A press conference dedicated to the new Tax Code, which will enter into force on January 1, 2026, was held at the site of the Regional Communications Service of the East Kazakhstan Region. Sairankan Kabysh, Deputy Head of the State Revenue Department of East Kazakhstan Region, noted that the new Code introduces large-scale changes to the taxation system, including new rules for tax payment and measures for debt collection. Gulmira Sabralimova, head of the Office of Advocacy and Contact Center, spoke about the introduction of a progressive scale of individual income tax. Income up to 8,500 MCI (33.4 million tenge per year) will be taxed at a rate of 10%, while income exceeding this amount will be taxed at a rate of 15%. She stressed that this measure would increase tax fairness and reduce the burden on low-income citizens. In addition, the standard deduction has been increased from 14 to 30 MCI, and the deduction for disabled persons of groups I–II has been increased to 5,000 MCI. Azamat Zhakiyanov, Head of the Debt Management Department, focused on debt collection measures. According to him, property can be seized if the debt exceeds 45 MCI, and a restriction on travel abroad can be imposed for a debt over 27,000 MCI. At the same time, for businesses facing temporary difficulties, the possibility of deferral and installments is provided without the need for collateral.The launch of an Integrated Tax Administration System was announced. On 8-17 September, 2025, professional development courses for preschool educators were held in Ust-Kamenogorsk city. The courses were organized by the Institute for Early Childhood Development of the Ministry of Education of the Republic of Kazakhstan and Örken East Kazakhstan Regional Scientific and Methodological Center for Informatization and Education Development of Education Administration of East Kazakhstan region.                                            A total of 120 preschool educators from across the region participated in the training courses and enhanced their professional competencies.During the theoretical part of the course, the participants attended lectures delivered by experts from the Institute for Early Childhood Development. Practical workshops were hosted by Specialized Valeological School Complex for Gifted Children of Education Administration of East Kazakhstan region, Balapan Kindergarten-Nursery No. 1, Balbobek Kindergarten-Nursery No. 1, Rakhat Kindergarten-Nursery No. 15 of Education Department of Ust-Kamenogorsk city of Education Administration of East Kazakhstan region. These workshops featured master classes, demonstrations of organized educational activities, and experience-sharing among educators. Currently, the entire public procurement process (from planning to payment) is carried out electronically on the web portal www.goszakup.gov.kz . This ensured full automation of all business processes.The electronic format covers all procedures: procurement, conclusion and registration of contracts, use of electronic bank guarantees, registration of acts of delivery of goods, performance of works and provision of services, electronic invoices and invoices for payment.The wide integration of the web portal with the information systems of government agencies makes it possible to automatically check potential suppliers for compliance with qualification requirements, the presence or absence of tax and court debts, as well as participation in the register of unscrupulous suppliers. This significantly increased transparency and eliminated the human factor in decision-making.According to an international study by Global Data Barometer, Kazakhstan's procurement system ranks 3rd in the world in terms of accessibility and transparency.Since January 1, 2025, the new Law of the Republic of Kazakhstan "On Public Procurement" has been put into effect. One of its goals was to create a Single procurement platform that unites all types of regulated procurement: public procurement, procurement of quasi-public sector entities, procurement of the National Welfare Fund, as well as procurement of catering for educational institutions and others.The unified procurement platform was created on the basis of JSC "Center for Electronic Finance" and integrated with existing systems goszakup.gov.kz , zakup.sk .kz and mitwork.kz . Strengthening Interparliamentary Dialogue Between Kazakhstan and Greece Discussed in Athens 13.10.2025
Athens, September 17, 2025 – The Ambassador of the Republic of Kazakhstan to the Hellenic Republic, H.E. Timur Sultangozhin, held a meeting with Mr.Evangelos Syrigos, Member of the Hellenic Parliament and Co-Chair of the Kazakhstan–Greece Parliamentary Friendship Group.During the conversation, the parties discussed the current state and prospects of Kazakh-Greek cooperation, including in the context of the visit of the Greek parliamentary delegation to Astana in June of this year. Registration at outpatients` clinic can be made online via eGov.kz and eGov Mobile 13.10.2025
The annual campaign for registration at medical organizations in Kazakhstan will take place from September 1 to November 1. During this period, citizens may change their outpatients` clinic. The procedure is available fully online through the eGov.kz portal or the eGov Mobile application, eliminating the need to visit a medical institution in person.The service enables attachment to an outpatients` clinic, selection of a primary care doctor, and access to information about the assigned medical service area number. The results of the campaign take effect on January 1 of the following calendar year. De-registration from the previous medical organization is carried out automatically once the new application has been confirmed.Citizens may also change their medical organization outside the campaign period in the event of relocation to another settlement, change of employment or place of study, or in cases of reorganization or closure of an outpatients` clinic. Outside the campaign period, citizens are allowed to do this once per year.To use the service on the eGov.kz portal, the user needs to:log in to the eGov.kz portal or the eGov Mobile application and go to the "Healthcare" section;select the service "Registration at an outpatients` clinic" and fill-in all the required fields;sign an application using one of the available signing methods;in your personal account (in "History of Obtained Services" section) familiarize with a notification on application processing status, which will be sent within the specified time.To use the service in the eGov Mobile application, the user needs to:log in to the eGov Mobile application and go to the "eGov Public Services" – "Healthcare" section;select the service “Registration at a primary healthcare organization” and fill-in all the required information;  sign the service using one of the available signing methods;check the application status in the “Service History” section.The high demand for the service is confirmed by usage statistics. In 2024, the service was used more than 3.6 million times, of which 2,905,013 applications were submitted via the eGov.kz portal and 722,198 through the eGov Mobile application. In 2025 (as of July inclusive), 1,135,628 applications have already been submitted through the portal and 1,046,354 through the mobile application.The peak activity is traditionally recorded during the campaign period. Obtaining a permit for technical inspection has become easier: the service for issuing permits to operators is now fully automated and available on the elicense.kz portal. It only takes an online application.Technical inspection is a mandatory requirement for all the vehicles registered and operating on the territory of Kazakhstan. This rule also applies to foreign vehicles and trailers to ensure safety on public roads.Previously, inspection operators only needed to submit a notification on the commencement or termination of their activities to start work. However, recent legislation requires obtaining an official permit, which is issued by the territorial bodies of the Motor Transport and Transport Control Committee under the Ministry of Transport of the Republic of Kazakhstan.To get the service, the user needs to:sign in to the elicense.kz portal and go to the «Transport» - «Permits» section;select the service «Issuance of a permit for the technical inspection operator» and fill-in the relevant information;mark the required subtypes of activity;fill-in the required data;sign an application using one of the available signing methods.To obtain the permit, the operator must attach an education certificate or a technical inspection specialist certificate, an identity document, information about the equipment, and 10 photos of the building’s interior and exterior. Today, Kyzylorda Region Akim Nurlybek Nalibayev held an emergency meeting on child road safety. Representatives of law enforcement agencies, heads of regional departments and agencies, and city and district akims participated.The regional Akim sharply criticized the accident involving a private kindergarten vehicle due to inadequate coordination between the heads of the responsible departments and ordered appropriate action.«I have previously issued multiple instructions to city and district akims, the police department, and the education department regarding transportation at private and public kindergartens and schools, as well as child road safety. However, this work has still not been properly organized.The violations that occur during transportation at private kindergartens indicate insufficient police oversight.We must strengthen the work of the Operational Control Centers, especially the patrol police, opened in Kyzylorda and all districts, and keep the child safety situation under strict control!We urgently need to conduct a comprehensive inspection of the state of transportation at all educational institutions in our region, identify any non-compliant conditions, and take action.Strictly monitor road safety, including on the grounds of educational institutions, and conduct regular raids», - said N. Nalibayev.Head of the regional police department, Serik Ergeshov, noted that, according to an order approved by the Ministry of Internal Affairs, vehicles transporting children must have two doors, a restraint system, and a yellow flashing light with the inscription «Children Transported».During the investigation into the implementation of this order, administrative protocols were drawn up under Article 474 of the Criminal Procedure Code of the Republic of Kazakhstan against 29 legal entities, 75 vehicles were fined, and state registration plates were confiscated from 58 vehicles. Since the beginning of the year, approximately 800 administrative violations have been identified. Appropriate measures have been taken against drivers who violated transportation regulations. Kazakhstan plans to open ‘Islamic windows’ in its universal banks 13.10.2025
The new Banking Law is designed to create conditions for development of the Islamic finance.Madina Abylkassymova, Chairperson of the Agency for Regulation and Development of the Financial Market, made this statement at a presentation to the Majilis of Parliament of the draft laws ‘Banks and Banking Activities in the Republic of Kazakhstan’ and ‘Changes and Amendments to Certain Legislative Acts of the Republic of Kazakhstan on the Regulation and Development of the Financial Market.’ The draft laws were developed for the purpose to implement the 2024 and 2025 Addresses of the Head of State.Currently, Islamic banking in Kazakhstan is permitted only through establishment of a separate Islamic bank. Currently, two Islamic banks operate in Kazakhstan. these are foreign bank Abu Dhabi Commercial Bank and Kazakhstan-based bank Zaman Bank. Their aggregate assets and loan portfolio account for less than 0.5% of the banking system."The Draft Law provides for an opportunity to grant universal banks a right to conduct Islamic banking operations through 'Islamic windows' within their existing license. For this purpose, it is offered to use the 'Islamic window' model, which is broadly used in the UAE, Malaysia, Pakistan, Bahrain, Qatar, and Indonesia," said Madina Abylkasymova.It should be noted that the 'Islamic window' model allows banks to create specialized subdivisions within their structure offering the Islamic products without the need to establish a separate bank."Given specifics of the Islamic finance, the draft law provides for organizational separation of the Islamic activities, separate accounting and management of assets and liabilities, allocation of dedicated personnel, and mandatory presence of a Shariah compliance council that approves financial products and conducts audits," the Agency Head added.The new banking law takes into account technological changes, growing role of the banking sector in economic financing, increased competition, and involvement of new market participants, as well as issues of promoting the fintech and liberalizing the circulation of digital assets.Source : https://www.gov.kz/memleket/entities/ardfm/press/news/details/1069543?lang=kk

Nairobi, September 16, 2025 – Ambassador of the Republic of Kazakhstan to the Republic of Kenya, Permanent Representative of the Republic of Kazakhstan to the UN Office in Nairobi Barlybai Sadykov took part in the 171st meeting of the Committee of Permanent Representatives, which was held at the headquarters of the United Nations Environment Programme (UNEP) in Nairobi.Following the meeting, the Protocol of the 170th meeting of the Committee of Permanent Representatives and the report of the Chairman of the 12th annual meeting of the Subcommittee of the Committee of Permanent Representatives were adopted, the UNEP report on evaluation and audit was considered, and information was provided on preparations for the seventh session of the UN Environment Assembly (UNEA-7). Furthermore, the issue of developing a draft UNEP Medium-Term Strategy for 2026-2029 and the UNEP Work Programme and Budget for the period 2026-2027 was also discussed.During the meeting, UNEP Executive Director I.Andersen presented a report on key global, regional and national events held in the second quarter of 2025 to implement the UNEP Medium-Term Strategy (2022-2025) and the Programme of Work for 2024-2025. In addition, information was provided on the progress in implementing programmes and resolutions adopted following the 6th session of the UN Environment Assembly in 2024.Ambassador and Permanent Representative of the Republic of Kazakhstan to UNEP B.Sadykov, speaking during this meeting, noted the importance of the Program’s work for advancing the global environmental agenda and emphasized Kazakhstan’s commitment to the principles of multilateral diplomacy. In addition, the delegates were introduced to environmental initiatives of the Republic of Kazakhstan, such as holding the Regional Environmental Summit (RES) in Astana in 2026 and the creation of the SCO Center for Water Problems Study in Kazakhstan, put forward by the President of the Republic of Kazakhstan K.Tokayev.It was noted that, in order to implement the initiative to hold the RES, the delegation of Kazakhstan, together with UNEP, the United Nations Economic Commission for Europe, and the Regional Environment Centre for Central Asia, will hold an official side event on the sidelines of the 7th UNEA Assembly in December 8-12th, 2025 on the theme “Drying Seas and Lakes - A Global Catastrophe of the 21st Century: Regional Responses through the Cases of the Caspian and Aral Seas, and Experiences from Africa, the Americas, Europe, and Asia”.UNEP Member States agreed to take active steps to develop the Medium-Term Strategy for 2026-2029 and the Programme of Work and Budget for the period 2026-2027 for their approval at the UNEA-7 Assembly.Information: The Committee of Permanent Representatives is an intersessional subsidiary body of the UN Environment Assembly that regularly reviews the implementation of decisions of the UN Environment Assembly, guides the development of the Programme of Work and Budget and monitors their implementation, and oversees the work of the UNEP secretariat.
