A factory for the production of interior doors will open in Almaty. 15.10.2025
Almaty, Kazakhstan – Construction of a major industrial complex for the production of interior doors is set to commence in the Almaty Industrial Zone. The plant's launch is scheduled for August 2026.The enterprise will be located on a 0.84-hectare site and will include production workshops with a total area of over 2.4 thousand square meters, raw material and finished product warehouses, an administrative building, and associated infrastructure.Upon launch, the complex will have a production capacity of up to 120,000 doors to meet market demand. The product range will include frame-and-panel (tsargovye) doors, painted doors, as well as models with modern finishes such as laminate, PVC, veneer, enamel, and anti-vandal films.Production processes will be organized in accordance with European Green Standards (EU Green Standards). The manufacturing will utilize eco-friendly materials and coatings free of carcinogens and non-carcinogenic, making the doors completely safe for installation in schools, kindergartens, and medical institutions.The finished products are aimed at both import substitution and export to Central Asian and Eastern European countries.The project is expected to create at least 25 new jobs. Anticipated tax revenues for the city budget are estimated at no less than 70 million tenge over five years.The project is being implemented by "Le porte M" LLP with financial support from "Almaty Finance" LLP – a subsidiary of the "Almaty" Social-Entrepreneurial Corporation. Financing of 280 million tenge has been provided for a term of up to 7 years at a 6% annual interest rate. The primary guarantor is "Absolyut Flor" LLP, an operating company and distributor for "Le porte M" LLP, which works with all major developers and companies across 16 regions and cities of Kazakhstan."The project is focused on developing local production and improving the quality of door products in the country. Social and Economic Development Results and Upcoming Tasks Discussed 15.10.2025
Today, under the chairmanship of District Akim Zhandos Erkinbek, a regular meeting was held to review the results of social and economic development for January–September 2025 and the progress of the republican budget execution. The meeting was attended by the deputy akims, heads of departments, institutions, enterprises, as well as settlement and rural district akims.During the meeting, the head of the District Department of Economy and Finance, Zhanar Nimatulla, reported on key socio-economic indicators and the plans to be fulfilled by the end of the year. In this regard, the district akim instructed to ensure full implementation of all planned indicators by year-end.The issue of budget execution was also discussed. Overall, as of the end of the nine months, district funds have been fully utilized (100%). However, heads of relevant sectors were instructed to identify funds at risk of underutilization and take prompt measures to address them.The entrepreneurship sector also received attention. In accordance with the regional governor’s directive, efforts are being made in every settlement and rural district to attract and support entrepreneurs.The meeting also addressed the issue of providing heat to social facilities in connection with the start of the heating season. Today, District Akim Zhandos Erkinbek held a ceremonial reception to honor the pride of the district — athletes who achieved outstanding results at international and national competitions in combat sambo and Kazakh wrestling.From September 18 to 22 of this year, the World Cup in combat sambo among adults was held in Dushanbe, Republic of Tajikistan, and the national “Ak Biday” tournament in Kazakh wrestling took place in Ushkonyr village, Almaty region. Our local athletes proudly represented the country and raised the district’s prestige by taking top places on the podium.At the event, organized to foster youth interest in sports, Zhandos Erkinbek stated:“You serve as role models for young people through your hard work, enhance the prestige of sports in our society, and make a significant contribution to strengthening the national spirit. Over 6,000 Jobs Created by Almaty Business Support Program 15.10.2025
ALMATY – The outcomes of the Almaty Business-2025 program were presented by Berik Kusainov, Chairman of the Board of JSC "Almaty Finance," during a briefing at the Almaty Regional Communications Service.Berik Kusainov reported that in the first nine months of 2025, Almaty Finance and its microfinance organization "MFO Almaty" financed 70 projects to the tune of 9.8 billion tenge, which led to the creation of 793 new jobs. "Support was provided to entrepreneurs in a wide range of sectors, including manufacturing and processing, healthcare, education, social entrepreneurship, the creative economy, tourism, sports, and public services," he noted.Since the program's launch, subsidiaries and affiliates of "Almaty SPRC" have financed a total of 774 projects, with a combined value of 52.7 billion tenge, creating 6,168 jobs. The largest share of funding was allocated to projects in manufacturing and processing (32%), healthcare (14%), social entrepreneurship (9%), tourism (7%), the creative industry (7%), the service sector (6%), and education (5%). The program also financed the construction of 18 small industrial parks.A budgetary allocation of 25.6 billion tenge was leveraged through a revolving fund mechanism to secure total financing of 52.7 billion tenge. The Bostandyk and Alatau districts were the leaders in terms of the number of projects financed.Program Background:The Almaty Business-2025 program was approved in 2019 by the Almaty City Maslikhat. Its primary goals are to foster entrepreneurship and improve access to business financing. For its implementation, JSC "Almaty Finance" and its subsidiary "MFO Almaty" were established and integrated into the "Almaty SPRC" group of companies.The program provides preferential lending to micro, small, and medium-sized businesses (MSBs). Loans are offered for up to 7 years at annual interest rates of either 2% or 6%. The 2% rate is available to low-income large families, individuals with disabilities (Group I and II), families raising children with special needs, and residents of small industrial parks. Social support for low-income citizens and vulnerable categories of the population: measures and results for October 1, 2025 15.10.2025
One of the important areas in the work of social protection agencies is the provision of social assistance to low-income citizens.As of October 1, 2025, the TSA was assigned to 1,677 families (compared to the same period in 2024, the number of TSA recipients decreased by 533 families or 24.1%).There is also a monthly additional payment for children from 1 to 6 years old, 2,119 children from among the recipients of the TSA have been assigned.Of the able–bodied TSA recipients, 361 people or 100% of those in need of employment are involved in active employment measures.At the same time, according to the decisions of district and city local representative bodies, certain categories of needy citizens receive social assistance from the local budget.In total, social support measures have covered more than 11,000 people, including people with disabilities, low-income families, people with socially significant illnesses, people released from prison, veterans of the Great Patriotic War, veterans of military operations on the territory of other states, home front workers, veterans equated with veterans of the Great Patriotic War in terms of benefits..Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/1086349?lang=kk
Kazakhstan Presented the Results of National Reports on Human Rights to the Diplomatic Corps 15.10.2025
Astana, October 14, 2025 – The Ministry of Foreign Affairs of the Republic of Kazakhstan presented the outcomes of its review of national reports on the implementation of commitments under the Universal Periodic Review of the UN Human Rights Council and the International Covenant on Civil and Political Rights. Representatives from over 50 diplomatic missions and 12 international organizations participated in the event.The keynote addresses were delivered by Botagoz Zhakselekova, Vice Minister of Justice of the Republic of Kazakhstan, and Didar Temenov, Director of the Department of Multilateral Cooperation of the Ministry of Foreign Affairs of the Republic of Kazakhstan.B.Zhakselekova provided a detailed overview of comprehensive changes in legislation and law enforcement practices, including simplifying the registration procedure for political parties, introducing a 30% quota for women, youth, and persons with disabilities in elected bodies, expanding the powers and strengthening the independence of the Ombudsman, adopting a law on peaceful assemblies, launching the petition system, as well as strengthening penalties for domestic violence and measures to combat torture and human trafficking.During the briefing D. Temenov expressed gratitude to the representatives of UN member states for their support of Kazakhstan's political and democratic reforms. He particularly recalled the opinion of UN Human Rights Committee experts noting the positive changes in the country's human rights legislation and measures to improve human rights institutions. The Kazakh diplomat also praised the high level of cooperation with the UN and the OSCE in this area.Acting UN Resident Coordinator in Kazakhstan/Director of the World Health Organization Country Office Skender Syla and Head of the OSCE Programme Office in Astana Alexey Rogov confirmed their readiness for further engagement with Kazakhstan in the promotion and protection of human rights.Participants expressed interest in the information on Kazakhstan's plans to implement the recommendations received following the defense of these reports and noted the importance of continuing Kazakhstan's constructive dialogue with international human rights mechanisms.On January 23, 2025, during the 48th session of the Working Group of the Universal Periodic Review of the UN Human Rights Council, Kazakhstan's Fourth Periodic Report on the implementation of its human rights obligations and recommendations received in the previous review was presented. Delegations from over 100 states participated in the discussion, expressing their full support for the measures taken to implement democratic reforms and welcoming the adoption of concrete steps to strengthen fundamental human rights and freedoms in Kazakhstan.On June 25, 2025, during the 144th session of the UN Human Rights Committee, Kazakhstan's Third Periodic Report on the implementation of its obligations under the International Covenant on Civil and Political Rights was presented. Artur Lastayev Presented Kazakhstan’s Efforts to Combat Domestic Violence at the OSCE Human Dimension Conference in Warsaw 15.10.2025
The Commissioner for Human Rights in the Republic of Kazakhstan held a Side Event dedicated to combating domestic violence on the margins of the OSCE/ODIHR Human Dimension Conference in Warsaw. During the event, Ombudsperson presented the latest national developments and reforms in this area.Kazakhstan has joined the Declaration on the Elimination of Violence against Women, the UN Convention on the Rights of the Child, the UN Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and its Optional Protocol, and became the first country in the post-Soviet space to adopt a law on domestic violence, legally defining the phenomenon and establishing responsibility for it.To date, a number of additional systemic measures have been adopted. Battery and minor bodily harm have been recriminalized. Reconciliation is no longer permitted in cases involving violence against minors or in cases of repeated acts of battery or minor harm.Criminal liability has been introduced for sexual harassment of minors, as well as for aiding or inciting suicide. Rape of a minor is now punishable only by life imprisonment.The punishment for kidnapping has been increased to up to 15 years in prison, and up to 10 years for unlawful confinement.Criminal liability has been introduced for coercion into marriage with a maximum penalty of up to 10 years of imprisonment.This legal framework combines preventive measures with strict accountability for domestic violence offenses.The effectiveness of these measures is confirmed by statistics. The number of domestic homicides has decreased by 32%, cases of serious bodily harm by 17%, and cases of moderate bodily harm by 11%. These results have been achieved through an 11% increase in the accountability of perpetrators, the active use of protective orders and special requirements, as well as deep cultural changes within society.«Although battery and minor bodily harm have been classified as criminal offenses since last year, the total number of administrative cases continues to grow. Lakitelek, October 1, 2025 – The team of the Embassy of the Republic of Kazakhstan in Hungary, at the invitation of Mr. Sándor Lezsák, Deputy Speaker of the National Assembly (Parliament) of Hungary, took part in the opening matches of the FootGolf tournament held at the Lakitelek Népfőiskola sports complex.The tournament brought together representatives of the diplomatic missions of Kyrgyzstan and Azerbaijan, as well as students from Central Asian countries studying at Hungarian universities.The event was held in a friendly and sporting atmosphere and served as an effective platform for strengthening cooperation and informal interaction between the diplomatic corps and the youth of the region.It should be noted that Mr. Sándor Lezsák, Deputy Speaker of the Parliament of Hungary, actively supports the development of this sport in the country. Thanks to his efforts, a modern FootGolf course was established at the Lakitelek Népfőiskola complex, which has become a center for sporting and cultural events aimed at fostering friendship and cooperation between nations.As a result of the tournament, the team of the Embassy of the Republic of Kazakhstan won first place in the team competition and third place in the individual category.For reference: FootGolf is a sport combining elements of football and golf. The festival featured more than 160 teams, including representatives of diplomatic missions, international organizations accredited in Hungary, as well as Hungarian companies and public associations.The participation of the Embassy’s team reflected Kazakhstan’s commitment to strengthening friendship among nations, promoting sports and a healthy lifestyle, and encouraging the diplomatic corps’ active involvement in Hungary’s public life.The SPAR Budapest Marathon Festival, held annually since 1984, is regarded as one of the most prestigious running events in Central Europe. On the sidelines of the 42nd Session of the ICAO Assembly, a meeting was held at the Office of the Permanent Representation of the Republic of Kazakhstan to the International Civil Aviation Organization (ICAO) between the Head of the Kazakh delegation, Ms. Saltanat Tompieva, Chairwoman of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, and Mr. Timur Tlegenov, Permanent Representative of the Republic of Kazakhstan to ICAO, with Mr. Tahir Nazarov, Director of the Civil Aviation Agency under the Ministry of Transport of the Republic of Uzbekistan, and Mr. Daniyar Bostonov, Director of the State Civil Aviation Agency under the Cabinet of Ministers of the Kyrgyz Republic.During the meeting, the parties discussed current issues of bilateral cooperation in the field of civil aviation and exchanged views on key topics of international civil aviation.The brotherly and good-neighborly nature of Kazakhstan’s relations with Kyrgyz Republic and Uzbekistan was noted, along with the shared understanding and alignment of approaches on major areas of cooperation in the aviation sector.A separate topic of discussion was the development of cooperation within the framework of the Eurasian Civil Aviation Conference (EACAC), established in November 2024. September 25, 2025, Montreal, ICAO Headquarters. On the sidelines of the 42nd Session of the ICAO Assembly, Head of the Delegation of the Republic of Kazakhstan and Chairwoman of the Civil Aviation Committee of the Ministry of Transport, Ms. Saltanat Tompieva, together with the Permanent Representative of the Republic of Kazakhstan to ICAO, Mr. Timur Tlegenov, held a working meeting with the Director of the Air Navigation Bureau of ICAO, Ms. Michèle Merkle.During the meeting, the parties reviewed the measures undertaken by Kazakhstan to enhance flight safety.The Kazakh side informed Ms. Merkle about the progress of the investigation into the crash of the “Azerbaijan Airlines” aircraft that occurred near Aktau on December 25, 2024, and expressed gratitude for the assistance provided by ICAO through the deployment of its independent expert, Mr. Thormodur Thormodsson.The parties agreed to maintain regular contact.The meeting took place in a friendly and constructive atmosphere.Source : https://www.gov.kz/memleket/entities/kazakhstanicao/press/news/details/1086097?lang=kk
Artur Lastayev: Kazakhstan Adheres to the Principle of Zero Tolerance for Domestic and Gender-Based Violence 15.10.2025
Commissioner for Human Rights in the Republic of Kazakhstan,Artur Lastayev, delivered a statement at the plenary session of the OSCE ODIHR Human Dimension Conference in Warsaw, dedicated to issues of tolerance, non-discrimination, and gender equality.In his address, the Ombudsman emphasized that Kazakhstan consistently strengthens its legal and institutional framework to promote equal opportunities for men and women.He noted that women now account for 55.8% of Kazakhstan’s civil service, with 39% holding managerial positions. The abolition of the list of professions prohibited for women and the introduction of a 30% quota in political parties’ electoral lists have created additional opportunities for women’s self-realization.The Ombudsman also reported on the implementation of measures to counter domestic violence: battery and minor bodily harm have been criminalized, the Digital Family Card is in operation, and crisis centers and family support centers provide assistance to victims.
