Acquisition of rights to land plots that are in state ownership, or that require bidding (contests, auctions) 27.02.2026
     In the Republic of Kazakhstan, the provision of land plots from state property is, as a rule, carried out on a competitive basis. However, in some cases, the legislation allows the acquisition of land rights without bidding (contests, auctions). This procedure is regulated by the Order of the Minister of Agriculture of the Republic of Kazakhstan dated October 1, 2020 No. 301, which approved the Rules for the provision of state services "Acquisition of rights to land plots that are in state ownership, not requiring the holding of trades (auctions)", developed in accordance with the Law of the Republic of Kazakhstan "On State Services".The legal basis for the provision of land plots without auctions is also established in the Land Code of the Republic of Kazakhstan. The state service is provided by local executive bodies of regions, cities of republican significance, capitals, districts and cities of regional significance.The state service is provided to individuals and legal entities in electronic or paper form. You can submit an application:through the Center for the Service of the People (CZON);through the electronic government portal eGov.kz;directly to the akimat (depending on the type of service).The service is provided free of charge.The procedure consists of two stages. At the first stage, the possibility of using the requested land plot according to the stated purpose is determined in accordance with territorial zoning and urban planning documentation. If necessary, a preliminary selection of the land plot is carried out, and the materials are considered by the land commission. The duration of the first stage is up to twelve working days. According to the results, the conclusion of the land commission is issued - positive or negative.In case of a positive conclusion, the applicant will be notified of the need to prepare a land-use project. If the conclusion is negative, a motivated refusal with reasons is issued. If there are grounds for refusal, the hearing procedure is conducted in accordance with the procedure established by the Administrative Procedural-Procedural Code of the Republic of Kazakhstan.At the second stage, after the presentation of the approved land development project, a decision is made to grant the right to the land plot and a purchase and sale contract or a contract for temporary paid or free land use is concluded. This stage takes up to three working days.The list of grounds for which land plots can be provided without bidding is established by the rules. These include implementation of investment projects, operation and maintenance of buildings and facilities belonging to the applicant, construction of engineering and communication networks, activities of participants of special economic and industrial zones, public-private partnership projects, transport, communication and energy facilities, needs of subsoil use, management of private household, gardening, summer cottage construction and other cases directly provided by land legislation.To receive the service, the applicant submits an application in the established form, indicating the location of the plot, its area, the purpose and the reason for providing it without bidding. The scheme (plan) of the land plot and other documents provided by the Rules depending on the specific reason are attached to the application.The grounds for refusal are the determination of the inauthenticity of the submitted documents or the applicant's non-compliance with the requirements of the land legislation. The decision on refusal can be appealed administratively or in court.The right to a land plot arises only after state registration. Until the moment of registration, the right of ownership or land use is considered to be non-existent.Thus, the acquisition of rights to state-owned land plots without auctions in the Republic of Kazakhstan is possible only in cases directly established by legislation. Budapest, 23 February 2026 – The Ambassador of the Republic of Kazakhstan to Hungary, Abzal Saparbekuly, held a meeting with the State Secretary of the Ministry of Culture and Innovation of Hungary, Anita Kiss-Hegyi.During the meeting, the parties discussed the current state and future prospects of bilateral cultural and humanitarian cooperation between Kazakhstan and Hungary.At the beginning of the conversation, the Ambassador congratulated the State Secretary on her appointment, wished her success in her responsible duties, and emphasized Kazakhstan’s commitment to the comprehensive deepening of friendly relations between Astana and Budapest.The Kazakh diplomat provided detailed information on past and upcoming cultural initiatives implemented by the Embassy. Construction of a New Local History Museum Continues in Zerenda 27.02.2026
In the village of Zerenda, Zerenda District, construction of a new local history museum is ongoing. The museum is set to become a key cultural landmark of the region. The construction works are being carried out by the contractor, Stroy Tech IC LLP.The project предусматривает the construction of a two-storey building with a total area of approximately 1,380 square meters. The facility will include exhibition halls, a collections storage area, educational spaces, administrative offices, and technical rooms. To date, foundation and waterproofing works have been completed, engineering networks have been installed, the walls and partitions of the first floor have been erected, the floor slab has been installed, and the building has been connected to the power supply. On the second floor, concreting of supporting columns and wall masonry are currently underway. Kazakhstan is preparing important changes in the field of evaluation activities. The Ministry of Finance has initiated amendments to the legislation on valuation activities, which should improve the quality of valuation services, open up new opportunities for Kazakhstani appraisers in the EAEU space, expand access to services for citizens and businesses, stimulating economic growth and investment. Anar Kaliyeva, Director of the Accounting Methodology, Audit and Evaluation Department of the Ministry of Finance of the Republic of Kazakhstan, told about why the reform is needed, what innovations await the market and how they will affect the investment climate of the country. - Why should we make amendments to the legislation in valuation activities?Today, propertyvaluationplaysakeyroleinpurchase and saletransactions,loans,investments, andlawsuits.Therefore, it is importantthat the proceduresareastransparent,predictable as possible andprotect the interests of bothbusinessesandcitizens.So, on December10, 2021, by Decision of the SupremeEurasianEconomicCouncilNo.23, GeneralApproachesto the conditions for carrying out evaluationactivitieswithin the framework of the functioning of the singlemarket of services(hereinafter referred to as GeneralApproaches) were approved.Inaccordancewiththeseapproaches, eachEAEUcountry is required to amenditslegislationonvaluationactivities.Andonlyaftertheparties have made appropriatechanges, it is planned to open a singlemarket for propertyvaluationservices.Inthisregard,we are amendingtheLaw"OnValuationActivitiesin the Republic of Kazakhstan"regarding the provision of propertyvaluationserviceswithin the EAEU by appraisers,bothKazakhstaniandappraisers from otherEAEUmember States.Appraisers of oneEAEUmember state will be able to carry out theiractivitieson the territory of otherEAEUmember States withoutbarriers,exemptions,restrictions,additionalrequirementsandconditions.Thismeansthat the valuationcarried out inourcountrywill be recognizedinothercountries of the Unionwithout the need for repeatedprocedures.Such a step will greatlysimplify cross-bordercooperation,allowbusinesses to savemoneyonvaluation,make the marketmoreattractivetoinvestorsandcreateconditionsfor the freemovement of capital. As aresult, allmarketparticipantsbenefit:fromsmallbusinessestolargeinternationalcompanies.- What are your main goals when making amendments  to the law on valuation activities? - The main task is to make the system more modern and understandable. The amendments to the Law will allow appraisers to carry out their activities on the territory of the EAEU countries. - How will it work in practice? -Amendments to theLawonValuationActivities will simplify the life of bothbusinessesandindividuals.Imagine the situation: a Kazakhstaniappraiser has assessed a real estateobjectforcollateralorsale.Nowthisassessment will be automaticallyrecognizedinotherEAEUcountries. For example,inArmeniaorRussia.Thatis,onescoreisoneresultfor the entireUnion.Thisnotonlyreducescosts,butalsomakesbusinessprocessesfasterand more predictable.Inconnectionwith the opening of a singlemarket for propertyvaluationserviceswithin the EAEU, the Law has been supplemented with a newchapter"Activitieswithin the frameworkof the singlemarket of services".Thischapterregulates the dutiesandresponsibilities of Kazakhstaniappraisers,appraisers of otherEAEUmember states and,accordingly, the Chamber of Appraisers.These changes will allow our appraisers and non-resident appraisers to carry out their activities on the territory of the Union. - How will the amendments to the law affect the domestic market? Each chamber of appraisers will implement a system of internships and regular training. This will allow young professionals to adapt more quickly to market requirements, while experienced ones will constantly update their knowledge in accordance with national assessment standards. In addition, the proposedamendments alsomean an improvement in the quality of services. As aresult,this will create the basisfor a morestable real estate,lendingandinvestmentmarket.- How do the appraisers themselves feel about the changes? -Generallypositive.Amendments intheimplementation of evaluationactivitieswithintheEAEU will open up newopportunitiesforKazakhstaniappraisers,expandaccesstoservicesforcitizensandbusinesses,stimulatingeconomicgrowthandinvestment.- How will these amendments affect investments in Kazakhstan? - Transparency, predictability and trust in the asset valuation system are important for any investor, because it is on this that the accuracy of calculations, the validity of transactions and the minimization of risks depend. Amendments in the legislationonevaluationactivities will strengthen the image of Kazakhstanas a reliablejurisdictionwherelawsworktransparently,specialists are competent,and the evaluationsystemmeetsinternationalrequirements.Allthisincreasesconfidence in theeconomyandopens up newopportunitiesforattracting long-termcapital.The adoption of the draft law on the introduction of property valuation services will open up new opportunities for Kazakhstani appraisers, expand access to services for citizens and businesses, stimulating economic growth and investment. The volume of pension savings of Kazakhstanis as of February 1, 2026, exceeded 26.36 trillion tenge, representing a 12-month increase of 3.74 trillion tenge, or 16.5%.Pension savings from compulsory pension contributions (CPCs) as of February 1, 2026, amounted to KZT 24.81 trln, an increase of 14.4% over the 12 months.The amount of pension savings from compulsory occupational pension contributions (COPCs) amounted to KZT 736.07 bln, an increase of 13.2% over the 12 months.Voluntary pension contributions (VPCs) showed the largest annual increase, up 23.6%, reaching KZT 9.89 bln as of February 1, 2026.As of February 1, 2026, the amount of pension savings from employer’scompulsory pension contributions (ECPC), received from January 1, 2024, into the pension accounts of contributors (beneficiaries), amounted to KZT 807.75 bln. ReceiptsThe increase in savings is driven by pension contributions and investment income. In January 2026, KZT 264.65 bln in contributions were received into individual and notional pension savings accounts, representing a 13.0% (or KZT 30.41 bln) increase compared to the same period last year.As of February 1, 2026, KZT 211.73 bln were received into individual pension savings  accounts (IPSAs) for the purpose of recording the compulsory pension contribution (CPC) since the beginning of 2026 (an increase of 5.7% compared to the same period last year), KZT 14.00 bln were received as COPC (an increase of 15.0%), and KZT 185 mln were received as VPC. ECPC for the year totaled KZT 38.74 bln. Pension benefits and transfersBenefits for all types of contributions and transfers to insurance companies from the UAPF for January 2026 reachedKZT 124.27 bln.From the beginning of the year to February 1, 2026, the volume of old-age benefits amounted to KZT 17.30 bln. The average monthly benefit scheduled from the UAPF upon reaching retirement age was 38,312 tenge.Lump-sum pension benefit payments (LSPBP) for housing improvements and medical treatment for January 2026 amounted to KZT 47.88 bln, inheritance payments amounted to KZT 17.80 bln, benefit payments related to departure for permanent residence outside the Republic of Kazakhstan amounted to KZT 3.09 bln, payments to persons with disabilities amounted to KZT 352.91 mln, and funeral payments amounted to KZT 866.12 mln. A sum of KZT 36.99 blnwas transferred to insurance organizations. Number of IPSAsThe total number of pension accounts in the UAPF as of February 1, 2026, was 18.28 million (an increase of 1.04 million or 6.0% over the 12 months). The number of individual pension savings accounts of contributors (beneficiaries) in the UAPF as of February 1, 2026, was 12.73 million, of which 11.30 million were of CPC), 766.40 thousand were of COPC, and 469.08 thousand were of VPC. Во исполнение задач, поставленных Главой государства на Диалог‑платформе сельских акимов для разработки конкретных предложений по приданию нового импульса сельской экономики, Министерство национальной экономики подготовило проект приказа о внесении изменений в Правила микрокредитования и лизинга в сельских населённых пунктах и малых городах (приказ от 16 июня 2025 года № 53).Предлагаемые изменения позволят расширить доступ сельских предпринимателей к финансированию и снизить барьеры при получении займов. В частности, предусматривается внедрение механизма гарантирования микрокредитов и лизинга для заёмщиков, не имеющих достаточного залогового обеспечения. With expanded opportunities for managing pension savings, citizens have the right, in accordance with the Social Code of the Republic of Kazakhstan, to transfer a portion of their savings from the trust management of the National Bank of the Republic of Kazakhstan (NBRK) to investment portfolio managers (IPMs), transfer funds from one IPM to another, and return pension funds from IPM management back to the NBRK.Therefore, under current legislation, contributors have the right to reconsider previously made investment decisions based on their personal financial goals and preferences.In response to inquiries regarding the procedure for returning pension funds from IPM management to the NBRK, the UAPF explains the conditions and steps involved in making this decision.In accordance with paragraph 10, clause 1, Article 40, Chapter 5 of the Social Code of the Republic of Kazakhstan, contributors of co[pulsory pension contributions (CPC), individuals for whom employer’s compulsory pension contributions (ECPC), mandatory occupational pension contributions (COPC), voluntary pension contributions (VPC) have been transferred, and recipients of pension benefits from the Unified Accumulative Pension Fund (UAPF) have the right to submit an application to the Fund for the return of pension savings held in trust by an IPM to the trust management of the National Bank of the Republic of Kazakhstan no earlier than one year from the date of transfer of pension savings to the trust management of the IPM.If pension savings have been transferred to the trust management of the same IPM several times, the return of pension savings to the National Bank of the Republic of Kazakhstan is carried out no earlier than one year from the date of the initial transfer of pension savings to trust management.The procedure and timeframe for the transfer of pension assets from the trust management of an IPM to the trust management of the National Bank of the Republic of Kazakhstan are determined by the rules approved by the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market (ARDFM).[1] The procedure for transferring pension savings from IPM trust management to the management of the National Bank of the Republic of Kazakhstan: Если вкладчик принял решение вернуть пенсионные накопления из IPM в НБРК, то он подает заявление в ЕНПФ по форме, установленной внутренними документами ЕНПФ, путем личного обращения или посредством интернет-ресурса ЕНПФ, подписанное электронной цифровой подписью. В случае подачи вкладчиком заявления на возврат пенсионных накоплений из доверительного управления IPM под управление НБРК Фонд осуществляет передачу средств в течение 30 календарных дней с даты получения данного заявления.If a contributor decides to return pension savings from the IPM to the NBRK, they submit an application to the UAPF using the form established by the UAPF's internal documents, either in person or through the UAPF website, signed with an electronic digital signature. If a contributor submits an application to return pension savings from the IPM's trust management to the NBRK's, the Fund will transfer the funds within 30 calendar days of receiving the application. In some cases, the return of pension savings from the IPM trust management to the NBRK management is carried out automatically (without the mandatory requirement of submitting an application for the return of pension savings from the IPM trust management to the NBRK management):within 10 business days - until reaching retirement age;within 2 business days from the date of receipt of an application for the appointment of pension benefits in connection with the death of a person with pension savings in the UAPF (for burial, to heirs), or a court decision that has entered into legal force, as well as in other cases stipulated by the Social Code of the Republic of Kazakhstan: for example, upon receipt of an application for the payment of pension savings from persons with disabilities of the first and second groups, if the disability is established indefinitely; the established package of documents from persons who have left for permanent residence outside of Kazakhstan, etc.within 10 business days from the date of termination of the trust management agreement for pension assets with the IPM, if the contributor has not exercised the right to transfer pension savings to trust management of another IPM. The Fund notifies the IPM of the upcoming transfer of assets no later than 10 working days before the date of transfer of pension assets, except in cases related to the death of the contributor, a court decision that has entered into legal force, and other grounds provided for by law.[2]. The UAPF has the right to refuse the return of pension savings within 5 working days from the date of receipt of the corresponding application for return in the following cases:the contributor's identity document is invalid on the date of application;the application is submitted earlier than one year after the initial transfer of pension assets from the NBRK management to the IPM management (except in cases related to reaching retirement age, the contributor's death, a final court decision, termination of the trust management agreement with the IPM, and other grounds provided for by law[3]). Refunds from IPM trust management to the National Bank of the Republic of Kazakhstan (NBRK) are made in the amount specified in the application for the return of pension savings. Upon receipt of a payment order for the return of the contributor's pension savings from the UAPF, the IPM custodian bank transfers the contributor's pension savings to the UAPF account at the NBRK within one business day. UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits. New Public Services in Land Relations Available Online via the Unified State Real Estate Cadastre (USREC) 27.02.2026
Since January 2026, three public services in the field of land relations have been automated in the Republic of Kazakhstan. According to the State Corporation “Government for Citizens,” the following services are now available online: changing the designated purpose of a land plot, extending the lease term of a land plot, and purchasing a land plot into private ownership.The service for changing the designated purpose of a land plot allows applicants to submit an online request when a modification of the land use category is required, including cases where a land plot designated for agricultural use is intended for construction purposes.The service for extending the lease term enables lessees to submit an application electronically no later than 90 calendar days prior to the expiration of the lease agreement.In addition, the procedure for purchasing a land plot into private ownership has been digitized. The acquisition may be completed online either as a one-time payment or by installment, in accordance with the established procedure.The services are provided through the integration of the Unified State Real Estate Cadastre (USREC), the e-government portal, and local executive bodies. Kazakhstan and the University of Liège Expand Cooperation in Science, Innovation and Space Technologies 27.02.2026
Liege, 26 February 2026 – Ambassador of Kazakhstan to Belgium Roman Vassilenko met with the Rector of the University of Liège (ULiège), Anne-Sophie Nyssen, and Vice-Rector for Education and Student Life Frédéric Schoenaers. The parties discussed the current state and prospects for expanding cooperation in higher education, research, and innovation.The Ambassador emphasized that Kazakhstan is steadily strengthening its role as a regional educational and research hub in Central Asia. The country hosts numerous international academic centers and is actively developing double-degree programs and strategic partnerships with leading global universities. Special attention is given to applied research, digitalization, artificial intelligence, and technology transfer.The parties expressed interest in expanding cooperation in high-technology and research-intensive fields. In particular, discussions focused on potential collaboration with the Centre Spatial de Liège (CSL), including training and internships for Kazakh engineers and researchers, as well as joint projects in spacecraft component testing, Earth observation, and satellite communication systems.Opportunities for cooperation with the STAR Institute (Space Sciences, Technologies and Astrophysics Research) were also explored, particularly in space sciences, astrophysics, satellite data processing, and joint R&D in space optics and instrumentation.In addition, prospects for collaboration with the TERRA platform at Gembloux Agro-Bio Tech were discussed in the fields of agronomy, bioengineering, agroecology, and precision agriculture. Kazakhstan expressed interest in joint research on climate-resilient agriculture, digitalization of the agro-industrial sector, and the launch of joint Master’s and PhD programs.At the end of the meeting, information was also presented on the large-scale political and institutional reforms being implemented in Kazakhstan. Comprehensive modernization efforts are underway to strengthen the rule of law, enhance citizen participation in decision-making, and improve the efficiency of public institutions.A key milestone will be the national referendum scheduled for 15 March 2026, at which citizens will vote on the draft of a new Constitution of the Republic of Kazakhstan. The proposed amendments are systemic in nature and aimed at reinforcing the principles of a rule-of-law state and sustainable development.Following the meeting, both sides reaffirmed their readiness to deepen partnership through the development of double-degree programs, expansion of academic mobility, establishment of joint laboratories and research projects, and participation of ULiège in upcoming bilateral academic initiatives.Background: founded in 1817, the University of Liège is one of Belgium’s oldest and leading research universities. It comprises 11 faculties covering engineering, natural sciences, medicine, humanities, and social sciences. ULiège hosts approximately 27,000 students and employs around 5,700 academic and research staff.The University has strong expertise in engineering, space technologies, and astrophysics, including participation in European Space Agency projects through the Centre Spatial de Liège and the STAR Institute. A major strength is agro- and bioengineering at the Gembloux Agro-Bio Tech campus, where research in agronomy, sustainable agriculture, agroecology, and precision farming is actively developed. ULiège is also actively involved in international research consortia and EU programs.Currently, eight students from Kazakhstan, including one PhD candidate, are enrolled at ULiège, and one Kazakh national is employed as a staff member.
