Legislative basis.The procedure for suspending spending operations on the payer's bank accounts is regulated by Article 125 of the Code of the Republic of Kazakhstan "On Customs Regulation in the Republic of Kazakhstan".2. Suspension of spending operations on the payer's bank accounts is carried out in the following cases::1) non–payment of arrears in customs payments, taxes, special, anti-dumping, countervailing duties, penalties, interest - within ten working days following the day of delivery of the notification of repayment of arrears in customs payments, taxes, special, anti-dumping, countervailing duties, penalties, interest;2) failure to comply with the notification of elimination of violations – within five working days from the date of expiry of the deadline for the execution of the notification of elimination of violations, with the exception of the case provided for in paragraph 3-5 of Article 417 of this Code.;3) unjustified refusal of access of officials specified in the first part of paragraph 4 of Article 420 of this Code to the facility of the person being checked, except in cases of refusal of access to the facility of the person being checked, provided for in paragraph 3 of Article 420 of this Code – within five working days from the date of drawing up the protocol on refusal of access of officials;4) the return by the postal or other communication organization of the notification sent on the elimination of violations, notification of the results of the inspection and (or) notification of unpaid amounts of customs duties, taxes, penalties, interest due to the absence of the payer at the location indicated in the registration data – within five working days from the date of refund policy.3. The opening of a railway station took place in the village of Saksaulsk, Aral District. Today, residents of Altai District contacted the district Maslikhat deputies to express their concerns about the long queues for mandatory medical examinations at the Psychoneurological Dispensary.On the same day, we visited the facility to assess the situation firsthand and speak directly with the residents.Unfortunately, the problem is real. Residents explained that they are forced to join the queue several days in advance, while some even arrive at the medical facility during the night out of concern that they will not be able to complete the required medical examination within the established timeframe. This situation has understandably caused public dissatisfaction, and these concerns cannot be considered unfounded.During our visit, we met with Yuri Viktorovich Dolgov, Director of the Altai District Psychiatric Dispensary, and discussed the current situation. According to him, the facility's existing capacity does not allow it to accommodate all applicants within a short period, which has resulted in the formation of long queues.Recognizing the seriousness of the issue, the deputies prepared and submitted official inquiries to the East Kazakhstan Region Health Department and the East Kazakhstan Region Police Department. From July 26 to 30, a delegation from the National Association of Oilseed Processors (NAOP) of Kazakhstan visited the production site of Henan Huatai Cereals and Oilseeds Machinery Co. (Huatai), located in Huaxian County, Henan Province (PRC). Huatai is one of the largest manufacturers of equipment for the oil processing industry. The visit took place within the framework of a memorandum of cooperation concluded between NAOP and Huatai.The delegation included representatives of NAOP, nine oil processing enterprises – members of the Association, as well as leading scientific organizations of Kazakhstan: S. The volume of pension savings of Kazakhstanis in the UAPF reached KZT 28.09 trillion as of July 1, 2026, an increase of KZT 4.08 trillion, or 17.0%, over the past 12 months.Compulsory pension contributions (CPC) account for the largest share of pension savings. Their volume as of the reporting date amounted to KZT 26.15 trillion, an increase of KZT 3.30 trillion, or 14.4%, over the past 12 months.Pension savings formed through compulsory occupational pension contributions (COPC) amounted to KZT 756.08 billion, an increase of 10.7% over the past 12 months. Voluntary pension contributions (VPC) also continue to grow: as of July 1, 2026, they amounted to KZT 10.31 billion, representing an 18.1% increase over the 12 months.Positive momentum also continues for pension savings formed through employer’s compulsory pension contributions (ECPC), which have been transferred to contributors' (beneficiaries') pension accounts since January 1, 2024. As of July 1, 2026, their value reached KZT 1,175.22 billion, 2.5 times higher than last year. IncomeThe total savings volume is provided by pension contributions and investment income. In the first six months of 2026, KZT1,811.42 billion in contributions were received into individual and conditional pension accounts, an increase of 15.0% (or KZT 235.96 billion) compared to the same period last year.Individual pension savings accounts (IPSAs) for the purpose of accounting for compulsory pension contributions (CPCs) received KZT 1,390.48 billion as of July 1, 2026 (an increase of 7.4% compared to the same period last year), 75.43 billion tenge in COPC IPSAs (an increase of 11.1%), and KZT 1.04 billion in VPCs. ECPC since the beginning of the year as of July 1, 2026, amounted to KZT 344.47 billion.Net investment income received by depositors since the beginning of the year as of July 1, 2026, exceeded KZT 1,151.22 billion.Benefits and transfersBenefit payments for all types of contributions and transfers to insurance organizations from the UAPF for January-May 2026 reached KZT932.09 billion.The volume of old-age payments amounted to KZT146.63 billion. A sum of KZT292.78 billion was transferred to insurance organizations. Number of IPSAsThe total number of pension accounts in the UAPF as of July 1, 2026, was 18.78 million (an increase of 1.11 million or 6.3% over the 12 months). The number of individual pension account contributors (recipients) in the UAPF as of July 1, 2026, was 12.80 million, of which 11.36 million were of CPC, 786.27 thousand were of COPC, and 462.40 thousand were of VPC. It should be noted that the total number of accounts for CPC recording (11.36 million) also includes accounts of beneficiaries who have permanently resided outside the country but have not applied for their savings, deceased contributors whose heirs have not formalized the inheritance of their pension savings, military personnel who transferred to full state pension provision in 2016, and other categories of contributors (beneficiaries) whose accounts should not receive contributions under Kazakhstani law.The number of notional pension accounts in the UAPF recording information on received ECPC totaled 5.97 million. All up-to-date statistical data on pension assets is available on the enpf.kz website in the "Statistics and Analytics" section.   UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. New York, 13 July 2026 - The Permanent Representative of the Republic of Kazakhstan to the United Nations Ambassador Kairat Umarov took part in the Trade Over Aid Forum, organized by the Permanent Mission of the United States to the United Nations on the margins of the UN High-Level Political Forum on Sustainable Development.The event brought together representatives of UN Member States, the United Nations system, international organizations, and the business community to discuss modern approaches to sustainable economic development through the expansion of trade, investment, and entrepreneurship.Participants exchanged views on ways to foster a favorable investment climate, advance market-oriented reforms, strengthen public-private partnerships, and promote direct engagement between governments and the private sector.Speaking at the regional session Ambassador Umarov highlighted Kazakhstan’s ongoing political and economic reforms aimed at strengthening the rule of law, improving the investment climate and creating favorable conditions for doing business.He noted that more than 600 American companies currently operate successfully in Kazakhstan, reflecting the strong confidence of the international business community in the country as a stable, reliable and predictable partner.Ambassador Umarov also underscored the important role of the C5+1 format in advancing cooperation between the Central Asian countries and the United States in such areas as trade, investment, transport connectivity, digital transformation and energy.In this context, he referred to the historic meeting of the leaders of Central Asia and the United States held in Washington, D.C., in November 2025, which gave fresh impetus to the development of strategic partnership and practical economic cooperation.Particular attention was given to the establishment in Almaty of the United Nations Regional Centre for the Sustainable Development Goals for Central Asia and Afghanistan.Ambassador Umarov noted that the Centre could serve as a practical platform bringing together the Governments of the region, the United Nations system, international financial institutions and the private sector.He reaffirmed Kazakhstan’s commitment to an open economy, mutually beneficial cooperation and stronger regional connectivity, and expressed the country’s readiness to work with international partners to translate existing opportunities into concrete projects and tangible results.Background: The Trade Over Aid initiative was launched by the United States to promote an international development model based on expanded trade, foreign direct investment, joint ventures and other forms of mutually beneficial economic cooperation.The initiative is based on the understanding that long-term economic growth and sustainable self-reliance are best achieved through an enabling environment for entrepreneurship, market-oriented reforms and active private-sector participation. New York, July 14, 2026 - The official opening ceremony of an exhibition dedicated to volunteerism in the member states of the Conference on Interaction and Confidence-Building Measures in Asia (CICA) took place at the United Nations Headquarters. The event was organized by the Permanent Mission of Kazakhstan to the UN, the CICA Secretariat, and Azerbaijan, in cooperation with the United Nations Volunteers (UNV) programme. The exhibition marks the International Year of Volunteers for Sustainable Development (2026), which was proclaimed by the UN General Assembly at the initiative of President Kassym-Jomart Tokayev.Opening the ceremony, Ambassador Kairat Umarov, Permanent Representative of Kazakhstan to the UN, emphasized that the exhibition reflects the region’s deep commitment to solidarity and youth leadership. He noted that the selfless efforts and solidarity of volunteers on the ground make a vital contribution to advancing the Sustainable Development Goals, ranging from climate action to supporting vulnerable populations.Welcoming remarks were also delivered by CICA Secretary General Kairat Sarybay, who highlighted the crucial role of volunteerism in strengthening the organization’s human dimension and deepening trust across the Asian continent, and Indira Hajiyeva, Deputy Minister of Youth and Sports of Azerbaijan, who emphasized the growing potential of civic engagement among the younger generation.On display at the UN Headquarters, the exhibition brings together photographs from various CICA member states. Images from Kazakhstan illustrate the work of the "Taza Qazaqstan" (Clean Kazakhstan) ecological movement and saxaul planting on the dry bed of the Aral Sea. Azerbaijan presented projects from its historical and cultural heritage restoration program, alongside volunteer initiatives from the COP29 climate conference in Baku. Photos from Bangladesh and Russia capture flood relief efforts and animal protection, while images from Cambodia depict landmine clearance.
