Winners of the UAE SWAT Challenge 2026 Return Home 14.02.2026
A ceremonial reception of the Kazakhstani teams who achieved victory at the international UAE SWAT Challenge tournament held in Dubai took place at the capital’s airport. As the aircraft landed at Astana International Airport, the winners and prizewinners were warmly welcomed by colleagues and supporters.This year, Kazakhstan was represented by five teams formed from the best fighters of the country’s law-enforcement agencies. As a result of the competition, Kazakhstani special units demonstrated outstanding performance on the global stage.In particular, in the overall standings, Kaz SWAT Team C claimed 1st place (gold), while Kaz SWAT Team A secured 2nd place (silver). The top three was completed by a team from China. A 55-apartment residential building has been commissioned in the city of Arkalyk, intended for citizens on the waiting list for state housing.In 2025, a 48-apartment residential building at 13 Baitursynov Street was renovated, after which the apartments were provided to representatives of socially vulnerable segments of the population. A meeting of experts was held in Shymkent to explain the innovations in the Constitution with representatives of the energy and housing and communal services sectors. During the event, expert A. Suyindykuly noted that the updated Constitution of the Republic of Kazakhstan prioritizes human rights and freedoms, recognizes the life, dignity and well-being of citizens as the highest value. Special attention was paid to the Preamble of the Constitution, which reflects the unwavering commitment of the people of Kazakhstan to the principles of freedom, law and order, and responsibility to future generations. In addition, the main principles of Article 3 of the Constitution were considered. During the meeting, it was noted that the state carries out systematic work to strengthen the rule of law, develop public dialogue, and improve the quality of life of the population. The participants of the meeting discussed the importance of unity, cooperation, respect for cultural values, science and innovation for the sustainable development of the country. On the Demographic Situation for January–December 2025 13.02.2026
The population of Abay Region as of January 1, 2026, amounted to 595.7 thousand people, including 374.5 thousand urban residents (62.9%) and 221.2 thousand rural residents (37.1%). Compared to the beginning of 2025, the population decreased by 7.2 thousand people, or by 1.2%.Natural population changeOverall, in Abay Region for January–December 2025, the natural population increase amounted to 2730 people, which is 33.1% less than in January–December 2024 (31408142 people). The total natural increase rate was 4.56 per 1000 population.According to information recorded in civil status acts submitted by the civil registry offices, the number of births for January–December 2025 amounted to 8105, which is 14.9% less than in the corresponding period of 2024 (9521). The total birth rate was 13.53 per 1000 population.During the reporting period, the number of deaths amounted to 5375, which is 1.2% less than in January– December 2024 (5440). The total mortality rate was 8.97 deaths per 1000 population.For January–September 2025, 45 infant deaths (under 1 year of age) were registered in the region, which is 36.6% less than in the corresponding period of 2024 (71 infant deaths). The infant mortality rate was 5.55 deaths per 1000 live births.Population migrationAccording to data provided by the migration service, for January–December 2025 the number of arrivals to the region amounted to 30569 people, while the number of departures totaled 40455. As a result of external and internal migration, there was a net loss of 9886 people.The main external migration exchange occurs with CIS countries. The number of arrivals from CIS countries amounted to 116 people (66,3%), and the number of departures was 179 people (87.3% of all migrants). The majority of arrivals and departures are associated with the Russian Federation.With non-CIS foreign countries, the migration balance was positive: 59 people arrived in the region, while 26 departed. Chairman of the Shymkent city maslikhat, member of the Constitutional Commission, Bakhadyr Narymbetov met with employees of Bal Tekstil LLP and explained in detail the essence of the new draft Constitution. During the meeting, the Chairman of the Maslikhat noted that important issues that directly affect the future of the country were comprehensively discussed and a number of positive decisions were made within the framework of the Constitutional Commission meetings. The new edition of the Constitution provides for many positive changes. Important amendments have been made that will improve the country's prospects in line with modern requirements. We need to widely explain these changes to the population, social institutions and employees of enterprises. The people should know what benefits are provided for each sector. The important document raises the issue of labor protection to a new level. It also provides for the introduction of artificial intelligence and scientific achievements into the production process. At the same time, special attention is paid to the wages, working conditions and safety of citizens. All changes to the Constitution are aimed at improving the well-being of the people and protecting their rights, - said Bakhadyr Narymbetov. During the meeting, it was noted that the changing global geopolitical situation, the rapid development of science and technology, and the process of digitalization require a new approach to the legal system. In this regard, it was noted that increasing the country's global competitiveness, strengthening its internal potential and institutional stability are among the main tasks. A city coalition, "For the People's Constitution of a Just and Progressive Kazakhstan!", has been established in Shymkent. The coalition's main goal is to widely and clearly communicate the changes proposed for the upcoming national referendum to residents, establish open dialogue in society, and create conditions for informed citizen participation in the political campaign. The founding assembly was attended by representatives of political parties, maslikhat deputies, intellectuals, public activists, and young people. During the meeting, issues of societal unity and responsibility during this crucial period for the country, as well as the importance of public harmony and civic engagement, were widely discussed. Speaking at the meeting, Murat Zholdykhozhaev highlighted the significance and importance of the referendum, noting that this campaign is a historic decision for the country's development: "Today's referendum is more than just a political campaign. It's an important step, strengthening mutual trust between the state and society and giving every citizen the opportunity to directly participate in the country's destiny. Bishkek, February 13, 2026 – As part of an official visit to Bishkek, the Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev met with the Minister of Foreign Affairs of the Kyrgyz Republic Zheenbek Kulubaev.During the talks, the heads of the foreign ministries discussed a wide range of issues concerning Kazakh-Kyrgyz cooperation.The Minister of Foreign Affairs of Kazakhstan emphasized that thanks to the political will of the heads of state, bilateral relations between the two countries have reached a qualitatively new level of interaction.“Following reciprocal high-level visits, a clear vector for further strengthening the fraternal Kazakh-Kyrgyz relations has been set. On our part, we intend to make every effort to work jointly on the comprehensive development of cooperation between Kazakhstan and Kyrgyzstan in the spirit of enduring friendship and good-neighborliness,” said Minister Kosherbayev.In turn, Minister Kulubaev confirmed the progressive development of allied relations between the two states, based on the principles of brotherhood and good-neighborliness.The parties thoroughly discussed measures for the practical implementation of agreements reached at the highest level in recent years and expressed their readiness to continue promoting closer ties through intergovernmental cooperation.“Kazakh-Kyrgyz relations are rapidly developing. Bilateral trade, economic, and investment cooperation is strengthening year by year, and we intend to comprehensively deepen allied relations with Kyrgyzstan,” Kosherbayev emphasized during the discussion.The head of Kazakhstan’s foreign ministry noted that Kazakhstan firmly holds a place among the top three largest trading partners of Kyrgyzstan. The volume of mutual trade reached 2 billion US dollars, with a goal set to increase this figure to 3 billion. This will be facilitated by the planned diversification of the commodity turnover, further development of interregional links, and the launch of new joint projects, including the establishment of a cross-border Industrial Trade and Logistics Complex, the multiplier effect of which will impact the entire spectrum of Kazakh-Kyrgyz cooperation.Minister Kosherbayev also noted that over the past 20 years, Kazakhstani companies’ investments in the Kyrgyz economy have amounted to 1.4 billion, at the same time, it is in the interest of both countries to expand the sphere of investment cooperation. In this regard, the heads of the foreign ministries, emphasizing the significant potential for cooperation, expressed their readiness to support the development of fruitful collaboration in energy, transport, logistics, and agriculture.A separate point was devoted to prospects for deepening cultural and humanitarian ties, which form the foundation of strong and long-term relations between the two fraternal peoples. The parties expressed satisfaction with the intensity of the events conducted. Last year, the Days of Kazakh Cinema, the 3rd Kazakh-Kyrgyz Youth Forum, and the ceremonial opening of the “Golden Bridge” monument in Bishkek were held in Kyrgyzstan. In Kazakhstan, the premiere of the musical “Jamila,” based on the eponymous story by Chingiz Aitmatov took place. In January of this year, the Days of Kyrgyz Cinema were successfully held in Astana.During the meeting, the ministers also compared notes on current regional and international agenda issues. MAULEN ASHIMBAEV DISCUSSES THE MAIN MEANING OF THE DRAFT NEW CONSTITUTION WITH ACTIVE CITIZENS OF ALMATY 13.02.2026
The Chairman of the Senate of the Parliament, Maulen Ashimbayev, met with maslikhat deputies, the public, members of ethnocultural associations, and active youth in Almaty. During the events, the main points of the new draft Constitution and the priority tasks of joint work in the framework of the upcoming republican referendum were discussed. Maulen Ashimbayev, addressing the participants of the meeting, noted that the constitutional reform is a consistent continuation of the large-scale modernization initiated by the Head of State. He also noted that this political direction is based on such important principles as justice, the rule of law, and the responsibility of government to society. "On the initiative of our President Kassym-Jomart Tokayev, comprehensive modernization is being carried out in all areas. Constitutional reform is a legitimate and consistent continuation of those fundamental changes. By the Decree of the Head of State, the draft new Constitution was submitted to a republican referendum. Thus, on March 15, citizens will make their choice. This is an important step towards democratizing the country's political system. The new Constitution places great emphasis on strengthening statehood, strengthening independence, and improving the quality of life of citizens. Therefore, constitutional reform is based on the principles of law and order, protecting the rights and interests of citizens, caring for the environment, and a sustainable development path," said Maulen Ashimbayev. The Chairman of the Senate also drew attention to the fact that the new draft Constitution creates the legal basis for the implementation of the idea of "A Just Kazakhstan". The document contains priorities that are a solid guarantee for the development of the country's intellectual potential and strengthening the unity of the people. This clearly demonstrates the people-oriented nature of the new Constitution, the clarity of its content, and its role as a society-organizer. "The draft new Constitution is a conscious move away from the inertia of the past and towards a modern state model. One of the conceptual changes in the Constitution is clearly the affirmation of human rights and freedoms as the highest value of the state. In the new Constitution, this very principle becomes the foundation of the state structure system. This means implementing the idea of "A Just Kazakhstan" not at the level of a declaration, but through specific constitutional norms," said the Speaker of the Chamber. Maulen Ashimbayev called the new draft Constitution a historic document, noting that this decision is a transition to a new model of public agreement and a timely response to internal demands and external challenges. He emphasized the importance of advancing constitutional reform from an expert perspective, noting the need to effectively implement these ideas into concrete mechanisms, future laws, and law enforcement practice. "The new Constitution will serve as the basis for the formation of a state and political structure that will ensure the stable, secure and dynamic development of Kazakhstan in the coming years. This step paves the way for the creation of an effective system that can overcome current and future challenges. Now we must focus on strengthening sovereignty, strengthening independence, creating conditions for the powerful development of our country and improving the well-being of citizens. During the discussion, experts and representatives of think tanks expressed their suggestions and ideas regarding joint work in the context of the upcoming referendum and exchanged views on topical issues. During the visit, the Chairman of the Senate got acquainted with the material and technical base of the Republican School named after Abai, including the UN office and the activities of the museum in the educational institution. He also met with the staff of the city library and active youth of the metropolis. In addition, the senators visited the office of Yandex Qazaqstan and discussed the issues of further development of digitalization processes in the country.
