The official opening of the regional foresight center took place in the city of Kostanay – a new platform aimed at strengthening the interaction between science and industry. The project was implemented on the initiative of the National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan as part of the execution of the instructions of the Head of State Kassym-Jomart Tokayev on the development of regional science and its integration with the real sector of the economy.The event was held at the Smart Center of the Akhmet Baitursynuly Kostanay Regional University with the participation of representatives of the National Academy of Sciences of the Republic of Kazakhstan, central and local government bodies, higher education institutions, scientific organizations, large industrial enterprises, and the business community.The regional foresight center was established as a permanent platform for interaction between science, business, and the state. Its main task is to identify the technological needs of enterprises in the region, orient scientific potential towards solving current production challenges, and improve mechanisms for implementing scientific research results into the real sector of the economy.During the foresight session, new approaches to the development of domestic science were presented, based on the formation of scientific and technical tasks taking into account the needs of the regions. These include the development of the agro-industrial complex, sustainable environmental management, processing of mineral raw materials and waste recycling, development of intelligent systems in mechanical engineering, information technology, and industrial digitalization.In addition, a target indicator for the share of expenditures on research and development work is included in the Development Plan of the Kostanay region for 2026–2030. Currently, higher education institutions of the region, together with industrial enterprises, are implementing eight scientific projects with a total cost of over 5.5 billion tenge.As part of the foresight session, representatives of leading enterprises in the region presented their production tasks and technological requests. According to the results of the first half of 2026, Kazakhstan's real GDP growth amounted to 4.1%. New macroeconomic indicators of the country were presented at the Government meeting by Deputy Prime Minister - Minister of National Economy Serik Zhumangarin.Compared to January-May, the dynamics improved by 0.4 percentage points. Twelve-year-old Karagandian Albina Kairbekova won a gold medal at the Central and North Asian Youth Chess Championship. The international tournament, held on the shores of Lake Issyk-Kul, brought together 479 of the strongest young athletes from Kyrgyzstan, Kazakhstan, Tajikistan, Turkmenistan, Uzbekistan and Russia.This was reported in the Department of Physical Culture and Sports of the Karaganda region.The participants competed in classical chess, rapid and blitz. Несмотря на переток индивидуальных предпринимателей в категорию самозанятых, валовая добавленная стоимость на одного занятого в экономике остается положительной. Наблюдается прирост количества малых юридических лиц в горнодобывающей промышленности на 2,9%, строительстве и сельском хозяйстве на 2,5%, информации и связи на 2,4%. Также зафиксирован рост числа средних юридических лиц в операциях с недвижимым имуществом на 5,8%, финансах и страховании на 3,2%, сфере прочих услуг на 3,1%. Deputy Minister of Finance of the Republic of Kazakhstan Yerzhan Birzhanov reported on the key results of budget execution and the main areas of work of the Ministry of Finance.Republican budget revenues excluding transfers amounted to 8.5 trillion tenge, or 100.6% of the plan. Compared to the same period last year, receipts increased by 1.7 trillion tenge, or 24.6%. Tax revenues reached 8.3 trillion tenge, which is 100.3% of the plan. Their volume increased by more than 29%, or 1.9 trillion tenge.Income growth is ensured by favorable external economic conditions, expansion of the tax base, growth of foreign trade activity, as well as improvement of tax and customs administration.One of the priorities of the Ministry of Finance remains the expansion of the legal economy. Within the framework of the "People's Accountant" campaign, more than 61 thousand taxpayers received consultations. Thanks to the "Clean Slate" initiative, penalties and fines in the amount of 9.3 billion tenge were written off for 19 thousand small and micro-businesses. In addition, during the reporting period, the activities of about 546 thousand individuals who were not previously registered were legalized. The number of business entities, taking into account the self-employed, reached 2.9 million, having increased by more than 499 thousand since the beginning of the year, and the number of VAT payers increased to 158.2 thousand. Also, the Government approved a comprehensive plan to counter the shadow economy for 2026-2028.Special attention is paid to the modernization of customs infrastructure and digitalization of customs processes.         On 8 July 2026, a working meeting was held at the B. Konysbayev border crossing point in the Turkistan Region between representatives of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan and a delegation from the Royal Malaysian Customs Department.       The meeting was organized at the initiative of the World Customs Organization as part of its trade facilitation programme. Its main purpose was to exchange experience and demonstrate modern solutions implemented by Kazakhstan to accelerate and enhance the transparency of customs procedures.      The Malaysian representatives were introduced to the operations of the border crossing point and the coordination mechanisms among government agencies involved in border management. Particular attention was paid to modern technologies that make border crossing faster, more convenient, and more efficient for both traders and government authorities.      The delegation was also presented with the KEDEN information system, which automates customs clearance procedures; the risk management system, which enables customs authorities to focus controls on potentially high-risk shipments; and the CargoRuqsat electronic queue system, which allows carriers to book border crossing times in advance, helping to reduce congestion and improve process transparency.      Kazakhstan’s experience generated significant interest among the foreign delegates. В частности, предлагается создать льготные налоговые условия для стимулирования легального оборота цифровых активов. Для этого предусмотрено освобождение физических лиц от уплаты индивидуального подоходного налога по доходам от операций с цифровыми активами, совершенных через казахстанских провайдеров услуг цифровых активов, на период с 1 января 2026 года по 31 декабря 2028 года.Отдельный блок поправок направлен на совершенствование механизмов государственной поддержки инвестиционных проектов и создание более привлекательных условий для иностранных инвесторов. В частности, предлагается восстановить механизм заключения инвестиционных приоритетных контрактов, а также соглашений об инвестициях со всем предусмотренным пакетом фискальных преференций. Кроме того, предлагается предоставить инвесторам возможность самостоятельно подводить необходимую инфраструктуру с последующим возмещением понесенных затрат через механизм вычетов по КПН.В новый пакет также включены решения, ранее выработанные на заседаниях Проектного офиса. Среди них — введение сверхвычета на расходы по маркировке товаров, расширение вычетов по ИПН для лиц с инвалидностью, восстановление освобождения отдельных доходов от социального налога, освобождение факторинга и форфейтинга от НДС, корректировка НДС по сельскохозяйственной продукции, относимого в зачет, акциз на плодовые вина и другие инициативы. Всего в пакет вошло 20 решений, принятых в ходе работы Проектного офиса.Кроме того, пакет дополнен поправками, направленными на дальнейшую цифровизацию налогового администрирования, совершенствование налоговых процедур и устранение выявленных в ходе применения Налогового кодекса вопросов. Они подготовлены с учетом обращений налогоплательщиков, предложений государственных органов, Национальной палаты предпринимателей «Атамекен» и Высшей аудиторской палаты. При этом ряд инициатив требует дополнительной проработки с бизнес-сообществом до внесения законопроекта на рассмотрение Курултая. New York, 13 July 2026 – On the margins of the United Nations High-level Political Forum on Sustainable Development, the Permanent Mission of the Republic of Kazakhstan to the UN hosted a thematic event entitled “Strengthening Global Water Governance: Establishing an International Water Organization under the Auspices of the United Nations?”Opening the event, Permanent Representative of the Republic of Kazakhstan to the United Nations Kairat Umarov noted that the continued fragmentation of the international water architecture limits the ability of the global community to respond effectively to mounting water-related challenges. In this context, the initiative of President of the Republic of Kazakhstan Kassym-Jomart Tokayev to establish an International Water Organization under the auspices of the United Nations was presented as an open invitation to an inclusive dialogue on enhancing the coherence, effectiveness and accountability of global water governance.Participants exchanged views on the existing shortcomings of the current UN water architecture, opportunities to strengthen the role of the United Nations in the international water governance system, and prospects for developing a more coordinated, effective and Member State-accountable institutional mechanism. Particular attention was given to the need for a comprehensive approach to water-related challenges, taking into account their close interlinkages with climate change, food and energy security, public health, economic development and international stability.The event followed the first round of international consultations on Kazakhstan’s initiative, held in Astana on 23 April 2026 within the framework of the Regional Ecological Summit. The discussion in New York provided an opportunity to present the initiative to a broader range of Member States, United Nations entities and international partners. The proposals and expert assessments put forward during the event will contribute to further discussions on possible formats and mechanisms for the institutional strengthening of global water governance, including in the context of the 2026 UN Water Conference and the formulation of the post-2030 development agenda.On the margins of the event, the Kazakh delegation also held bilateral meetings with Kaveh Madani, Director of the United Nations University Institute for Water, Environment and Health, and Miriam Haritz, German Water Director at the Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety.
