"The Anti-Corruption Service of Almaty celebrated the Day of National Sports" 29.03.2025
On March 20, 2025, the Anti-Corruption Service of Almaty hosted festive events dedicated to the celebration of Nauryz Meiramy and the celebration of National Sports Day. Within the framework of the program, traditional games were organized for children of Anti-Corruption Service employees, aimed at popularizing Kazakh culture and strengthening family values. The children of the employees actively participated in national games, including throwing assiks, bes tas, togyz kumalak, demonstrating a high sporting spirit and the ability to work in a team. A festive atmosphere was created at the venue of the games, a yurt decorated with national elements and ornaments was installed, national treats were prepared for the participants, which allowed them to immerse themselves in the atmosphere of Kazakh traditions. Internship in Japan: KazAID studied JICA's experience in project managementFrom 1 March to 16 March, KazAID representatives have completed an internship at the Headquarters of the Japan International Cooperation Agency (JICA) in Tokyo to study Japanese experience in ODA project management, monitoring and evaluation of development programs. Particularly the attention was focused on the PDCA (Plan-Do-Check-Act) cycle, which helps to structure projects according to OECD standards.An important topic was the development of the private sector - KazAID will consider the adaptation of the OVOP ("One Village One Product") program to support small businesses and exports in Kazakhstan and Central Asia.Additionally, as part of the internship, the representatives have been introduced with the experience of the center in the field of disaster risk reduction (Disaster Risk Reduction) in Nagaoka.Key meetings were held with the JICA Department for East and Central Asia and the Caucasus, the Private Sector Department, the UNDP Regional Bureau, as well as with JICA Vice Presidents S. Imoto and K. Astana, March 19, 2025 – A regular meeting of the subcommittee of the Consultative and Advisory Body “Human Dimension Dialogue Platform” (hereinafter – CAB “HDDP”) was held at the Ministry of Foreign Affairs of the Republic of Kazakhstan. The meeting focused on reviewing the recommendations received following the presentation of Kazakhstan’s Fourth Periodic National Report within the framework of the Universal Periodic Review (hereinafter – UPR).During the meeting of the CAB “HDDP,” co-chaired by the Ambassador-at-Large of the Ministry of Foreign Affairs of Kazakhstan, Alua Nadirkulova, and the Vice Minister of Justice of Kazakhstan, Botagoz Zhakselekova, the 294 recommendations received were presented, of which 56 were introduced for the first time by the member states of the UN Human Rights Council. These recommendations include continuing efforts to combat domestic violence, torture, ensuring inclusivity, strengthening human rights institutions and the National Preventive Mechanism, social protection of the population, especially the most vulnerable groups.To implement the supported recommendations, it is planned to adopt an Interagency Plan for a four-year period, which will allow tracking the progress of the implementation of the adopted commitments and ensure their execution.The participants agreed to structure the UPR recommendations in the following areas: ratification of international conventions and agreements; strengthening human rights mechanisms and cooperation with the UN; combating torture and ill-treatment; combating gender-based violence and protecting women; children’s rights; freedom of speech, media, and civil society; rights of LGBTI+ community and combating discrimination; rights of migrants, refugees, and stateless persons; economic, social, and cultural rights; access to education and healthcare; environmental protection and sustainable development; rights of persons with disabilities; combating corruption and judicial reform; rights of ethnic and religious minorities.Overall, the agenda items were discussed in a constructive and open format. Representatives of state bodies and NGOs had the opportunity for direct exchange of views on further improving human rights protection mechanisms.The UN Human Rights Council will approve the UPR Working Group report on Kazakhstan with recommendations from UN member states during its 59th session in June 2025.For reference: On January 23, 2025, during the 48th session of the UPR Working Group of the UN Human Rights Council, Kazakhstan presented its report on the implementation of human rights commitments and recommendations from the previous review. The review was attended by delegations from over 100 states, which expressed their comprehensive support for the measures taken to implement democratic reforms and welcomed the adoption of concrete steps to strengthen fundamental human rights and freedoms in Kazakhstan.The CAB “HDDP” was established in 2013 at the initiative of the Ministry of Foreign Affairs of Kazakhstan. Since January 29, the 100 Days to Victory campaign has been underway in the National Guard, aimed at preserving historical memory and fostering patriotism. Today, March 20, marks the halfway point—only 50 days remain until May 9, and National Guard troops continue their active efforts, engaging schoolchildren, veterans, and the public.National Guard servicemen hold meetings with students, sharing heroic stories and emphasizing the importance of military service. For instance, at School No. 37, they met with students, recounted the country’s heroic past, and answered their questions. These interactions help young generations understand the significance of patriotism and military duty.Special attention is given to veterans, who receive care and support. National Guard members regularly visit war veterans, assist them, and express gratitude for their bravery and heroism. Across the country, solemn wreath-laying ceremonies, commemorative events, and personal meetings with war heroes are held.One of the highlights was the participation of military personnel in the theatrical performance Aliya, dedicated to the legendary sniper Aliya Moldagulova. Meanwhile, preparations for the Victory Parade are in full swing. Guardsmen are perfecting their drill training to represent the National Guard with honor at one of the year’s most significant events. Additionally, National Guard musicians, as part of the unified orchestra of Kazakhstan's security forces, will provide musical accompaniment for the Victory Parade in Astana.The campaign also extends to the civilian community. HOW TO PRIVATIZE HOUSING FROM COMMUNAL HOUSING STOCK 29.03.2025
On November 22, 2024, the Head of State signed the Law of the Republic of Kazakhstan "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on housing policy reform." The provisions of the Law regarding the privatization of housing came into force on December 4, 2024, and now citizens can apply to akimats for privatization. At the same time, in accordance with paragraph 8 of Article 13 of the Law of the Republic of Kazakhstan "On Housing Relations", certain categories have the right to free privatization.: 1) veterans of the Great Patriotic War; 2) persons with disabilities of the first and second groups; 3) participants in the aftermath of the Chernobyl nuclear power plant; 4) victims of nuclear tests at the Semipalatinsk nuclear test site; 5) victims of an environmental disaster in the Aral Sea region; 6) military personnel recognized as persons with disabilities in the defense of the former USSR, including while serving in Afghanistan; 7) military personnel, employees of the CDF, law enforcement agencies with a length of service - 20 years, if there is a child with a disability - 10 years; 8) family members of a serviceman, an employee of the CDF, an internal affairs agency who died while serving; 9) victims of political repression; 10) candidates for cosmonauts, cosmonauts. Other citizens can buy out such dwellings at their residual value, that is, at a cost less physical depreciation of the dwelling from the book value of the dwelling. For reference: the book value of a dwelling is the amount of money spent on the construction or purchase of this dwelling, recorded in the accounting records of the Akimat. Physical depreciation amounts to 2% of the book value of the dwelling annually. To date, the Ministry of Industry and Construction has amended the Rules of Privatization (Government Decree No. 673 of July 2, 2013) in terms of reducing the initial payment to 10% and extending the installment period to 15 years for apartments with a residual value exceeding 15 million tenge, which entered into force on February 3, 2025. At the same time, it should be noted that privatization is a right, not an obligation, and no one will force people to buy out their homes. In order to acquire ownership of housing through privatization, the applicant provides to the PSC either through The following documents have been submitted to the housing Commission for consideration: - an application for the privatization of the occupied dwelling, signed by all adult members of the tenant's family; - employment agreement; - a document confirming belonging to the category of citizens who have the right to receive ownership free of charge. The housing commissions, within thirty calendar days, make a decision on the privatization of housing or issue a reasoned refusal in writing. Moreover, the Law provides for the possibility of re-privatisation of housing from the state housing stock, if this right was exercised before the entry into force of this Law. For reference: According to the current paragraph 9 of Article 13 of the Law of the Republic of Kazakhstan "On Housing Relations", citizens have the right to privatize only one dwelling from the state housing stock in the territory of the Republic of Kazakhstan. However, the current legislation does not prohibit the re-acquisition of housing from the public housing stock.
