Systematic work for the benefit of rural communities continues 12.12.2025
Today, District Akim Zhandos Erkinbek held another series of meetings with residents of the Zhanazhol, Iirkol, and Torebay bi rural districts, where he reported on the results of work carried out this year.Zhanazhol village is one of the district’s key settlements in the agricultural sector. The land fund of the rural district totals 5,406 hectares. This year, “Zhanazhol” LLP planted 3,100 hectares of rice and harvested 192,882 tons of produce. Due to these results, the farming enterprise received well-deserved recognition at the regional “Altyn Dan” festival and was awarded a first-degree diploma. In addition, one of the most significant achievements this year was the supply of natural gas to the village of Dur Ongar and the full provision of drinking water to the entire rural district.In Iirkol village, several infrastructure projects were also completed. The street-lighting project for Kazakhstan Street, worth 24.4 million tenge, has been fully implemented. The issue of drinking water has been resolved. Furthermore, this year two electricity-supply projects were completed. An innovation of the Order is the introduction of a threshold for classifying transactions on bank accounts of individuals as transactions that have signs of generating income from entrepreneurial activities. Previously, the criterion was based solely on the number of receipts from 100 or more different persons within three consecutive calendar months. The new version is supplemented by the following condition: the total amount of receipts for the same period must exceed 12 times the minimum wage effective on January 1 of the corresponding fiscal year. Для организаций социальной сферы вводятся ставки 5% в 2026 году и 10% - с 2027 года. Relationships arising between energy producing, transmitting, and supplying organizations and consumers of electric energy in the wholesale and retail markets are regulated by the Civil Code of the Republic of Kazakhstan and the legislation of the Republic of Kazakhstan in the electric power sector.Thus, in accordance with the Rules for the Use of Electric Energy, approved by Order No. 143 of the Minister of Energy of the Republic of Kazakhstan dated February 25, 2015 (hereinafter referred to as the Rules), technical specifications for connection to electric grids are issued to consumers based on an application in any form and a questionnaire accompanying the application for technical specifications for connection to electric grids in the form specified in Appendix 3 to the Rules.Technical specifications for connection of newly commissioned or reconstructed electrical installations are issued by the energy transmission or generating organization within 5 (five) business days (for technically simple facilities) and 10 (ten) business days (for technically complex facilities) from the receipt of the application from the consumer.It is important to note that energy companies, along with the technical specifications, provide consumers with a completed and signed act delineating the balance sheet ownership of the electrical networks and the operational responsibilities of the parties, along with a diagram of the consumer's connection.For the power supply of construction sites, consumers are provided with temporary technical specifications during the construction period.Technical specifications are issued if it is technically feasible to connect to the power transmission organization's electrical grid or the power generation organization's electrical installations.There is no fee for issuing or reissuing technical specifications.If the consumer disagrees with the requirements specified in the technical specifications, they can contact an expert organization for an independent energy assessment. Based on the energy assessment's conclusion that the requirements specified in the technical specifications are unfounded, the consumer resubmits an application in any format to the power transmission (or power generation) organization.In the event of repeated refusal to change the requirements specified in the technical specifications, the consumer may appeal the actions of the power transmission (power generation) organization in accordance with the procedure established by the civil legislation of the Republic of Kazakhstan.Subconsumers whose electrical installations are planned to be connected to consumers' electrical grids receive technical specifications from consumers (electric grid owners) and coordinate them with the power transmission (power generation) organization that issued the technical specifications to the consumer. Thresholds for minimum sufficiency of pension savings have been publishedfor 2026 Fulfilling the requirement of the Social Code, according to which the UAPF is required to post minimum sufficiency thresholds for pension savings calculated for the coming year in the media, as well as on its own Internet resource, no later than five working days after the official publication of the law on the republican budget for the next financial year. The year is 2026. It should be recalled that the minimum wage is the minimum amount of pension savings (formed from mandatory pension contributions) required to provide a depositor with a monthly pension of at least the minimum pension amount. This is the estimated amount of pension savings calculated based on current and projected socio-economic indicators, the size of the minimum pension, minimum wage, subsistence level, as well as inflation and investment profitability. New high-tech checkpoints "Kazygurt" and "Temir Baba" have been opened 12.12.2025
Two updated automobile checkpoints have been put into operation: Kazygurt on the border with Uzbekistan and Temir Baba on the border with Turkmenistan. The facilities were opened as part of the state program for the modernization of border infrastructure, which is being implemented on behalf of the President of Kazakhstan Kassym-Jomart Tokayev. The opening of the Kazygurt checkpoint was attended by Madi Takiev, Minister of Finance of the Republic of Kazakhstan, and Nuralkhan Kusherov, Akim of the Turkestan region.Madi Takiyev said that the modernization program covers a total of 9 checkpoints located on the borders with China, Uzbekistan and Turkmenistan. Work on a number of facilities, including Kaplanbek, Atameken, Kolzhat and Alakol, has already been completed, and by the end of the year it is planned to modernize the Tazhen, Maikapchagai and Bakhty facilities.The reconstruction was carried out without closing traffic and reducing capacity. For this purpose, a temporary traffic pattern was organized, which made it possible to avoid queues and maintain uninterrupted freight and passenger traffic.As a result of the introduction of new technologies, the border crossing time at the updated checkpoints has been reduced to 30 minutes, and the capacity has been increased to 1,000 vehicles per day. Already, the traffic flow through the upgraded checkpoints has increased 2.5 times.So, if in 2022 640 thousand cars crossed the border, now this figure has increased to 1.5 million. The upgraded Kazygurt checkpoint is a modern technological complex that meets international standards. An automatic vehicle registration system, modern scanning equipment, weight and size systems, as well as X-ray television installations, thermal imagers and radiation monitoring equipment have been introduced here. Traffic flows are separated for pedestrians, cars and trucks, which increases safety and convenience. Automated end-to-end corridors have been set up for trucks, allowing them to pass technical control without stopping.In parallel with the infrastructure upgrade, the Ministry of Finance of the Republic of Kazakhstan is actively working to digitalize customs procedures. The Keden Information System is being gradually implemented, which represents the transition to a fully integrated digital customs. The system has already automated work with express shipments, accounting of goods and virtual warehouses. A module for declaring goods and services based on artificial intelligence is currently being launched.
