"As part of the implementation of the instructions of the Head of State, the Government has developed a set of measures. This concerns the entry into force of the new Tax Code. Today, out of 1,111 types of activities, the procedure for applying a special tax regime remains in place, while 44 types of activities remain. For the "smooth" entry of the new Tax Code, a number of measures are provided, such as service support. Tax and desk inspections will also be suspended for micro and small businesses. It is also planned to cancel the re-registration. A simplified procedure for the liquidation of individual entrepreneurs is provided. Anti-Corruption Prevention."The event was aimed at raising the level of legal and ethical awareness among civil servants, fostering a zero-tolerance attitude toward corruption and antisocial behavior, and developing principles of integrity and service to society.The seminar addressed the key topics of the report:• Gambling addiction as a psychological disorder leading to loss of control and the destruction of family and professional relationships. Participants were reminded of the unacceptability of civil servants' participation in gambling and the need to promptly seek psychological help if signs of addiction appear.• Respect for the law and human rights as an integral part of official and moral responsibility. Determining the country of origin of goods plays a significant role in the international trade system. The correct identification of origin is essential for the application of customs duties, trade policy measures, restrictions, and for maintaining accurate foreign trade statistics.When a product is not covered by international agreements on tariff preferences, its origin is determined for non-preferential purposes in accordance with the general rules established by international and regional legal acts.The legal regulation of the rules of origin is based on the Treaty on the Eurasian Economic Union dated 29 May 2014, the EAEU Customs Code (Chapter 4), and Decision No. 49 of the EEC Council dated 13 July 2018. These instruments enshrine the principles of transparency, objectivity, and non-discrimination, ensuring a uniform approach to determining the origin of goods across all member states of the Union.The main criteria for establishing the country of origin are as follows:1. Complete production of the goods within the territory of a country;2. Ways to apply for payments from the State Social Insurance Fund 22.10.2025
In order to protect the interests of the working population, compulsory social insurance provides for social benefits in cases of social risks related to: disability; loss of breadwinner; loss of work; loss of income due to pregnancy and childbirth; loss of income due to adoption of a newborn child (children); loss of income due to child care upon reaching the age of one and a half years.The amount of social benefits from the State Social Insurance Fund (Fund) is calculated individually and directly depends on the timeliness and completeness of the social contributions paid to the Fund. It should be noted that social contributions are not deducted from the employee's salary as mandatory pension contributions, but are paid at the expense of employers and (or) individual entrepreneurs.In this regard, we recommend that the participants of the system check the social contributions actually received by the Fund. In such cases, the appointment period is extended to 30 working days and additional information is required from the relevant government agencies, the employer, etc.The effectiveness of the system is confirmed by specific figures. In the Kyzylorda region, for 8 months of this year, social contributions to the Fund were received for 204,848 thousand participants of the system in the amount of 15.0 billion tenge. Investment portfolios managed by the NBRK and the UIP: results as of September 1, 2025 22.10.2025
UAPF JSC (hereinafter referred to as UAPF) submits a report on pension asset management by the National Bank of the Republic of Kazakhstan (hereinafter referred to as NBRK) and investment portfolio managers (hereinafter referred to as IPMS) on the enpf website.kz in the section "Indicators - Investment activity". As of September 1, 2025, the total amount of pension assets under the management of the NBRK and the UIP amounted to 25 083.08 billion tenge. As of that date, the pension assets of the UAPF held in trust by the NBRK, formed from mandatory pension contributions (hereinafter referred to as OPV), mandatory occupational pension contributions (hereinafter referred to as OPV), and voluntary pension contributions (hereinafter referred to as DPV), amounted to about 24,463.47 billion tenge[1]. The volume of pension assets formed at the expense of mandatory pension contributions from the employer (hereinafter referred to as OPVR), held in trust by the NBRK, is 551.25 billion tenge.Pension assets under the management of the UIP amounted to more than 68.36 billion tenge. Investment portfolio of pension assets managed by the NBK The National Bank, as the trustee of the pension assets of the UAPF, pursues a balanced investment policy: it invests in various types of financial instruments by currencies, countries, sectors and issuers.The main investment directions of pension assets formed at the expense of OPV, OPV, DPV, as of September 1, 2025 are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan – 42.58%, bonds of quasi–state companies - 8.85%, bonds of second-tier banks of the Republic of Kazakhstan – 2.78%, deposits of the NBK – 2.14%, shares and depository receipts of issuers of the Republic of Kazakhstan – 1.77%, MFIs – 1.20%.As of September 1, 2025, the investment portfolio in terms of currencies in which financial instruments acquired through OPV, OPV, DPV are denominated looks like this: investments in national currency – 57.33%, in US dollars – 42.67% of the portfolio of pension assets.From the analysis of the structure of income received, it follows that income in the form of remuneration on securities, including on placed deposits and reverse REPO operations, amounted to 1,277.10 billion tenge, income from revaluation of foreign currency, excluding assets under external management, amounted to 139.12 billion tenge, income on assets under external management, including taking into account the exchange rate revaluation - 456.19 billion tenge, other income - 5.16 billion tenge. The market revaluation of securities was negative.The amount of accrued investment income for the last 12 months from September 2024 to August 2025 amounted to about 2.74 trillion tenge, the yield for this period was 12.60% with inflation of 12.20%. As of September 1, 2025, the investment directions of the OPVR are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan – 97.58%, deposits of the NBRK – 2.22%, funds in investment accounts – 0.20%.The investment portfolio at the expense of the OPVR includes only financial instruments denominated in the national currency.As of September 1, 2025, the yield of OPVR over the past 12 months was 7.64%.Let's remind that pension savings are long–term investments. Therefore, it is advisable to analyze the amount of investment income for a period of at least one year. In some periods, there may be a decrease in profitability due to the volatility of foreign exchange rates, changes in the market value of financial instruments, as well as the impact of inflation. Diversification of the investment portfolio, when income from one instrument covers temporary losses on others, ensures the safety and sustainable profitability of retirement savings in the long term. Brussels, 21 October 2025 – The Republic of Kazakhstan took part in the Global Tourism Forum 2025, held on 20–21 October at the Royal Museums of Fine Arts of Belgium in Brussels. The forum, organized by the World Tourism Forum Institute (WTFI), brought together more than one thousand participants from over fifty countries under the theme “Rethinking Tourism in a Changing World.” The forum opened with remarks by the Secretary-General Elect of the UN World Tourism Organization (UNWTO) Sheikha Al-Nuwais, Secretary-General of the Organization of Turkic States Kubanychbek Omuraliev, and EU Commissioner for Tourism and Transport Apostolos Tzitzikostas.With the support of the Embassy of Kazakhstan in the Kingdom of Belgium and the participation of the Almaty Tourism Bureau, a national stand was presented, showcasing Kazakhstan’s tourism and investment potential, its natural and cultural heritage, as well as prospects for the development of sustainable tourism.During the forum, Ambassador of the Republic of Kazakhstan to Belgium Roman Vassilenko met with President of the Global Tourism Forum Bulut Bağcı. Benefits in the payment of customs duties and taxes: what opportunities are provided by the legislation of Kazakhstan 21.10.2025
InKazakhstan, the procedure for grantingbenefitsin the payment of customsdutiesandtaxes is regulated by the norms of the EurasianEconomicUnion(EAEU),internationaltreatiesandnationallegislation.It is an importanttool for governmentsupport of businessandstimulation of foreign economic activity.Notallissuesrelatedto the provision of tariffbenefits have been resolvedat the EAEUlevel.Therefore, the memberStates of the Union have the right to independentlyestablishadditionalsupportmeasures.InKazakhstan, thisprocedure is fixedin the CustomsCodeand the TaxCode of the Republic of Kazakhstan. The benefits make it possible to reduce the financialburdenonparticipants in foreign economic activity,increase the investmentattractivenessandcompetitiveness of domesticenterprises.Exemptionfrompayment of importcustomsduties.The grounds for exemption from payment of import customs duties are provided: • Annex No. 6 to the Protocol on Common Customs and Tariff Regulation (as part of the EAEU Treaty, ratified by the Law of the Republic of Kazakhstan No. 240-V dated October 14, 2014); • By the decisions of the Customs Union Commission No. 130 dated November 27, 2009. Goods imported from third countries as goods are exempt from payment of duties.:Humanitarianortechnicalassistance;contribution of a foreignfounder to theauthorizedcapital;products of the maritimeindustry of the EAEUvessels;Currenciesandsecurities;goodsintendedtoeliminate the consequences of naturaldisasters.Thesebenefitsaregeneral in natureand do notdependon the country of origin of the goods.The detailed procedure for their application was established by the Decision of the Customs Union Commission No. 728 dated July 15, 2011. As for the VAT benefit. Cooperation between the two countries is developing in trade, industry, logistics, and digitalization.Speaking at the Kazakhstan-Azerbaijan Business Forum in Astana, Aidar Abildabekov, Vice Minister of Trade and Integration of the Republic of Kazakhstan, noted that economic ties between the two countries are steadily strengthening. From January to August 2025, trade turnover reached $343.3 million, with Kazakhstan's exports amounting to $290.8 million, and imports from Azerbaijan increasing by more than 58%.According to the Vice Minister, Kazakhstan proposes expanding its export basket with Azerbaijan to include agricultural products totaling approximately 14.5 million tons. This includes grains and oilseeds, flour, butter, and potatoes."Today, it is important to build sustainable production chains and joint projects that create added value. MEDIATION – THE PILLAR OF CONCILIATION 21.10.2025
🔹Today, a forum on the topic "Mediation is a pillar of reconciliation" began in Shymkent as part of the "Reconciliation and Reconciliation" project, dedicated to the 30th anniversary of the Assembly of the People of Kazakhstan. 🔹The goal of the two-day event is to promote the potential of ethnomediation by increasing the experience of local mediators and sharing best practices in conflict resolution. 🔹The forum was attended by the leadership of the city's Department of Internal Policy and Youth Affairs, the deputy chairman of the city's ANC, employees of law enforcement agencies and the Department of Justice, professional mediators from mediation centers, school psychologists, and representatives of public structures and ethnocultural associations under the city's ANC. 🔹Zangar Usipakhmetov, Acting Head of the City Department of Internal Policy and Youth Affairs, addressed the participants and emphasized the importance of the event organized within the framework of the "Reconciliation and Reconciliation" project.
