The Compulsory Enforcement Committee uncovered violations amounting to 4.4 billion tenge. 13.10.2025
During monitoring, the Committee for Compulsory Enforcement of the Ministry of Justice of the Republic of Kazakhstan identified violations in 42,000 enforcement proceedings totaling 4.4 billion tenge, where funds received by creditors were unreasonably withheld.Following the Committee's intervention, violated rights were restored in 34,000 enforcement proceedings totaling 2.4 billion tenge. This included securing the collection of approximately 279 million tenge for the state, accounting for 81% of the total number of violations identified.For these violations, 699 private enforcement officers were subject to various types of disciplinary action.The analysis revealed that in most cases, the violations arose due to improper application of the law, where bailiffs withheld payment for their services from the seized funds. This practice contradicts the law, which allows a collection order to be issued only once and strictly within the amount of the debt. To prevent similar violations in the future, the Committee has begun work to automate the process of transferring funds to creditors. New functionality (similar to online banking) is being developed in the AIS OIP system, allowing for the transfer of funds through the infrastructure of JSC Kazpost.This will ensure timely and targeted transfers directly to creditors, as well as transparency in the movement of funds, eliminating human error and delays.Separately, work is underway to legislatively establish the deadlines for transferring funds to creditors as part of the draft law "On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on Improving Enforcement Proceedings," which is currently under consideration by the Majilis of Parliament.In turn, the Committee will continue to work to prevent the risks of unjustified infringement of the legitimate interests of parties to enforcement proceedings.Source : https://www.gov.kz/memleket/entities/adilet-sko/press/news/details/1069573?lang=kk
The regional competition "Kitap oku koshbasshysy – 2025" was held 13.10.2025
At the initiative of the Saken Seifullin Central Library of the Zhetysu region, the regional competition "Kitap oku koshbasshysy – 2025" ("Leader in Book Reading – 2025") was held among the libraries of the region. The purpose of the competition was to widely promote Kazakh children's literature, increase interest in reading, and foster a culture of reading.Thirteen students aged 12–13 from district and city schools, skilled in the art of expressive reading, participated in the competition.The competition consisted of three stages:Stage I – writing a short composition or essay using 10 words related to the nature of Zhetysu.Stage II – participants were given two excerpts from literary works and had to identify the works they were taken from.Stage III – a task called "Caravan of Questions", in which participants selected hidden cells containing 5 questions each based on the works of 10 different authors. The panel of judges included Zhetysu poets, writers, and journalists: Esbolat Aydabosyn, Madi Alzhanbai, Aidyn Kalimkhan, Kazakh language and literature teacher Anar Dospaiqyzy from Secondary School-Lyceum No. 18 named after Baktibai Zholbarysuly, and Deputy Director of the Saken Seifullin Central Library, Madina Baimendinova.Based on the results of the competition:First place diploma and valuable prizes were awarded to Aisha Altynbek, a student of Abai Secondary School in the village of Almaly, Karatal district.Second place diploma – Enlik Saulebai, a student of the secondary school named after Nikolai Ostrovsky, Sarkand district.Third place diploma – Ulzhan Zhanarkyzy, a student of the secondary school named after Kabylisa Zhyrau in the village of Kainarly, Eskeldi district.All participants and their mentors received letters of appreciation and special recognition awards. An organization (school, hospital, akimat) determines exactly what it needs: food, medicines, equipment, repair services, or construction. These needs are included in the annual procurement plan, which is published in the system. Purchase Announcement When the time comes, the customer places an ad on the public procurement portal. It specifies: the subject of the purchase, the terms of participation, and the deadline for submitting applications. From now on, any company or sole proprietor can review the documents and prepare for participation. Acceptance and consideration of applications Suppliers submit their proposals electronically. Applications are reviewed by the commission or the system automatically (depending on the purchase method). In September 2025, the first stage of the "Reading Nation" project—a large-scale intellectual and educational initiative designed to foster a sustainable reading culture in Kazakhstan—was successfully completed in the Karaganda and Kostanay regions and the city of Shymkent. The main goal is to cultivate the habit of regular reading, starting from childhood, to develop critical and analytical thinking, and to popularize books as a key source of knowledge. The initiative is being implemented within the framework of the concept of the President of the Republic of Kazakhstan, Kassym-Jomart Kemelevich Tokayev, announced at the 3rd meeting of the National Kurultai, and sets an ambitious goal: to make Kazakhstan one of the top ten most well-read countries in the world. Over the course of a month, 189,221 participants registered to participate in the project in three regions: Karaganda region - 67,438 participants, Kostanay region - 55,281 participants, Shymkent city - 66,502 participants. Among them: 87,157 schoolchildren in grades 6–10, 34,038 teachers, 2,388 civil servants from local executive bodies, as well as 36,553 family dynasties, and 29,085 college and university students. Participants compete in six categories: Reading School, Reading Teacher, Reading Dynasty, Reading College, Reading University, and Reading Civil Servant. In the second stage, each participant will be required to read 15 books from specially selected lists compiled by experts based on their age and interests. The focus is on fostering patriotism, responsibility, and critical thinking. The lists include works from the national vote "100 Popular Books of Kazakhstani Literature," international bestsellers, and works of world and domestic classics reflecting the national cultural heritage and values. The project is implemented within the framework of the concept expressed by the President of the Republic of Kazakhstan Kassym-Jomart Tokayev at the III session of the National Congress and aims to place Kazakhstan among the top ten countries in the world with the highest book reading rates. Within a month, 189,221 people from 3 regions applied to participate. 67,438 participants registered in Karaganda region, 55,281 citizens applied in Kostanay region, and 66,502 applications were received from Shymkent city. Including 87,157 students in grades 6-10, 14,049 teachers, 2,388 local government employees, as well as 36,553 families, and 29,085 college and university students. The Head of State highly appreciated the potential of integration in the energy sector. – Thanks to the trilateral gas union of Russia, Kazakhstan and Uzbekistan, a new energy system is being formed in the region. This will reliably provide the population and industry with blue fuel. I would like to specially emphasize the importance of the Caspian Pipeline Consortium. Last year, about 63 million tons of domestic oil were transported through this line. I would like to thank you, dear Vladimir Vladimirovich, for deeply understanding this problem and taking concrete measures. At the same time, we note that the eastern branch is also becoming increasingly relevant. Kazakhstan plays an important role in transporting Russian oil to China. Up to 10 million tons of oil are delivered through us per year. However, the volume of oil transported last year exceeded this figure. Judging by the growth in transit rates, there is an opportunity to increase its volume. A few days ago, an important document on cooperation in the gas sector was signed between Kazakhstan and Russia in St. Petersburg, - said Kassym-Jomart Tokayev. ✔️The President noted that cooperation with Russia in the field of nuclear energy has gained momentum in recent years. ✔️The President shared his thoughts on a number of topical areas of bilateral and multilateral cooperation between the region and Russia. He focused on the development of trade and industrial relations as the first priority. – At the first summit, we agreed to work towards creating a new model of economic cooperation. The Joint Action Plan to be adopted today includes more than 50 measures. This is a very valuable document. Therefore, it is necessary to make every effort to implement it in a timely manner. The trade volume of the Central Asian countries with Russia accounts for one third of the total trade turnover. According to the results of last year, this figure increased by 20 percent and exceeded $50 billion. More than half of this volume belongs to trade between Kazakhstan and Russia. Last year, its volume reached $28 billion. Russia has become one of the largest investors in the Kazakh economy. The investment volume exceeded $26 billion. Last year alone, the flow of direct investment from Russia increased by 33 percent and increased by more than $4 billion. This was made possible by the rapid development of industrial cooperation. 114 investment projects worth a total of $21 billion have been implemented. Currently, work is underway on 33 projects. The investment volume is more than $4.5 billion, - said the Head of State. ✔️According to Kassym-Jomart Tokayev, the parties support the elimination of trade barriers, the revitalization of mutual trade, and the expansion of the nomenclature of commodity turnover. – The creation of a border trade zone, regular holding of border regional forums, business forums, exhibitions and fairs, and the development of an electronic trading platform will contribute to solving these problems. 🔹 A festive concert on the theme "Friendship of Peoples - the Treasure of the People" was held in the Friendship House of Shymkent as part of the 30th anniversary of the Assembly of the People of Kazakhstan. The goal of the event, which was organized by the city's Iranian ethnocultural association, is to strengthen the unity of the country and maintain social harmony based on promoting friendship between ethnic groups by presenting the national culture and art of representatives of ethnocultural associations to the public. 🔹The festive concert was attended by city residents, members of city ethnocultural associations, and employees of the "Social Agreement" institution of the Shymkent Department of Internal Policy and Youth Affairs. 🔹In his speech, the head of the city's "Public Accord" institution, Nurken Alimkulov, congratulated the participants and spoke about the role of the Assembly of the People of Kazakhstan in strengthening the unity of the country and preserving the values of peace and public harmony. – Our main value is unity and mutual respect.
