fourth meeting of the Constitutional Commission. According to him, this concerns the activities of the International Financial Center in Astana and the development of the city of Alatau. These measures are aimed at ensuring effective economic development of the republic. At the same time, Bakhyt Nurmukhanov noted that the proposed norm should be considered in close connection with the main provisions of the Constitution. According to these provisions, the administrative-territorial structure of the country is determined solely by constitutional law. "The norm on the unity of the state, the integrity, indivisibility and inviolability of the territory of Kazakhstan remains unchanged," the Deputy Chairman of the Constitutional Court noted.

Оценки Международного валютного фонда, указывающие на риск возможного «перегрева» экономики Казахстана, требуют дополнительного контекста с учетом структурных изменений, происходящих в стране.  Анализ ключевых макроэкономических показателей свидетельствует о том, становится очевидным, что экономика находится в фазе здоровой трансформации, а не избыточного расширения.Понятие «перегрев» подразумевает рост выше потенциальных возможностей, провоцирующий дефицит ресурсов. В Казахстане такие признаки в настоящее время не наблюдаются.Уровень безработицы с 2023 года стабильный и находится на уровне 4,6-4,7%, темп роста заработных плат  отстает от динамики ВВП, что нехарактерно для перегретой экономики.Рост реального сектора или производства товаров (в 2025 году на 8,7%) значительно опережал рост сектора услуг (на 5,3%). Классическая картина во время «перегрева» обратная, услуги и неторгуемые сектора растут быстрее реального сектора.В Казахстане наблюдается восстановительный и структурный рост. Рост экономики на 6,5% в прошлом году и планируемая динамика на уровне не ниже 5,0% в 2026 году подкреплена реальным расширением производственных мощностей и реализацией производственных и инфраструктурных проектов, что формирует потенциал качественного роста экономики в долгосрочной перспективе.При этом ключевым драйвером экономики  в 2025 году и 2026 году остается ненефтяной сектор, в частности, обрабатывающая промышленность, сельское хозяйство, строительство, логистика и внутренняя торговля.В 2025 году обработка выросла на 6,4%, что обеспечено за счет увеличения производства в машиностроении – на 12,9%, в том числе в автомобилестроении – на 17,5%, в производстве металлических изделий на 13,6%, продуктов питания на 8,1%, химической промышленности на 9,8%, напитков на 9,7%, резиновых и пластмассовых изделий на 7,6%.В среднесрочной перспективе акцент экономической политики  будет сделан на развитие торгуемых секторов, на поддержку обрабатывающей промышленности и развитие инфраструктуры.Горнодобывающий сектор, в частности нефтегазовый сектор, не рассматривается как основной источник роста экономики. Ожидается, что  рост в обработке будет существенно опережать рост в горнодобывающем секторе. В обрабатывающей промышленности прогнозируется увеличение темпов роста с 6,2% в 2026 году до 6,6% в 2028 году за счет реализации инвестиционных проектов и ввода новых производств.Продолжающаяся диверсификация экономики сопровождается перераспределением инвестиций в основной капитал в пользу  обрабатывающих производств и транспортно-логистического комплекса, что делает экономику более устойчивой к внешним шокам и колебаниям цен на энергоресурсы.Что касается инфляции, то благодаря принятым в прошлом году Правительством мерам по корректировке тарифной политики и сдерживанию роста цен на СЗПТ, с октября 2025 года наметился четкий тренд замедления годовой инфляции (с 12,9% в сентябре до 12,3% в декабре). После пиковых значений 2025 года (12,9% в сентябре) инфляция вошла в фазу планомерного снижения. По прогнозам, в текущем году уровень инфляции продолжит снижаться и к концу т.г. сложится в таргетируемом коридоре 9-11%.Важным дезинфляционным фактором в этом году является бюджет 2026 года и параметры фискальной политики, которые построены на строгом соблюдении бюджетных правил, в том числе по трансфертам из Нацфонда, росту бюджетных расходов и уровню долга.Бюджетом 2026 года не предусмотрено привлечение целевых трансфертов из Национального фонда, а гарантированные трансферты жестко лимитированы в размере 2 770 млрд тенге.В соответствии с республиканским бюджетом на 2026–2028 годы запланировано снижение ненефтяного дефицита с 7,3% в 2025 году до 4,9% к ВВП в этом году.Таким образом, казахстанская экономика сегодня — это пример прагматичного баланса между стимулированием роста и поддержанием макроэкономической стабильности. QARQYN SYSTEM TO ENSURING TRANSPARENCY IN THE EDUCATION SECTOR HAS BEEN IMPLEMENTED IN SHYMKENT 28.01.2026
The Shymkent city administration is systematically working to fully digitize the activities of educational organizations in the city in order to improve the quality of education. To this end, a unified integration system, QARQYN, has been introduced, which allows controlling the entire financing process to ensure transparency and prevent corruption risks. This system fully covers the areas of preschool, additional, general secondary, technical and vocational education, as well as inclusion, personnel, finance, accounting and document management, and is integrated with major information platforms such as Kundelik, 1C, Balabaqsha, Qosymsha, Pana, Smartnation, Sana tariff database, and fully complies with information security requirements. Currently, a centralized competitive system has been introduced to ensure transparency and fairness in the recruitment of teachers, reduce the risks of corruption, and select personnel based on their professional level. A job fair will be held at the "Korme" center from 09:00 to 16:00 on January 29-30. At the event, specialists with the status of teachers will be advised on the competition, the procedure for processing documents and uploading them to the electronic platform. In addition, a special commission consisting of about 200 experienced teachers and veteran teachers will work. In general, the course of the competitions will be under the direct control of the akim of Shymkent.

«QazETA» digital platform for foreign nationals QazETA is a state digital platform designed to provide foreign nationals with convenient, transparent, and secure access to key migration and related services under the “one-stop shop” principle (a unified digital window for foreigners).The project aimed to create a modern, user-friendly platform for foreigners interacting with the government authorities of the Republic of Kazakhstan, as well as to improve the efficiency and quality of public service delivery.The QazETA platform is focused on:- simplifying procedures for entry into and stay of foreign nationals in the Republic of Kazakhstan;- creating a single digital entry point that ensures consistent interaction of foreign nationals with government services, from entry into the country to everyday services;- increasing transparency of processes, reducing application processing times, and improving service quality;- the digitalization of core migration procedures and their integration into mobile service;The platform is currently operating in a pilot mode and the implementation of the platform will be carried out in phases. Currently, the following services are available:- issuance of electronic visas (e-Visa);- issuance of an Electronic Travel Authorization (ETA);- obtaining the status of an electronic resident of the Republic of Kazakhstan (e-Residency);- issuance of certificates confirming the crossing of the state border of the Republic of Kazakhstan by foreign nationals (including for the purpose of IMEI verification of mobile devices). Key services of the platform:  Electronic visa (e-Visa)An electronic visa is a digital form of a state service for issuing visas to foreign nationals and stateless persons.Citizens of 104 countries may apply for a single-entry electronic visa under the following categories: "А3" (service), "А5" (investor), "В1","В2","В3", (business trip), "В9-1" (Digital Nomad Visa), "В10" (private travel), "В12" (tourist), "С12" (medical treatment). An electronic visa is issued on the basis of an electronically issued invitation (the invitation is issued by the territorial police authorities of the Ministry of Internal Affairs of the Republic of Kazakhstan) and is valid only for the visa holder and does not apply to accompanying persons. In case of passport replacement, a new electronic visa must be obtained.Foreign nationals and stateless persons are permitted to enter and exit the territory of the Republic of Kazakhstan using a valid electronic visa only through border crossing points of the international airports of the Republic of Kazakhstan. Electronic Travel Authorization (ETA) The ETA is intended for citizens of countries that are exempt from visa requirements of the Republic of Kazakhstan. The authorization is issued in electronic form.Foreign nationals planning to travel to Kazakhstan must submit an ETA application through the mobile application no later than 72 hours prior to travel. The validity period of the ETA is 180 days.The actual duration of stay of foreign nationals in Kazakhstan is regulated in accordance with the applicable migration legislation.At the same time, the issuance of an ETA does not guarantee entry into the territory of the Republic of Kazakhstan. The final decision on admission is made by the authorized state body of the Republic of Kazakhstan during border control procedures.The following categories are exempt from the requirement to obtain an ETA:- holders of diplomatic and service (official) passports;- members of official delegations;- representatives of the diplomatic corps accredited in the Republic of Kazakhstan.During the pilot period, obtaining an ETA is recommended but not mandatory for citizens of countries exempt from the Republic of Kazakhstan’s visa requirements. After the pilot period, the ETA will be gradually introduced as a mandatory requirement for these categories of citizens.  Electronic Residency (e-Residency)e-Residency is an innovative instrument that provides foreign nationals and stateless persons located outside the Republic of Kazakhstan with access to digital government and commercial services within the jurisdiction of the Astana International Financial Centre (AIFC).The e-Residency program is implemented within jurisdiction of the AIFC and provides for:- remote issuance of an Individual Identification Number (IIN);- opening of bank accounts and payment cards;- issuance of eSIMs;- remote company registration and business operationswithin jurisdiction of the AIFC. Further expansion of the platform’s functionality is planned, including the issuance of health insurance, the possibility of expedited border control for ETA holders (Fast Track), payment of service fees, and other digital services.The QazETA mobile application is available for download on Google Play and the App Store.As part of the project, a technical support service is in operation. On March 2, 2026, the Law of the Republic of Kazakhstan "On Crime Prevention" (hereinafter referred to as the Law), regulating public relations in the field of crime prevention, will come into force.The adoption of a unified Law is aimed at:ensuring the protection of the rights, freedoms, and legitimate interests of individuals and citizens from unlawful attacks;improving the crime prevention system, as well as identifying, studying, and eliminating the causes and conditions that contribute to them;reducing the level of crime;increasing citizen participation in maintaining public order and participating in crime prevention.Crime prevention is understood as a set of legal, economic, social, organizational, and other measures implemented by crime prevention agencies and aimed at maintaining and strengthening law and order by identifying, studying, and eliminating the causes and conditions that contribute to the commission of crimes.The main objectives of the Law are to ensure the protection and observance of human and civil rights, freedoms, and legitimate interests from unlawful attacks, as well as to preserve and strengthen law and order through systematic and proactive preventive work.The Law defines:the list and competencies of crime prevention entities;a system of interagency coordination and interaction on crime prevention issues;a unified crime prevention system;measures to reward individuals involved in crime prevention;liability for violating the laws of the Republic of Kazakhstan on crime prevention.Key Innovations of the LawOne of the most important innovations is the broad involvement of citizens and local communities in crime prevention activities, followed by incentives. Organizations and authorized bodies in the fields of education, healthcare, employment, and social protection, the media, businesses, the Human Rights Commissioner, and other entities, within the scope of their authority established by law, are also involved in preventive work.Joint liability is introduced:akims – for the state of law and order in the region;state bodies – for the implementation of preventive measures within their authority;maslikhats – for hearing reports and parliamentary oversight.Coordination of the activities of preventive bodies will be carried out through the Interdepartmental Commission for Crime Prevention, established under the Government of the Republic of Kazakhstan, as well as under local executive bodies of regions, cities of national significance, the capital, districts, and cities of regional significance. The results of its work will be reflected in the National Report on the State of Public Safety (Crime Prevention) in the Republic of Kazakhstan.The law establishes a system of crime prevention, including general, individual, and special measures, including victimization measures, aimed at the early identification of risks and the prevention of unlawful behavior.General preventive measures are aimed at shaping public policy and addressing the socioeconomic causes and conditions of crime.Individual preventive measures include preventive talks, official warnings, restraining orders, administrative penalties, registration of individuals and families in difficult life situations, preventive monitoring and control, protective orders, and other measures. They are used to specifically influence the legal awareness and behavior of specific individuals or a limited number of individuals in order to prevent crimes and eliminate the causes and conditions that contribute to their commission.Special preventive measures are aimed at preventing specific types of crimes and eliminating the factors that contribute to their commission. Strasbourg, January 26-28, 2026 – Senator of the Parliament of the Republic of Kazakhstan Mr.Makezhanov took part in the winter session of the Parliamentary Assembly of the Council of Europe (PACE).During the current session, PACE members elected Ms.Bayr (Austria, “Socialists, Democrats and Greens”) as the new President of the Assembly.As part of the visit, Mr.Makezhanov met with the new President of PACE, during which the senator conveyed a written congratulatory message from the Chairperson of the Senate of the Republic of Kazakhstan, Mr.Ashimbayev, on her election to this high office.The meeting addressed topical issues of bilateral cooperation, including the organization of joint events within PACE. Mr.Makezhanov provided a detailed overview of the political reforms being carried out in Kazakhstan, with particular emphasis on the transition to a unicameral parliament and the constitutional reform.The President of PACE expressed interest in the novellas of the parliamentary reform, the development of a multi-party system, interaction between Parliament and other branches of government, gender equality, and the protection of women’s rights.The parties also discussed Kazakhstan’s cooperation with the United Nations in the context of human rights protection. An Open Day at the library is a special celebration for everyone who loves books, knowledge, and live communication. On this day, the library opens its doors not only as a repository of literature, but also as a space for meetings, discoveries, and inspiration. Guests have the opportunity to explore the library’s collection, learn about its services, and feel the atmosphere of comfort and intellectual dialogue that makes the library an important part of society’s cultural life. Today, January 28, an Open Day titled “The Temple of Books Is Open” was held within the library walls. The event began with a welcoming speech by the head of the Centralized Library System, Gaukhar Zhaksylykovna Asanova. This was followed by a presentation from librarian Nina Olegovna Koryakina, who introduced guests to important dates and significant milestones in the history of the library. The first part of the event featured thematic shelves dedicated to writer-anniversaries, including Sain Muratbekov, Marfuga Aitkozina, Olzhas Suleimenov, Mukagali Makatayev, and Ivan Shukhov. Particular attention was drawn to the extensive book exhibition “Zhambyl Zhabayev: The Heritage of the Great Akyn,” dedicated to the 180th anniversary of the poet’s birth. The exhibition presented both Zhambyl Zhabayev’s literary works and books about his life and creative path. Of special note is the unique book edition “Zhambyl” published in 1938 in a leather binding, preserved in excellent condition in the library’s collection and representing great historical and cultural value. Moving to the reading hall, guests were introduced to a review dedicated to anniversary figures such as Dina Nurpeisova, Akhmet Zhubanov, and our fellow countryman Ibray Altynsarin. Special attention was given to an important date of this year — the 160th anniversary of the birth of Alikhan Bokeikhanov, the founder of the Alash party and a figure who played a significant role in shaping the idea of national independence. Continuing the theme of Independence, a book exhibition dedicated to the 35th anniversary of Kazakhstan as an independent state was presented. The display introduced visitors to the first major steps of independent Kazakhstan: state symbols, the national currency, the Constitution of the Republic of Kazakhstan, as well as one of the key events in the country’s history — the transfer of the capital from Almaty to Astana. At the conclusion of the event, Nina Olegovna presented a book exhibition dedicated to the 90th anniversary of Kostanay Region and the 90th anniversary of our district. This exhibition became a kind of chronicle of the native land, bringing together literature that reflects the rich and multifaceted history of the region and district. The presented publications tell about significant historical events, stages of formation and development of the region, as well as labor and cultural achievements of past years. A special place in the exhibition is occupied by books and materials about people who, through their work, talent, and devotion to their homeland, made a substantial contribution to the development of the district and the region. These names and life stories have glorified our land, becoming part of the history not only of the local community, but of the entire country. The exhibition sparked lively interest among guests and allowed them to take a fresh look at the past, realizing the importance of preserving historical memory and continuity between generations. In the second part of the event, bibliographer Svetlana Nikolaevna Korol introduced guests to the “Calendar of Significant and Memorial Dates for 2026.” During the presentation, she spoke about outstanding individuals from our district celebrating anniversaries, as well as important dates marking the opening of institutions and buildings.
