Кредиты под 2,5%: как программа «Ауыл аманаты» помогает сельчанам повышать достаток 30.03.2025
Сельское хозяйство является одной из приоритетных отраслей в экономике страны. В сельской местности проживает 38% жителей Казахстана, это почти 7,6 млн. человек. Повышение доходов и создание новых рабочих мест являются приоритетными задачами государственной политики. В этой связи программа «Ауыл аманаты», запущенная в 2023 году по поручению Президента открывает возможности для многих людей начать, развивать свой бизнес, внести вклад в развитие своего региона. «Ауыл аманаты» – это уникальный проект, который входит в национальный проект «Сильные регионы – драйвер развития страны». Программа «Ауыл аманаты» направлена на поддержку жителей сельской местности и малых городов через предоставление льготных кредитов для развития предпринимательства, особенно в сферах животноводства и сельского хозяйства. Кредиты предоставляются под 2,5% годовых на срок до 5 лет, а для проектов в сфере животноводства — до 7 лет. Максимальная сумма займа составляет до 2,5 тыс. МРП, а для развития сельскохозяйственных кооперативов — до 8 тыс. МРП. В 2025 году на выдачу новых микрокредитов и создание 8,1 тыс. рабочих мест предусмотрено 50 млрд тенге. Планируется внедрение информационной системы микрокредитования, которая обеспечит прозрачность процедур, унификацию обработки заявок и детализированный мониторинг данных. Система будет интегрирована с государственными базами данных, что повысит эффективность работы программы и ускорит процесс подачи заявок и получения кредитов. В 2023-2024 г. на реализацию программы было выделено 120 млрд тенге из республиканского бюджета. Эти средства позволили выдать более 16,2 тыс. микрокредитов на сумму 107,9 млрд тенге, было создано 17,8 тыс. новых рабочих мест. С начала реализации программы в регионах создано более 540 сельскохозяйственных кооперативов, из которых 537 получили финансирование на сумму 12,1 млрд тенге. Ключевым элементом программы является механизм револьверного кредитования, который позволяет акиматам областей без привлечения дополнительных бюджетных средств расширять доступ сельских жителей к микрокредитам для развития предпринимательства и увеличения доходов. За счет возвращенных заемщиками средств револьверным методом дополнительно было выдано около 1 тыс. микрокредитов на сумму 7 млрд тенге. С начала реализации программы участниками выплачены налоги на сумму 1,2 млрд тенге. Investment in fixed capital in rural areas amounted to 7,9 trillion tenge over the year 30.03.2025
The Government has taken a number of measures to develop rural areas in the country. According to data for 2025, there are 6 179 settlements in the republic, in which 7,5 million people live. Last year, the volume of investments in fixed assets in rural areas amounted to 7,9 trillion tenge. In the agricultural sector, labor productivity per worker has doubled over the past five years and reached 4,2 million tenge. This was reported by Vice Minister of National Economy of the Republic of Kazakhstan Bauyrzhan Omarbekov at a press conference in the CCS.According to him, since 2019, a system of regional standards has been implemented in order to develop the infrastructure of various settlements. This system reflects real indicators of the availability of social benefits and public services, the level of coverage of the population by transport, cultural and sports, business, production, digital services.«Based on the results of this System, the average level of provision in 2024 was 65,8%, which is 3,6% more than in 2022. Also, as a result of the work carried out, the number of villages with high and medium levels of provision increased. The number of villages with a high share of provision was 1 435, which increased by 119 villages compared to 2023. Malaysian Business enhances cooperation with Kazakhstan 30.03.2025

The State Revenue Department of East Kazakhstan region reports the following.Since January 13, 2025, the National Bank of the Republic of Kazakhstan has put into practice the transition of payment systems of Kazakhstan and information systems of second-tier banks, as well as other participants of payment systems to the international standard of the payment message format ISO 20022.In connection with transition to international formats of payment messages, the Rules for making cashless payments and (or) money transfers in the territory of the Republic of Kazakhstan, approved by Resolution No. 208 of the Board of the National Bank of the Republic of Kazakhstan dated August 31, 2016 (hereinafter - the Rules) were amended.Thus, the new form of credit order for payments to the budget, approved by the Rules for making cashless payments contains the following graphs «Actual payer» and «Sender of money» (Annex 2 to the Rules for making cashless payments).According to the Rules, when a legal entity pays payments to the budget, as well as MPC, MPCE, MPPC and SP to the SSIF, deductions and (or) contributions to the SHIF for its unit category in the graph «Actual payer» the name of the unit category of the legal entity, in respect to which the payment is made, is specified, and in the graph «IIN (BIN)» – its BIN.The rules also provide that when a bailiff pays payments to the budget for the debtor's obligations within the executive branch, in the graph «Real payer» last name, first name, patronymic (if any) of the debtor in respect to which the payment is made, are indicated, as well as in the graph «IIN (BIN)» – its IIN.Accordingly, payments to the budget set about on the taxpayer's personal account according to IIN/BIN indicated in the graph «Sender of money» of the credit order, except for the two above cases, namely:- a legal entity transfers social payments for its structural unit, while in the graph of the credit order «Real payer», BIN of the structural unit is specified and payments are subject to set about on the personal account of the structural unit;- a bailiff pays payments to the budget for the debtor, while in the graph of the credit order «Real payer» IIN/BIN of a debtor is specified and payments are subject to set about on the personal account of the debtor.Source : https://www.gov.kz/memleket/entities/kgd-vko/press/news/details/962826?lang=kk

Thus, in essence, the applicant disagrees with the judicial assessment of the factual circumstances that were reviewed in court.
