Kazakhstan and Oman expand cooperation in the healthcare sector 26.11.2025
Muscat, November 25, 2025 – The Ambassador of the Republic of Kazakhstan to the Sultanate of Oman Aidarbek Tumatov held a meeting with the Minister of Health of the Sultanate of Oman, Hilal bin Ali Al Sabti.During the meeting, Ambassador Tumatov emphasized the importance of further strengthening bilateral cooperation in the field of healthcare. He noted that the number of Omani citizens choosing Kazakhstan for medical services, treatment, and sanatorium-based rehabilitation within the framework of medical tourism has been steadily increasing.Minister Hilal Bin Ali Al Sabti, in turn, expressed his interest in expanding the partnership between the two countries in the medical sphere. He warmly recalled his visit to Astana in 2017, during which he familiarized himself with the work of the capital’s cardiac center, highlighting the high professionalism of Kazakh surgeons and the impressive development of cardiac surgery in the country.The parties discussed prospects for cooperation in pharmaceutical production and the exchange of experience on the implementation of nuclear medicine systems, which use radioactive isotopes for disease diagnostics and treatment. Meeting at the Embassy with Kazakhstani Specialists Studying “Water Governance” in Hungary Within the Framework of a Dual Master’s Program 26.11.2025
Budapest, 20 November 2025 - The Embassy of Kazakhstan in Hungary hosted a meeting between Ambassador Abzal Saparbekuly and Kazakhstani master's and doctoral students participating in the dual degree program jointly implemented by the Kazakh University of Water Management and Irrigation and Corvinus University of Budapest.          The group includes employees of various government agencies of the Republic of Kazakhstan. The Kazakhstani specialists were accompanied by Professor Dr Márton Krasznai, Executive Director of the Central Asian Studies Centre at Corvinus University.          During the meeting, the parties discussed the development of water-related education, strengthening international cooperation, training specialists in the field of water governance, and promoting water diplomacy.          Ambassador Abzal Saparbekuly emphasised the importance of  participation of Kazakhstani students in European educational programs, noting that competencies in water resources management directly contribute to improving the effectiveness of Kazakhstan’s national water policy and expanding international cooperation.          It was also noted that the program aligns with the instruction of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, to strengthen the human capacity of the water sector, including the development of expertise in water diplomacy, international negotiation processes, and the management of transboundary basins.          Background: Under the dual degree program between the Kazakh University of Water Management and Irrigation and Corvinus University, 13 Kazakhstani master's students are studying water management, water diplomacy, and water governance - modern international approaches to sustainable water resources management.          The academic program develops skills in water policy analysis, strategic planning, and interstate cooperation in transboundary basins. Special attention is given to European water governance models, which rely on scientific data, regulatory instruments, institutional coordination, and stakeholder engagement.          Classes are conducted at Corvinus University of Budapest, one of Europe’s leading centers for training specialists in natural resources, water policy, and international water management. Students study: EU water governance models; international water law and transboundary agreements; mechanisms for preventing and resolving water conflicts; methods of open governance and stakeholder engagement; and tools for monitoring and evaluating water policy.          In addition, experts from the Ministry of Energy of Hungary and the national water company participated in the academic process, presenting practical case studies and modern institutional models of water systems management.          An important component of the program was practical training dedicated to the management of the Danube Basin — one of the most successful examples of international cooperation in the field of water resources. Dür Oңğar village of Karmakshy district connected to natural gas 25.11.2025
Today, with the participation of the Akim of the region, Nurlibek Nәlibaev, a ceremony was held to connect the village of Dür Oңğar in the Karmakshy district to natural gas. Deputies of the Senate and the Mazhilis of the Parliament — Ruslan Rüstemov, Murat Abenov, Murat Ergeshbayev — as well as respected elders and local residents attended the event.The regional governor congratulated the residents on the long-awaited development — the arrival of natural gas in the village.“The Head of State emphasized: The Government must significantly increase the number of gasified settlements and modernize 1,700 kilometers of gas pipelines. This will allow more than 300 thousand people to be supplied with natural gas,” he noted.At the end of 2021, the level of gasification in our region was 67%. Between 2022 and 2025, 77 projects worth 63.6 billion tenge were implemented. Last week, natural gas was supplied to the village of Shagan in the Syrdarya district, and an automated gas distribution station was launched in the Zhanakorgan district. Today, together with you, we are witnessing an event that will give a new impulse to the daily life and well-being of Dür Oңğar residents — the connection to natural gas. As a result of these works, the gasification level of the region will reach 83% this year.I congratulate all residents on the connection to natural gas! This is our common joy! Construction in our region is progressing actively: since 2022, about 200 social facilities have been built and are now serving the population.Between 2022 and 2024, more than 5,000 apartments were allocated to citizens registered on the waiting list. For the first time in the past two years, nearly 1,500 apartments have been built across all districts and distributed to residents.This year, 58 billion 785 million tenge were allocated from the budget for the construction of housing totaling 3,600 apartments. In the districts, 161 residential houses with 322 apartments are being built.In Karmakshy district, in 2023–2024, 103 residential houses with 207 apartments were purchased for 2 billion 848 million tenge and handed over to eligible citizens. The regional Akim, Nurlibek Nәlibaev, together with deputies of the Senate and Mazhilis of the Parliament of Kazakhstan and heads of law enforcement agencies, held a public reception at the “Rukhaniyat Center” in Karmakshy district to address citizens’ personal issues.“The implementation of the ‘Listening State’ concept, which ensures prompt and effective consideration of all constructive requests from citizens, is our shared responsibility.Only through continuous dialogue between the government and society can we build a harmonious state adapted to the current geopolitical environment,” the Head of State emphasized in his Address to the Nation.In recent years, personal receptions have become a tradition: during such meetings, necessary measures are taken regarding citizens’ concerns, and explanatory work is carried out. Заместитель Премьер-министра – министр национальной экономики РК Серик Жумангарин провел встречу с заместителем председателя Кабинета Министров Туркменистана Ходжамыратом Гельдимырадовым.Вице-премьер отметил, что Туркменистан является важным партнером Казахстана в Центральной Азии. За последние пять лет товарооборот увеличился в четыре раза; на протяжении последних двух лет взаимная торговля стабильно превышает $500 млн. Поставленная главами государств цель – довести товарооборот до $1 млрд – остается реалистичной и достижимой в среднесрочной перспективе.Отдельный блок переговоров был посвящен взаимной торговле сельхозпродукцией. За 9 месяцев 2025 г. казахстанский экспорт в Туркменистан составил $221,7 млн, в основном за счет поставок промышленной, сельскохозяйственной и переработанной продукции. В 2025 г. экспорт продолжил расти благодаря увеличению поставок муки, растительных масел и других переработанных товаров.Доля агропромышленных товаров в экспорте стабильно превышает 30%. Казахстан поставляет пшеничную муку, подсолнечное масло, пшеницу, макаронные изделия, маргарин, чайные концентраты.Серик Жумангарин предложил увеличить объемы поставок и расширить линейку агропромышленной продукции, включая пшеницу, кукурузу, чечевицу, горох, соевые бобы, подсолнечное масло, муку, сахар и другие виды продукции.Импорт из Туркменистана также растет: за 9 месяцев 2025 г. он достиг $141,9 млн. Помимо природного газа поставляются фрукты и овощи. В 2025 г. поставки томатов превысили 30 тыс. тонн и стали вторым по значимости товаром в структуре импорта из Туркменистана. «Мы заинтересованы, чтобы плодоовощная продукция присутствовала на нашем рынке. Все, что вы поставляете — томаты, фрукты, овощи – мы готовы принимать в рамках «зеленого коридора», — подчеркнул Серик Жумангарин.Особое внимание уделено развитию транспортно-логистических проектов. Ходжамырат Гельдимырадов сообщил о начале строительства сухого порта на границе с Гератом и предложил Казахстану присоединиться к проекту. Стороны также обсудили перспективы формирования транзитного коридора Казахстан – Туркменистан – Афганистан – Пакистан, включая строительство железнодорожной линии Герат – Тургунди. The medical tax deduction is applied in an amount not exceeding 118 times the monthly calculation index set for a calendar year. Объем казахстанских инвестиций в экономику Туркменистана превысил 120 млн долларов.Глава государства отметил поступательное расширение культурно-гуманитарных связей. “Updating and Conducting Special Training Courses for X-Ray Television System Operators” 25.11.2025
      From November 17 to 21, 2025, the Training-Methodical Center of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan conducted a specialized course on “Updating and Conducting Special Training Courses for X-Ray Television System Operators.” The training was held at the Center’s premises for employees of the territorial bodies of state revenues and officers of the Border Service of the National Security Committee of the Republic of Kazakhstan.      The main goal of the course was to improve the quality of control at border crossing points, ensuring the effective interaction of both equipment and operators. Special emphasis was placed on qualified analysis of scanned images produced by X-ray television systems (XTS) and on verifying the data contained in accompanying documents.       The course program included the following key modules:studying the operating principles of Rapiscan, Rapiscan DV, Smith-Heimann, and Heimann-container X-ray television systems;training exercises to develop visual perception and improve the detection of dangerous items (grenades, synthetic drugs, knives, improvised explosive devices) from various angles;profiling methods and identification of passengers who may pose a potential threat based on nonverbal indicators;detecting signs of concealed transport of weapons, explosives, ammunition, and preventing attempts of illegal movement of prohibited items and contraband.       For the training and testing of XTS operators, the program included the Simfox simulator, which enabled participants to improve the following skills:detection of weapons;identification of explosives and detonating devices;prevention of drug smuggling and other prohibited goods;accurate description and proper use of X-ray television systems.       As part of the practical training, participants underwent instruction at the “Auezhai-Astana” customs post using demonstration samples—mock-ups of narcotic substances, prohibited items, explosives, foreign currency, jewelry, and diamonds. The trainees demonstrated strong results, particularly in identifying explosive materials. The practical session was conducted in the format of active discussion and detailed analysis of X-ray images using Rapiscan equipment.       For the first time, the course included a specialized English-language module aimed at mastering industry-specific terminology and developing professional communication skills. Participants learned practical phrases for conducting inspection procedures, completing documentation, and interacting in an international environment.       The training program combined theoretical instruction with hands-on practice using modern equipment. The trainees studied in detail the operating principles of X-ray television systems, mastered image analysis techniques, and practiced detecting dangerous and prohibited items. Information on the Special Tax Regime (STR) for the Self-Employed 25.11.2025
The new Tax Code, aimed at supporting individuals with low incomes as well as those engaged in activity on an occasional basis without hiring employees (including individuals working through platform-based employment), introduces a Special Tax Regime (STR) for the self-employed.This STR may be applied by individuals (citizens of the Republic of Kazakhstan and kandas) who currently use the STR based on a patent, those using a special mobile application, those engaged in platform-based employment, as well as other individuals who meet the following criteria:are not individual entrepreneurs;do not use hired labor in their activities;engage in types of activities permitted for the application of this regime by Government Resolution;have income not exceeding 300 times the Monthly Calculated Index (MCI) per calendar month (1.3 million tenge in 2026).The fulfillment of obligations by individuals applying this regime is made as simple as possible in the following ways:They are exempt from registering as individual entrepreneurs.They are fully exempt from paying income tax (PIT rate of 0%).Their only obligation is the payment of social contributions amounting to 4% of income (1% each for pension contributions, mandatory professional pension contributions, social contributions, and compulsory medical insurance). This provides basic social guarantees, including pension coverage, medical care, and social insurance in case of insured events.They are exempt from submitting tax reports.For convenience and simplification of obligations, a special mobile application is provided, offering the ability to issue receipts for services rendered (no need to use a cash register), generate a monthly income register, and automatically calculate social payment obligations.For self-employed individuals working through platform-based employment, the withholding and remittance of social payments will be carried out by the online platform operator based on income received through the platform.Individuals operating in areas without public telecommunications networks fulfill their obligations by paying the required amount from their income for the month.The above advantages of this regime are aimed at legalizing the activities of the self-employed and ensuring social guarantees (access to pension, medical, and social protection).Source : https://www.gov.kz/memleket/entities/kgd-vko/press/news/details/1112044?lang=kk
Guardsmen in Karaganda Receive Keys to New Service Vehicles 25.11.2025
Military unit 5451 of the Regional Command “Ortalyq” of the National Guard of the Republic of Kazakhstan has received 17 brand-new service vehicles of domestic production. The official handover ceremony was attended by the Akim of Karaganda Region, Ermaganbet Bulekpaev, and the Commander of the Regional Command “Ortalyq,” Major General Sakentay Shekarbekov.The regional akim emphasized that the guardsmen serve as a reliable pillar of public security and uphold the principle of “Law and Order.” He personally handed over the keys to the new vehicles, noting the high level of public trust in the National Guard of the Ministry of Internal Affairs of Kazakhstan.Major General Sakentay Shekarbekov expressed gratitude to the regional leadership and the Main Command of the National Guard for the renewal of the vehicle fleet, highlighting that the new equipment will significantly enhance the efficiency of service and operational tasks.The personnel received Hyundai ELANTRA and Hyundai TUCSON vehicles, Toyota HILUX trucks, as well as four buses and heavy-duty equipment.
