The Department of State Revenue for the Mangystau region informs that on March 20-26, the deadlines for the execution of the desk control notices formed on February 5-6 of this year expire. Within the framework of subclause 19) of Article 24 of the Tax Code, the tax authorities receive information from the STB on the total amounts of payments to individual entrepreneurs or legal entities credited to the current account via payment cards (pos terminals) and mobile payments (QR payments). The analysis of these data was carried out by comparing it with information from cash registers and tax returns for 2023. Based on the results of the analysis by the state revenue authorities, notifications of desk control for the violation of "Underestimation of income" were formed. To execute the notification, you must: 1) in agreement with the above violations, submit tax reports in accordance with the notification; 2) in case of disagreement, provide an explanation of the absence of violations on paper or electronic media, accompanied by supporting documents (bank statement on the account). We note that failure to comply with such notifications within the prescribed period entails the suspension of spending operations on the taxpayer's bank accounts in accordance with Article 118 of the Tax Code. On March 20, as part of the Nauryznama decade, a military relay competition dedicated to the Day of National Sports was held at Military Unit 5573 of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan. Participants showcased their strength, agility, and team spirit while competing in classic military disciplines and national sports.The relay program included disassembling and assembling an AK-74 assault rifle, running in a gas mask, and group sprints. Tirana, March 19, 2025 – The first round of political consultations between the Ministries of Foreign Affairs of Kazakhstan and Albania took place in the capital of Albania. The Kazakh delegation was headed by Deputy Minister of Foreign Affairs Roman Vassilenko, Albanian – led by Deputy Minister of Europe and Foreign Affairs Endrit Yzeiraj.The sides discussed the current and future prospects of bilateral cooperation, the development of political dialog, the strengthening of trade and economic ties, as well as the expansion of investment cooperation.The parties noted the positive dynamics and mutual trust in Kazakhstan-Albania relations, further strengthened by the historic visit of Albanian President Bajram Begaj to Kazakhstan in September 2023 and the opening of the Embassy of Kazakhstan in Tirana in 2024.Deputy Minister Vassilenko highlighted Kazakhstan’s view of Albania as a valuable and reliable partner within the Balkan region. На очередном заседании штаба по обеспечению экономического роста под председательством заместителя Премьер-министра РК – министра национальной экономики Серика Жумангарина рассмотрели возможности увеличения объемов торговли, показатели экономического развития Шымкента и Жамбылской области и затрудняющие реализацию инвестпроектов вопросы. Торговля занимает второе место в экономике Казахстана, ее доля в структуре ВВП составляет 19,1%. За первые два месяца 2025 года индекс физического объема торговли составил 6% при плане 4,7%. Наибольший вклад в ИФО торговли обеспечили пять регионов, на долю которых приходится 73,6% всего объема товарооборота (за январь-февраль т.г – 3,5 трлн тенге). Это Алматы, Астана, Актюбинская, Атырауская и Карагандинская области.Оптовая торговля выросла на 6,6% (6,1 трлн тенге) за счет нефтепродуктов, автотехники, фармпродукции, зерна, сахара и напитков, розничная – на 4,7% (2,8 трлн тенге) за счет роста нефтепродуктов, строительных материалов, машин и оборудования, кондитерской, мясной и рыбной продукции. Как сообщила первый вице-министр торговли и интеграции Айжан Бижанова, в торговле преимущественно занят микро и малый бизнес (99 %), на долю которых приходится 66% всего товарооборота. Для обеспечения роста индекса физического объема торговли на уровне 113% в 2025 году необходимо достичь товарооборота в 87 трлн тенге (в 2024 году — 70 трлн тенге). Преимущественно за счет оптовой торговли, которая составляет 67,5% отрасли. Это будет обеспечено за счет увеличения добычи сырой нефти и ее переработки, газа, развития обрабатывающей промышленности и АПК, расширения линейки бытовой техники, роста производства фармпродукции. В целях роста несырьевого экспорта ведется работа по расширению географии экспортных поставок в Китай, Россию, Узбекистан, ОАЭ, Афганистан, Иран, Таджикистан и Пакистан. Для устойчивого присутствия на этих рынках планируется дополнительно открыть 10 торговых домов и партнерских офисов. Ведется интеграция в международную электронную торговлю через международные маркетплейсы. Розничная торговля составляет 32,5% товарооборота. В 2025 году объем розничных продаж прогнозируется на уровне 28 трлн тенге (+5,5 трлн тенге к 2024 году). Для стимулирования розничного рынка внедряются проекты «Digital Bazar» совместно с Халык Банком, расширяется перечень маркируемых товаров, развивается потребительское кредитование.Дополнительно обсуждены меры по наращиванию темпов электронной торговли в Казахстане, которая демонстрирует уверенный рост. По предварительным данным, в 2024 году ее объем составил 3,2 трлн тенге, увеличившись на 14%. В 2025 году ожидается дальнейший рост до 4,5 трлн тенге. По оперативным данным, за январь-февраль текущего года товарооборот на крупнейших маркетплейсах, охватывающих 85% рынка, достиг 0,7 трлн тенге. Для расширения возможностей электронной коммерции прорабатывается вопрос приравнивания продаж через Instagram к e-commerce. Также совместно с Kaspi.kz и Казпочтой запущена в тестовом режиме B2B-платформа для казахстанских и китайских бизнесменов по наращиванию оптовой торговли, где основными категориями товаров станут бытовая техника, товары для дома и продукция легкой промышленности. Реализация этих инициатив позволит дополнительно увеличить товарооборот страны на 1 трлн тенге ежегодно.В Шымкенте за первые два месяца этого года фиксируется уверенный рост основных экономических показателей. Объем инвестиций составил 102,1 млрд тенге, что больше на 68 % по сравнению с аналогичным периодом прошлого года, промышленность – 195,5 млрд тенге (рост на 13,4%), сельское хозяйство (7,4 млрд тенге, рост на 2,7%). Краткосрочный экономический рост достиг 15,7%, что позволило городу войти в тройку лидеров по стране. Инвестиционный портфель региона на 2025-2029 гг. состоит из 190 инвестиционных проектов на сумму 1,9 трлн тенге с созданием 25,9 тыс. новых рабочих мест. В 2025 году планируется запуск 51 проекта на сумму 181,9 млрд тенге. Аким г. Шымкент Габит Сыздыкбеков сообщил, что в 2024 году 19 предприятий города произвели фармацевтическую продукцию на 61,1 млрд тенге, это 35,7% от общего объема производства фармотрасли в стране. Аналогичные сложности испытывает другое предприятие, подавшее в 2024 году 75 заявок на регистрацию лекарств и планирующее подать еще 35 в 2025 г.    Вице-премьер поручил Минздраву ускорить процедуры согласования по всем заявленным препаратам, чтобы предприятия могли начать генерировать доходы и дать вклад в ВДС региона.Первый заместитель акима Жамбылской области Нуржан Календеров сообщил, что за два месяца этого года экономический рост региона составил 12,5%. Промышленность выросла на 21,6% (188 млрд тенге), инвестиции – более чем наполовину (54,4% роста с объемом 62 млрд тенге), торговля – на 1,9% (120,6 млрд тенге).  Пул инвестпроектов области включает 82 проекта на 3,6 трлн тенге, из которых в 2025 году планируется ввести в строй 30 на сумму 175,2 млрд тенге с созданием более 1,1 тыс. рабочих мест.  Спикер также озвучил проблемные вопросы, затрудняющие реализацию отдельных крупных проектов.  В первую очередь – расширение перечня видов деятельности СЭЗ «Жибек Жолы» для включения обрабатывающей промышленности. Brussels, March 19, 2025 – Ambassador of Kazakhstan Margulan Baimukhan met with Veronika Vrecionová, Chair of the European Parliament Committee on Agriculture and Rural Development (AGRI) and Czech Member of the European Parliament.During the meeting, the sides reviewed prospects for enhancing inter-parliamentary cooperation between Kazakhstan and the European Union. They highlighted active collaboration and mutual visits between specialized committees of the European Parliament (AFET, DROI, and DCAS) and the Mazhilis and Senate of Kazakhstan.Additionally, the parties discussed key aspects of cooperation in the agro-industrial sector, including the expansion of trade ties, promotion of Kazakh agro-industrial exports, and attracting European expertise and technology to improve agricultural productivity in Kazakhstan.Particular attention was given to harmonizing sanitary, veterinary, and phytosanitary standards, crucial for increasing exports of Kazakh agricultural products to the EU market.The Kazakh diplomat reiterated an official invitation from the Agricultural Committee of the Mazhilis of Kazakhstan’s Parliament for the AGRI Committee of the European Parliament to visit Kazakhstan. "Лудомания среди госслужащих: вызовы и последствия"Лудомания является серьезной проблемой, затрагивающей различные слои общества. В последние годы стало заметно увелечение числа случаев зависимости от азартных игр среди государственных служащих. Это явление вызывает серьезные беспокойства, так как оно может прямо влиять на эффективность и надежность работы государственных органов.Лудомания (из википедии) – игрома́ния, игрова́я зави́симость, гэмблинг-зави́симость (англ. gambling — игра на деньги) – патологическая склонность к азартным играм, заключается в частых повторных эпизодах участия в азартных играх, которые доминируют в жизни человека и ведут к снижению социальных, профессиональных, материальных и семейных ценностей: такой человек не уделяет должного внимания своим обязанностям в этих сферах. Всемирная организация здравоохранения даёт этому расстройству название «патологическое влечение к азартным играм».В Министерстве здравоохранения РК отмечают, что лудомания (игромания) признана расстройством привычек и влечений, однако установление диагноза осуществляется только при обращении граждан в медицинские организации).Это пагубное заболевание с навязчивой потребностью в азартных играх, становится все более распространенной проблемой в современном обществе. Однако, когда речь заходит о лудомании среди государственных служащих, это вызывает особое беспокойство. Госслужащие, играющие в азартные игры, сталкиваются не только с личными проблемами, но и с серьезными последствиями для своей работы и обязанностями перед обществом.В 2022 году количество лудоманов достигло более 350 тысяч человек, и эта цифра растет ежегодно. В том же году при проверке прокуратурой игорных заведений было установлено порядка 300 государственных служащих, которые потратили на азартные игры более 500 млн тенге.Какие проблемы вызывает лудомания среди госслужащих?Во-первых, она влияет на производительность и эффективность работы госслужащих. Во-вторых, появляется риск конфликта интересов и коррупции в связи с лудоманией. Лудомания вызывает психологические и финансовые последствия для госслужащих и их семей.Вызовы, с которыми сталкиваются госслужащие: отсутствие должной информированности и понимания проблемы лудомании; ограниченная доступность профилактических мер и программ по лечению лудомании для госслужащих; сложности в выявлении лудоманов среди госслужащих и обеспечении помощи.Какие причины могут вызывать лудоманию среди государственных служащих:- Стресс и высокие требования в профессии: государственные служащие могут столкнуться с большими перегрузками, неопределенностью и необходимостью принимать важные решения. Лудомания становится способом снять напряжение и избежать реальности.- Доступность азартных игр: возникающее свободное время может побуждать государственных служащих к посещению казино, онлайн-гемблингу или другим формам азартных игр, особенно если они находятся вблизи рабочего места.- Влияние коллег: если среди коллег существует культура поддержки азартных игр, это может повысить уровень участия в лудомании среди государственных служащих.Последствия, которые может вызывать лудомания:- Ухудшение производительности: лудомания отнимает время и энергию у государственных служащих, в результате чего их работоспособность и эффективность снижаются. - Финансовые проблемы: патологическая азартная игра может привести к серьезным финансовым проблемам, включая долги, потерю накоплений и финансовую неплатежеспособность. - Негативное влияние на психологическое состояние: Лудомания вызывает стресс, тревогу, депрессию и ухудшает общее психическое состояние государственных служащих.В целях предупреждения и недопущения этой патологической склонности необходимо проводить превентивные и реабилитационные меры. К ним относятся:- Образовательные программы и осведомительная работа: это семинары о рисках и последствиях лудомании среди государственных служащих, которые проводит уполномоченный по Этике на постоянной основе.- Мониторинг интернет-ресурсов и социальных сетей с вовлечением в эту работу общественности с активной гражданской позицией.По информации Министерства информации и общественного развития РК, в 2023 году в информационную систему «Кибернадзор» внесена информация по более чем 1780 интернет-ресурсам, содержащим признаки интернет-казино. - Создание политик и правил: Разработка строгих правил, которые запрещают лудоманию на рабочем месте, а также ограничение доступности азартных игр вблизи государственных учреждений.На сегодняшний день Указом Президента Республики Казахстан от 02.11.2023 № 396 в пункт 6 главы 3 Указа Президента Республики Казахстан от 29 декабря 2015 года № 153 «О мерах по дальнейшему совершенствованию этических норм и правил поведения государственных служащих Республики Казахстан» внесен подпункт 10, который устанавливает один из стандартов служебной этики государственных служащих – «воздержание от посещения игорного заведения, за исключением случаев, связанных с исполнением служебных обязанностей».- Одной из превентивных мер является консультация и терапия. Должна быть доступна консультативная помощь и терапия для государственных служащих, страдающих от лудомании.- Поддержка коллег: Создание поддерживающей и информирующей среды на рабочем месте, чтобы коллеги могли помочь друг другу в борьбе с зависимостью.Лудомания среди госслужащих представляет серьезную проблему, которая может иметь негативные последствия для личных жизней государственных работников и работоспособности государственных организаций. Однако, с помощью правильных предотвращающих мер, образования и содействия, можно снизить влияние лудомании и помочь госслужащим преодолеть эту проблему. Необходимо усиливать осведомленность о лудомании, создавать поддерживающую среду и оказывать помощь всем, кто страдает от этого недуга. Astana, March 17, 2025 – Consular consultations between Kazakhstan and Canada were held at the Ministry of Foreign Affairs of the Republic of Kazakhstan.During the meeting, the parties discussed a wide range of issues, including visa processing, improvement of migration processes and prospects for cooperation in the consular sphere.Special attention was paid to simplification of visa procedures of Canada for Kazakhstan’s citizens.The Canadian side informed about the introduced innovations in the processing of Canadian visa, greatly facilitating the processes of consideration of applications. It was also noted that currently for the citizens of Kazakhstan the terms of consideration and issuance of visas are significantly reduced.
